In 2026, 403 Korean institutions report data to the government's higher education disclosure system: 192 four-year universities, 125 junior colleges and 86 cyber, polytechnic and graduate-only schools. Average tuition at four-year universities in 2026 is $5,325 (KRW 7,270,300) a year, but the spread is wide: national and public universities average $3,113, private ones $6,029. Forty-three Korean universities appear in the QS World University Rankings 2027, led by Seoul National University (38th), Yonsei (42nd) and Korea University (52nd). For an international applicant, three other checks matter more than rank: the language of the programme, whether the university holds IEQAS certification (which simplifies the student visa), and which campus the programme actually runs on.

IEQAS (International Education Quality Assurance System) is the certification Korea's education and justice ministries give to institutions that manage international students well. The "excellent" tier is a separate list of 39 institutions with additional visa benefits.

Bachelor's programmes last four years (medicine and some professional degrees longer), master's usually two, doctorates three or more. The academic year starts in March, with the second semester in September, so most universities run two intakes a year.
National vs private, Seoul vs regions: annual tuition
Korea's Ministry of Education publishes averages from the Academyinfo disclosure system every year. These are averages across all students, not a price list for international applicants, but they show where the budget lines fall.

Over four years, the gap between the average national and average private university exceeds $11,000. National does not mean weak: SNU is a national university. For international students, price usually comes bundled with language, because national and regional universities offer fewer English-taught programmes.
Each university publishes its actual fees in its admission guidelines. SNU's 2026 fees per semester were $1,789 (KRW 2,442,000) in the College of Humanities, $2,196 (KRW 2,998,000) in Engineering and $3,690 (KRW 5,038,000) for the main stage of medicine (from the 2027 intake SNU medicine becomes an integrated six-year programme, so fees may change). KAIST charges $2,514 (KRW 3,433,000) per undergraduate semester, but admitted international students who select the KAIST Scholarship on the application receive a full tuition waiver for eight semesters plus KRW 350,000 ($256) a month; keeping it requires a GPA of at least 2.7 out of 4.3. Private Yonsei charges, from the second semester, $3,337 (KRW 4,556,000) per semester in humanities colleges, $4,397 (KRW 6,004,000) in Engineering and $6,007 (KRW 8,202,000) at the English-taught UIC.
Rankings: how to use them
According to QS results published in June 2026, 43 Korean universities are in the 2027 table. The top of the list: SNU 38th, Yonsei 42nd, Korea University 52nd, KAIST 65th, POSTECH 106th, SKKU 108th, Hanyang 155th, followed by UNIST (299), Kyung Hee (309), GIST (379), Chung-Ang (432), Ewha (488) and Sogang (494).
- Rank is not programme strength. Science institutes excel in a narrow set of fields; comprehensive universities in breadth. Compare departments.
- "SKY" (Seoul National, Korea, Yonsei) is the informal label for the three best-known universities inside Korea. The name helps with Korean employers, but competition is highest and English-taught options are limited.
- Rank says nothing about your chances. It ignores teaching language, international quotas and department requirements.
IEQAS certification: the check most applicants skip
Every year Korea's education and justice ministries assess how universities recruit and support international students. Results published on 12 February 2026 certified 181 institutions for degree programmes and 123 for language programmes; 39 made the "excellent" list. Certification runs from March 2026 to February 2030 with annual monitoring.
- Visa. Students of certified universities submit fewer documents. The Korean Consulate General in St Petersburg lists a certified diploma copy with translation and a bank statement as additional documents only for applicants to non-certified universities. The exception: citizens of countries on a special Ministry of Justice list must prove funds even for certified universities, so applicants from Kazakhstan, Uzbekistan and Kyrgyzstan should check the document list with the Korean consulate in their country.
- Risk. Sixteen degree-granting institutions are on the "strict visa screening" list, with student visas restricted for a year from the autumn 2026 semester.
- Scholarships. Certification counts when GKS host universities are selected.
All 14 institutions on our map are certified; Kyungbok appears on the junior-college list. The Korean Embassy in Russia publishes the list of accredited universities for visa applications in its visa section (version of 23 March 2026); check your university against it before applying.

Compare three to five programmes, not three to five universities. The same programme name hides different teaching languages, curricula and requirements.
Teaching language: Korean track, English track, language centre
Most undergraduate programmes are taught in Korean, with TOPIK 3 as a common threshold (TOPIK I covers levels 1–2, TOPIK II levels 3–6). For spring 2027, SNU accepted TOPIK 3, completion of level 4 at a Korean university language centre, or English (TOEFL iBT 80 or IELTS 6.0). Yonsei's Korean-track students need TOPIK 3 before declaring a major and TOPIK 4 before graduation.
English-taught options are concentrated:
- KAIST states that English is the official language of instruction and communication for international students.
- Yonsei Underwood International College (UIC) is an English-taught college; applications for spring 2027 ran from 26 August to 22 September 2026, with a KRW 150,000 ($110) fee. From the 2027 intake UIC requires proof of English (a test score or English-medium schooling) but sets no minimum score.
- POSTECH presents itself as a bilingual campus.
- Comprehensive universities offer individual English-taught programmes, but paperwork, part-time work and daily life still require Korean.
Without Korean and with a Korean-taught target programme, the usual route is a university language course on a D-4 visa, then admission with a certificate. Some universities, such as Pusan National University, offer conditional admission: you study at the university's language institute and move into the degree once you reach the required level. Seoul or the regions
The capital region is more expensive: average tuition of $6,057 versus $4,848 elsewhere, and rents near leading universities several times higher than a dorm. Financial requirements show the same gap: for spring 2027, Yonsei requires a bank balance of at least KRW 22,000,000 ($16,113) and Pusan National University KRW 16,000,000 ($11,719).

Split campuses are a common trap. SKKU teaches natural sciences and engineering in Suwon, Hanyang has ERICA in Ansan, Korea University a campus in Sejong, Yonsei one in Wonju. The official certification list names these campuses separately. Confirm where your programme is taught before looking for housing.

KAIST publishes a full example: essential costs for one year, including tuition, insurance, books, a shared dorm and campus meals, total KRW 14,885,680 ($10,902). How international students apply
There is no central application system: each university runs its own admissions, forms and fees. The Korean national exam (suneung) is not required on international tracks; selection is by documents and sometimes an interview.
- 12–15 months before start: shortlist four to six programmes at different competition levels and check each one's language.
- 10–12 months before: take TOPIK or IELTS/TOEFL and apostille your school certificate (Korea, Russia and Kazakhstan are all Apostille Convention members).
- Prepare the file: apostilled and translated diploma and transcripts, language certificate, essay or study plan, recommendations, citizenship documents for you and both parents, bank statement.
- Apply within each window. Examples: SNU took spring 2027 applications on 6–9 July 2026; Yonsei UIC from 26 August to 22 September 2026; KAIST runs early admission from 22 September to 22 October 2026 and regular admission from 10 November 2026 to 14 January 2027; Pusan National University for spring 2027 from 12 to 23 October 2026.
- After admission: pay tuition, receive the Certificate of Admission and apply for a D-2 visa.
- After arrival: register as a foreign resident within 90 days; registration also enrols students in national health insurance.

Eleven years of school? SNU's and Yonsei's guidelines require a completed high school education or a legally recognised equivalent, without a separate 12-year rule. Rules differ between universities, so read the education clause in the specific admission notice.
Scholarships
GKS (Global Korea Scholarship). Run by NIIED. The 2027 undergraduate round has 286 places for all countries; embassy-track quotas include 3 for Russia, 4 for Kazakhstan, 3 for Uzbekistan and 3 for Kyrgyzstan. Embassy-track applications run from 15 to 30 September 2026 (Russia's three places are one general, one for regional universities under R-GKS and one for overseas Koreans); the university track runs September to November on each university's schedule. GKS covers tuition up to KRW 5,000,000 ($3,662) per semester (the university covers the rest), a year of Korean, airfare and an all-inclusive allowance of KRW 14,400,000 ($10,547) a year during the degree, from which housing and insurance are paid. Basic conditions: under 25 and at least 80/100 average (or top 20% of the class). Details in our GKS guide.
University scholarships. NIIED's guidebook describes the usual format as a 30–100% tuition reduction based on grades and Korean proficiency. The most generous among our profiles is KAIST (full waiver plus a monthly payment). Do not count a scholarship in your financial proof until you have an official award.
Working while studying and after graduation
Work on a D-2 visa requires permission from immigration, arranged through the university's international office for a specific employer.

*Up to five extra weekday hours are available to students at certified universities, high achievers and students with strong Korean; the exact thresholds are in the Ministry of Justice manual, and the university's international office checks them. The 2026 minimum wage is KRW 10,320 ($7.56) an hour. See working while studying in Korea.
After graduation you can switch to a D-10 job-seeker visa. Since 29 October 2025 it is granted for up to a year at a time and up to three years in total (previously two), and an internship with one company in this status can last up to a year. A work visa such as E-7 usually follows once you have an offer.
Degree recognition at home
Russia. The National Information Centre's list of recognition agreements contains no intergovernmental agreement with the Republic of Korea. A Korean degree is recognised without a procedure only if the university is on the Russian government's list of foreign institutions; otherwise it goes through recognition by Rosobrnadzor (applications via Gosuslugi, the NIC personal account or post).
Kazakhstan. Apply for recognition of a Korean degree through eGov.kz or a Public Service Centre (TsON) to the National Center for Higher Education Development. The fee for a higher-education document is 10 MCI, and processing takes from 15 working days (eGov, apostilled document) to 45 (TsON, no apostille). Bolashak scholars do not need recognition. Recognition confirms the level of education but does not automatically admit you to regulated professions.
Common mistakes
- Applying only to SKY. Even a strong profile needs a realistic option and a backup with a different deadline.
- Ignoring the campus. The diploma says one name; classes may be in Suwon, Ansan or Sejong.
- Treating an English track as fully English. Some courses, administration and part-time jobs still need Korean.
- Skipping the IEQAS check. Non-certified or restricted universities complicate the visa.
- Budgeting with an unconfirmed scholarship. Bank proof must cover costs without it.
- Starting the apostille and exam late. SNU's spring window lasted four days.
