Education follows the Bologna system. Some programs, especially master's, are available in English.
At a public university, living in the city can be the main expense. Compare two semesters of university fees with 12 months of living, and cost German preparation as a separate stage.

Private universities and preparation programmes set their own fees. An exemption may change university charges; the applicant’s language alone does not establish fee status.
First compare public programmes compatible with your qualifications and German. A low preparation-course fee does not make the year inexpensive: housing and other costs continue for its full duration.
Prepare your citizenship, previous education, German level and intended semester. Include the family’s annual budget in your initial enquiry.

The number of school years alone does not establish eligibility. The university checks the certificate, issuing country, higher-education eligibility, subjects and language against the chosen programme’s rules. Supplementary exams or preparation may be required; the university decides admission.

A master’s application is assessed against the programme’s academic and language requirements. Check the relationship between your previous degree and the intended subject. English-taught options exist, but the fee and admission conditions remain programme-specific.
Compare the same academic year, fee status and programme duration. Check the tenancy period, compulsory charges and pre-arrival payments. Financial evidence and the living expenses it covers are counted once.
