To study in Austria for more than six months you need a residence permit, the "Residence Permit – Student" (Aufenthaltsbewilligung Student), not a visa. The first application is lodged in person at the Austrian embassy or consulate responsible for your place of residence; external visa centres cannot accept it. The residence authority of the Austrian province where you will live decides within 90 days of a complete application. For 12 months you must show $9,856 (€8,670.96) if under 24 or $17,847 (€15,700.68) from age 24, and the application fee is $248 (€218). Once approved, you obtain a visa D to enter, then collect the permit card in Austria.

A visa D cannot be extended in Austria. Eligible study includes degree programmes at universities, universities of applied sciences, accredited private universities and university colleges of teacher education; certificate programmes of at least 40 ECTS that are not purely language courses; university preparation programmes for prescribed supplementary exams (Vorstudienlehrgang); and recognition (Nostrifizierung) procedures. Attending individual courses as a non-degree student does not qualify.
Where to apply (examples)
- Russia: the Austrian Embassy in Moscow covers all of Russia. Residence-permit appointments are booked on the embassy website; visas C and D go through VFS, which has centres across the country. The embassy states that residence-permit applications cannot be lodged via an external service provider, another Schengen state's embassy or an honorary consulate. An agency cannot file on your behalf either: you attend in person, and the embassy cancels placeholder appointments booked by agencies.
- Kazakhstan, Kyrgyzstan, Tajikistan: Austrian Embassy in Astana (residence permits booked on the embassy site; visas D via VFS).
- Uzbekistan: the Moscow embassy's consular district includes Uzbekistan, while visas for Uzbek citizens are handled by the embassy in Baku.
The embassy receives and forwards the file; the provincial residence authority (MA 35 in Vienna) decides, so the embassy cannot report on progress.

Legalise foreign documents first (an apostille for Russia and Kazakhstan), then have them translated by a sworn translator. OeAD recommends submitting everything in German.

These rates assume rent up to $439 (€386.43) per month; the excess must be added. An under-24 student renting at $682 (€600) must show $12,769 (€11,233.80); for the real budget see cost of studying in Austria. Alternatives to a personal account include a declaration of liability (Haftungserklärung) from a person living in the EU or a scholarship confirmation, and sources may be combined. On request you must document the origin of the money — for parental support, OeAD lists six months of the parents' statements, their declaration and proof of their income. No blocked account is required. A large unexplained deposit shortly before the appointment is a common trigger for follow-up requests. For Russian citizens there is a practical question too: choose a bank and a way of holding the money so that you can really use it once you are in Austria.
Health insurance
For entry, travel insurance valid in Austria with cover well above $34,101 (€30,000), including repatriation. For the permit, "insurance covering all risks": most students take ÖGK student self-insurance at $90 (€78.84) per month after arrival and enrolment. A private policy qualifies only without waiting periods, caps or excluded risks, with direct payment of treatment and a written insurer statement confirming compliance.

If your programme has an entrance test, the university can issue a conditional admission decision; funds and accommodation need only be "shown credibly" at first, you enter on a visa D to sit the test, and then submit final admission and full proof.
Applying from inside Austria
OeAD allows in-country applications for visa-exempt nationals and, case by case, after lawful entry on a visa issued for another purpose, provided the permit application was not the hidden aim of that visa. It does not extend your permitted stay; if no decision is made in time, you wait abroad.
After arrival
The card is issued for 12 months (shorter if your passport expires sooner), serves as ID and allows up to 90 days in any 180 in other Schengen countries. You may work up to 20 hours a week once the employer obtains an AMS permit (working while studying in Austria). Spouses aged 21+ and minor children can apply for a "Residence Permit – Family Community".
Annual renewal
- Apply before expiry, at most 3 months ahead, at the local residence authority; you remain lawfully resident while a timely application is pending.
- Show continued enrolment, your record of studies and progress of 16 ECTS (or 8 semester hours) per academic year, funds for the next 12 months, housing, insurance and a credit reference extract (e.g. KSV 1870).
- A late application counts as a first application, generally lodged abroad.
- A "Notvignette" allows one re-entry during the renewal procedure.
After graduation, the permit can be renewed for 12 months to look for work or start a business, followed by a Red-White-Red Card for graduates.
