Victoria University of Wellington (Te Herenga Waka)

Victoria University of Wellington is the capital's university: its law faculty and the Wellington School of Business and Government sit on the Pipitea campus in the central business district, a short walk from Parliament and government ministries. For applicants from Russia and Kazakhstan the university lists three undergraduate routes: the school certificate plus one completed year of bachelor's study at a recognised university, a foundation programme, or an IB Diploma with at least 24 points. Trimester 1, 2027 starts on 22 February; programme pages recommend applying by 7 December 2026. International tuition for 2027 ranges from $21,260 (NZD 37,500) a year for a BA to $27,920 (NZD 49,250) for engineering, and eligible new bachelor's students receive NZD 15,000 ($8,500) off first-year fees without a separate application.

Who Wellington suits

Choose Victoria if you are heading into law, international relations, public policy, economics, architecture, design or the humanities. The capital puts government agencies, embassies and national organisations within walking distance of Pipitea and Te Aro. The three-intake calendar is a practical advantage too: miss February and the next start is in July.

It is the wrong fit for medicine or dentistry, which it does not teach; look at the University of Otago. Entry routes from a Russian or Kazakh school

The country table sets the same minimum for the Russian Federation and Kazakhstan:

1. Completed secondary education plus one successful year of undergraduate degree study at a recognised institution (a minimum GPA may apply).
2. Victoria University of Wellington Foundation Studies or another recognised foundation programme.
3. An IB Diploma with at least 24 points or an equivalent internationally recognised school qualification.

The university checks institutions against UK ENIC and NOOSR. If you have university credits, you can apply for credit transfer, but note that students granted credit transfer are excluded from the automatic NZD 15,000 scholarship.

Foundation Studies with UP Education

Victoria's foundation programme is delivered by UP Education (UP International College) in the Wellington Railway Building, close to the Pipitea campus. Applicants receive two letters at once: a foundation offer and a conditional undergraduate offer, which becomes unconditional once you complete the programme successfully; completion guarantees undergraduate entry.

Add an enrolment fee of NZD 575 ($330) and 12 months' insurance at NZD 992 ($560). The 2027 terms start on 25 January, 19 April, 12 July and 4 October. UP's minimum for the Russian attestat is a grade 3 in three relevant subjects (Standard), four subjects (Fast-track) or five subjects (Accelerated). Subject options include calculus, statistics, physics, economics, accounting, marketing, psychology, media studies and tourism. Two top performers each trimester win NZD 5,000 and NZD 3,000 awards, and graduates who enter the university are considered for the NZD 15,000 undergraduate scholarship.

Programmes and 2027 tuition

Fees are charged per point; 120 points is one full-time year. The estimate is based on the year you first enrol, and later years may cost more after annual fee reviews.

Every student also pays a per-point Student Services Fee and a small annual Student Hardship Fee; undergraduate programme pages for international students show NZD 1,285 ($730) in student service fees for 120 points in 2027. Insurance is compulsory: an annual Studentsafe Inbound University policy cost NZD 899 ($510) in 2026. International students studying from outside New Zealand may qualify for a GST discount.

Worked example, first-year BCom living in catered Victoria House: NZD 39,800 tuition + NZD 1,285 fees + NZD 899 insurance + NZD 16,380 for a twin-share hall place ≈ NZD 58,360 (about $33,090). Deadlines and start dates

You can apply at any time, but each trimester has a recommended deadline that leaves time for the visa and housing; later applications are assessed case by case.

Several master's programmes select earlier; for example, the Master of Science in Cognitive and Behavioural Neuroscience, Forensic Psychology or Cross-cultural Psychology closes on 1 November. Not every programme runs a November intake, so check each programme page.

How to apply

1. Choose your programme and start trimester. You need a personal email address and your intended year and trimester.
2. Register in the Pūaha student portal and complete the online application. Agents apply through the separate Agent and Partner Hub, not through your account.
3. Upload documents: transcripts with translations, passport, English test results and, for research programmes, confirmation from a supervisor. The university explains certification rules on its document-preparation page.
4. Receive your Offer of Place. Without an English result you get a conditional offer and must meet the condition before applying for your student visa.
5. Accept, pay and apply for a hall. Hall applications are free and can be made before your offer is final.

English requirements

Victoria accepts IELTS One Skill Retake. Early childhood teaching requires IELTS 7.0 in every band, and some programmes follow external professional standards. A 12-week English for Academic Purposes course is available on campus or online.

Scholarships

In August 2025 the university replaced several older awards, including the Tongarewa International Scholarship, with two automatic scholarships.

The undergraduate award is made only once even if you hold several offers, can be deferred within the same calendar year but not to a later year, and may have to be repaid if you withdraw after it is credited. More funding options: scholarships abroad 2026.

Housing in Wellington

The university recommends catered halls for first-years and younger students and self-catered halls for senior and exchange students; most halls are 5–20 minutes' walk from campus. Accepting a hall place requires a deposit of about NZD 1,000 covering activities, administration and bond; fees are paid in advance, usually monthly, with the first month due before you move in.

The lowest prices in the table are for a place in a twin-share room; a single room in a catered hall costs NZD 20,202–23,322 for 39 weeks.

Private rentals take time to find, especially early in the year, and landlords expect to meet you and to have a New Zealand phone number, so sign a lease only after arrival. Under-18s must live in a homestay, a catered hall or with a designated caregiver. Leaving a hall early costs NZD 500 plus fees until a replacement resident moves in.

Master's and PhD

Master's entry requires a qualification equivalent to a New Zealand bachelor's degree; for selected programmes relevant work experience may substitute, at the Head of School's discretion.

The New Zealand Government subsidises fees for international PhD candidates who live and study in New Zealand, so they may pay domestic fees. PhD applications go through the Faculty of Graduate Research's separate system. More in master's degrees in New Zealand.

Visa, work and after graduation

Immigration New Zealand issues the Fee Paying Student Visa. You need an offer, tuition paid for one year (or the whole course if shorter), NZD 20,000 ($11,340) for each year of living costs and insurance. For Russian and Kazakh citizens INZ's fee tool shows NZD 850 ($480), which already includes the NZD 100 visitor levy (IVL); 80% of applications are decided within 8 weeks, and INZ advises applying at least three months ahead.

Citizens of Russia and Kazakhstan staying over 6 months need a chest X-ray from a panel physician, and anyone aged 17+ whose total stay reaches 24 months needs police certificates under 6 months old. Students may work up to 25 hours a week in term and full-time in scheduled holidays. After a bachelor's, the Post-Study Work Visa lasts as long as your study (up to 3 years); after a master's with at least 30 weeks of full-time study in New Zealand it lasts 3 years; it is granted once.

Common mistakes

• Applying for year 1 with a Russian certificate alone. You also need a university year, foundation or IB.
• Requesting credit transfer without doing the maths. It can shorten your degree but cancels the NZD 15,000 scholarship.
• Assuming every programme starts in November. Trimester 3 is limited.
• Leaving housing late. Hall applications open on 1 August; without a place you will need temporary accommodation.
• Budgeting only the visa minimum. NZD 20,000 is an immigration threshold, not the real cost of living in the capital.
• Paying at the last minute. Transfers from Russia can take weeks, and no receipt means no visa.

FAQ

Is "Queen Victoria University" the same institution?

Yes, Russian-language sites often call it that, but the official name is Te Herenga Waka — Victoria University of Wellington. It is unrelated to Canada's University of Victoria and Melbourne's Victoria University.

Can I start in July?

Most programmes have a Trimester 2 start, with a recommended deadline of 1 May. Foundation Studies begins four times a year, so you can also reach a July degree start through foundation.

Do I apply separately for the international scholarships?

No. Undergraduate and postgraduate awards for new international students are assessed with your programme application and shown in your Offer of Place; only the doctoral scholarship needs its own application.

Does Victoria accept IELTS One Skill Retake?

Yes, its English requirements page lists One Skill Retake and IELTS Online among accepted IELTS formats.

What does a first year cost in total?

For a business degree with a twin-share place in a catered hall, about $33,090 before the scholarship and about $24,580 after it, excluding personal costs and flights. Architecture and engineering add roughly $4,200–5,400 in tuition.
