Applying to New Zealand Universities After 11 Years of School: Routes, Deadlines and Documents

An 11-year school certificate from Russia, Kazakhstan or another CIS country rarely gives direct entry to year one at a New Zealand university. Local students finish Year 13 and qualify with NCEA Level 3 and University Entrance, so universities look for an extra year: a foundation programme (6 to 12 months, $13,060–22,110 or NZD 23,032–39,003 in 2027 before fees), a completed first year at a recognised home university, or an accelerated diploma that leads straight into year two. For a February–March 2027 start, universities close applications between mid-November and early December 2026, and Immigration New Zealand asks for visa applications at least three months before travel.

This guide sets out what each university publishes for applicants from Russia and Kazakhstan, the length and price of pathway programmes, English requirements, the 2027 application calendar, rules for students under 18 and a month-by-month plan. Why an 11-year certificate is not enough

University Entrance is the minimum standard for moving from a New Zealand school to university. It requires NCEA Level 3, 14 Level 3 credits in each of three approved subjects, plus literacy and numeracy credits. Admissions offices compare foreign school certificates with that benchmark and usually treat an 11-year certificate as one year short.

That is why Russia is either missing from country tables or listed with the condition "certificate plus one year of university". Each university decides for itself: there is no national application system like UCAS in the UK.

Published routes for Russian school leavers

For Kazakhstan, University of Auckland International College asks for a Year 11 GPA of 4/5 on Standard and Fast-track, and AUT's foundation asks for 3/5 on Standard and Fast-track and 4/5 on Accelerated. Lincoln University is not in the table because we could not confirm its requirements for these certificates at the time of checking.

Choosing a route:

• Foundation is the most predictable. On completion the university guarantees a bachelor's place if you reach the programme's average and the English score; at Auckland that means IELTS 6.0 with no band below 5.5, higher for some programmes.
• A first year at home saves a year abroad, but confirm in writing that it counts for entry and which courses will be credited. Victoria and Massey name this route explicitly for Russia.
• An accelerated diploma (DipUS at Canterbury, Otago's diplomas, Waikato's International Diploma) replaces year one and leads into year two. Grade thresholds are higher than for foundation.
• IB or A levels from an international school give direct entry: Victoria asks for IB 24; Auckland's 2026 table lists IB 26 or A levels CCC for a BA.

Length and cost of pathway programmes

UP Education colleges add a NZD 575 enrolment fee and NZD 992 for 12 months of insurance. Housing, food and flights are extra. Students below the English threshold can start with a language bridging block; UP Education's Foundation Connect lasts six months and costs NZD 20,757.

Intakes are spread across the year. For 2027, the University of Auckland's college starts Accelerated on 18 January and 1 September, Fast-track on 12 April and 27 September, and Standard on 18 January and 5 July. AUT's foundation starts on 18 January, 12 April, 5 July and 27 September; Otago's in February, June and October.

English requirements

Most bachelor's programmes ask for IELTS Academic 6.0 with no band below 5.5, or an equivalent TOEFL iBT, PTE Academic, Duolingo English Test or Cambridge C1 Advanced score, taken within the past two years. TOEFL moved to a new score scale on 21 January 2026, and some universities, including Otago and Canterbury, now publish thresholds on that scale. Education, medicine, law and nursing set higher scores. If you are far from 6.0, a Standard foundation (entry at IELTS 5.0) covers the language and academic gap at the same time.

2027 application calendar

The academic year starts in late February or early March, with a second intake in July. Victoria and Waikato run trimesters, and Waikato has a third start in November.

University deadlines are late; the visa sets the real timetable. Immigration New Zealand's busiest period is October to March, so for a February start an application sent to the university in August or September leaves room for the offer, payment, chest X-ray and visa.

Documents

1. Passport information page; Otago asks for a copy certified by an approved person.
2. School certificate with its grade supplement, or current grades if you have not finished school; a conditional offer can be issued before graduation.
3. English translations; Otago, for example, accepts translations from a translation company and may ask for an education evaluation report.
4. English test results, or the date you will sit the test.
5. A portfolio for creative programmes, an audition for music and dance, and an interview plus safety checks for Auckland's teaching degrees.
6. An academic transcript with hours and grades if you are applying on the basis of university study or a diploma.

Applications go through each university's or college's online portal. The university makes the admission decision; an agent or adviser only prepares and submits your documents.

Applicants under 18

Every provider that enrols international students must be a signatory to the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021. For students under 18 the Code requires:

• a student under 18 who does not live with a parent can be enrolled only if they live in student accommodation covered by the Code, with a residential caregiver vetted by the provider (such as a homestay), or with a relative or close family friend nominated in writing by the parents as a designated caregiver;
• safety checks on caregivers, renewed at least every three years;
• written parental agreement for decisions affecting the student, and at least one staff member assigned to monitor under-18 learners.

Students aged 16 or 17 need written permission from a parent and the education provider to work on a student visa. A police certificate is required only from age 17 and only for stays totalling 24 months or more.

One visa for foundation and degree

If your plan is foundation followed by a degree, a Pathway Student Visa can cover up to three programmes in a row with participating providers for up to five years; fees start at NZD 750. You must meet the entry requirements for each next step. A standard Fee Paying Student Visa lasts up to four years and follows the period you have paid for. Plan for a school leaver graduating in 2027

With a 12-month foundation, year one of the degree begins in February–March 2029; with a six-month accelerated programme, in July 2028. If you choose a first year at home instead, apply to the university in the spring of that year and lodge the visa in the summer.

Entry scholarships

There are no fully funded government scholarships for citizens of Russia or Kazakhstan: Manaaki New Zealand Scholarships are limited to Pacific countries and a short list of Asian countries. Universities offer partial awards:

• Victoria gives NZD 15,000 ($8,500) for the first year to new international bachelor's students without a separate application; it does not apply where earlier study is credited.
• Canterbury's UC International First Year Scholarship (Offshore) is worth NZD 15,000; the round for Semester One 2027 runs from 5 September to 31 October 2026.
• Waikato's Vice-Chancellor's International Excellence Scholarship is worth up to NZD 15,000; apply by 30 November for the March intake.
• UP Education colleges award top foundation achievers NZD 5,000 and NZD 3,000.

Common mistakes

• Applying after school exams end. The visa timeline, not the university deadline, decides whether you start in February.
• Choosing a foundation on price rather than progression grades. Engineering and health programmes require higher foundation averages than arts programmes.
• Counting on credit for a home first year without written confirmation. Credit is the university's decision.
• Inconsistent spellings. Different spellings of your name in passport, certificate and test report delay both the offer and the visa.
• Ignoring the under-18 rules. Without compliant accommodation, a provider cannot enrol a student under 18.
