New Zealand has eight universities, all of them public: the University of Auckland and Auckland University of Technology (AUT) in Auckland, the University of Waikato in Hamilton, Massey University with campuses in Palmerston North, Auckland and Wellington, Te Herenga Waka — Victoria University of Wellington, the University of Canterbury in Christchurch and Lincoln University on the city's outskirts, and the University of Otago in Dunedin. In the QS World University Rankings 2027 they sit between 67th (Auckland) and 431st (AUT). An international bachelor's year in 2027 costs from $19,290 (NZD 34,020) to $34,530 (NZD 60,910), with medicine above that. Most universities do not admit a school leaver with an 11-year Russian or Kazakh certificate straight into year one; a foundation year, a first year at a home university or an international qualification bridges the gap.
This guide compares all eight by city, ranking and fee, maps subjects to the universities that teach them, lists the entry routes published for applicants from Russia and Kazakhstan, and flags the usual mistakes. What counts as a university in New Zealand
"University" is a protected status. Section 268 of the Education and Training Act 2020 describes universities as institutions focused on advanced learning, where most teaching is done by people who are themselves advancing knowledge and where research and teaching meet international standards. Only eight institutions hold that status, and there are no private universities.
The wider tertiary sector also includes 16 publicly funded polytechnics and institutes of technology, three wānanga (Māori tertiary institutions) and more than 240 government-funded private training establishments. Some of them award degrees too, but research depth and global rankings sit with the universities.
Every qualification is placed on the ten-level NZQCF framework: a bachelor's degree is level 7, honours degrees and postgraduate certificates and diplomas are level 8, a master's is level 9 and a doctorate level 10. Post-study work rights and partner visas depend on that level, so check the level before the programme title.

Reading the table:
- Fees are for 120 points, a full-time year. A heavier or lighter course load changes the invoice.
- The compulsory student services fee or levy is usually charged separately: NZD 9.44 per point at Auckland in 2026 (NZD 1,132.80 for a full year) and NZD 1,236 per 120 points at Canterbury. AUT quotes its figures with the levy included.
- The spread inside one university often exceeds the gap between universities: an Auckland BA (NZD 42,236) costs less than a Waikato BCompSc (NZD 44,006), even though more than 200 QS places separate the two universities.
- At the time of checking, Lincoln showed its 2026 undergraduate range; confirm the 2027 figure on its international fees page.

Matching the university to your subject
With only eight universities, ranking is a weak first filter. Start from the subject: some programmes exist at one or two places, and some have a separate international quota.

Cities and first-year housing
Most universities steer first-year international students into catered halls of residence. Auckland publishes a comparison of total annual costs for 2026:

Otago has already set 2027 college fees at NZD 21,488–25,580 ($12,180–14,500) for the academic year. Waikato's catered halls in Hamilton cost NZD 446–510 ($250–290) a week, while Tauranga offers self-catered halls only. From year two many students move into shared flats: Canterbury estimates about NZD 436 ($250) a week for a student in a four-bedroom house in Ilam, including NZD 200 rent and NZD 145 food. Auckland's self-catered university rooms cost NZD 330–500 ($190–280) a week in 2026 for the room alone.
Entry after an 11-year school certificate
New Zealand school leavers enter university after Year 13 with NCEA Level 3 and University Entrance. Universities treat an 11-year certificate from Russia or Kazakhstan as shorter schooling, so direct entry to year one is rare. Published routes:

How much weight to give rankings
Six of the eight universities sit inside the QS top 300 for 2027, and the gap between 198th and 293rd says little about a specific department. Three questions matter more: whether the university offers your programme at level 7 or above and for how many years; whether your future profession needs registration (doctor, engineer, lawyer, teacher) that the programme leads to; and what the whole degree plus housing will cost in that city.
Work rights linked to a university degree
A student visa normally allows up to 25 hours of work a week during study and full-time work in scheduled holidays. A bachelor's degree studied full-time in New Zealand for at least 30 weeks leads to a Post-Study Work Visa matching the length of study; a master's or PhD leads to three years. Common mistakes
- Choosing by rank without checking the programme. Engineering, medicine and law are not offered everywhere, and medicine has a separate international quota.
- Comparing tuition without the services fee and insurance. Those two lines add roughly NZD 2,000–2,300 a year.
- Assuming a school certificate is enough. Budget time and money for a foundation or bridging year.
- Mixing up similarly named universities. The UK's University of Lincoln and Canterbury Christ Church University have no link with Lincoln University or the University of Canterbury in New Zealand.
- Relying on old articles. Many still quote 20 working hours a week and fees from 2018–2020; the limit has been 25 hours since 3 November 2025.
FAQ
Eight, all public: Auckland, AUT, Waikato, Massey, Victoria University of Wellington, Canterbury, Lincoln and Otago. Polytechnics, wānanga and private colleges also award qualifications, but only these eight hold university status under the law.
In QS 2027 the University of Auckland ranks highest at 67th, followed by Otago (198th) and Massey (215th). Programme strength matters more for a decision: veterinary science is taught at Massey, health sciences is Otago's largest division, and Canterbury builds 800 hours of placement into engineering.
Among published 2027 fees, Waikato starts lowest at NZD 34,020 ($19,290) for a bachelor's year, with Massey and Lincoln close behind. Housing changes the picture, so compare the full cost in each city.
Bachelor's and master's study is fee-paying for international students. PhDs are the exception on price: most universities charge new international doctoral students the domestic rate, for example NZD 8,847.60 ($5,020) a year at Auckland, provided they live in New Zealand for the programme.
University degrees sit on the NZQCF, maintained by NZQA, and university programmes are approved by CUAP at Universities New Zealand. Recognition in another country is decided by that country's own authority, so check early if you are heading for a regulated profession.
English. Most bachelor's programmes ask for IELTS Academic 6.0 with no band below 5.5; most master's programmes ask for 6.5 with no band below 6.0.
