Russian citizens apply to Italian universities on the same terms as other non-EU applicants: through the university, a mandatory Universitaly pre-enrolment and a national type D study visa. Applications from Russia are filed with the visa centres that serve the Consulates General of Italy in Moscow and Saint Petersburg, and as of 1 October 2026 the VMS centre in Moscow warns that processing takes more than 60 days. For the 2027/28 intake the visa deadline is 31 October 2027, and applicants must show at least about $11,500 (€10,179.85) per academic year. A Russian school certificate after 11 years usually does not give direct access to a bachelor's degree, because Italy requires 12 years of schooling.

What is different for a Russian applicant
Italian universities apply the same academic rules to all non-EU applicants. The differences appear in the visa and document stage:
- You apply in the consular district of your permanent registration, as shown in the Russian internal passport. Someone registered in Kazan who is staying in Moscow can use the Almaviva office in Moscow, but not VMS.
- The Declaration of Value (Dichiarazione di valore) for a Russian certificate or degree is issued by the consulate whose district covers the issuing school or university.
- Bank statements are accepted in roubles, dollars, euros or pounds; cash, currency exchange receipts and bank surety bonds (fidejussione) are not.
- Tuition and deposit payments need to be checked in advance with the Russian bank and the university, because not every payment route works.
- Italian education documents are covered by an intergovernmental recognition agreement, so the "will my degree count at home" question has a clear legal basis.

Where to apply for the visa from Russia
The visa decision is made by the Consulate General of Italy; the visa centre only receives documents and takes fingerprints. As of 1 October 2026:

Practical points from the VMS lists:
- Type D applications are accepted by appointment only and no earlier than six months before travel.
- Since 11 January 2025, every applicant aged 12 or over gives fingerprints in person for a type D visa; fingerprints taken for a Schengen C visa do not carry over.
- In Moscow, a university study visa application is filed in two identical sets.
- The consular fee for a type D study visa is about $56 (€50); the centre's service fee is charged separately.
- Documents are translated into Italian by translators accredited with the Moscow consulate (with the translation legalised there) or by a notarised translation with an apostille. Documents issued in English need no translation.

Universitaly, the Declaration of Value and CIMEA: the Russian steps
Universitaly is the free portal of the Ministry of University and Research (MUR). Pre-enrolment is required for a visa for a laurea, a laurea magistrale or an AFAM academy programme, and the institution must validate it. Validation is not a visa: the ministries state that a university's acceptance gives no right to a visa and does not book a visa appointment for you.
For documents issued in Russia the order is:
- Apostille on the certificate or degree from the regional education authority where it was issued.
- Italian translation of every page, including the transcript and the apostille, by a consulate-accredited translator.
- Proof of the Russian qualification: a Declaration of Value from the consulate, or two CIMEA statements (comparability and verification). The university decides which one it accepts; MUR rules allow both.
- Pre-enrolment on Universitaly and validation by the university.
- Visa application.
In Moscow, Declaration of Value requests go through VMS without an appointment on weekdays from 9:00 to 15:00. The centre's service charge is about $24 (2,030 roubles at the Bank of Russia rate of 1 October 2026), and the consulate takes about a month on average. Only a Universitaly form validated by the university and showing enrolment on a course is accepted. Notarised translations are not accepted for the declaration, nor are translations certified by the Saint Petersburg consulate. Documents from the Saint Petersburg district are handled by that consulate.

The Italian tax code (codice fiscale) is no longer issued separately by the consulate for students: it is assigned during Universitaly pre-enrolment and confirmed at the Questura when you apply for the residence permit.
Proof of funds: how the Moscow consulate checks it
For a university study visa the consulate expects €10,179.85 (about $11,500) for each academic year. The return ticket is added on top, and so is the rent if it has not been paid in advance.

In practice, the money should sit in the account well before filing and should match the family's income history.
Paying tuition from Russia through legal channels
Italian universities invoice through the state PagoPA system or through bank details on the invoice; the university's instructions say which. For a Russian resident, three checks come before paying:
- written instructions from the university: accepted payment methods, whether a relative may pay, and the invoice currency;
- confirmation from your bank that a transfer to this beneficiary with this purpose is possible, plus the documents currency control will need;
- refund terms. At IULM, for example, the first instalment is non-refundable except when the visa is refused.
Use official channels only: your bank, the payment system named by the university, or a lawful transfer from a family member. Can a Russian citizen study in Italy for free?
There is no blanket free tuition for foreigners, but at state universities fees depend on family income and assets, and regional DSU scholarships are open to international students on the same rules. Families apply with an ISEE parificato, a wealth indicator calculated from Russian certificates with apostille and translation. Because those certificates take time to obtain and translate, start several months before the DSU call.
Italian Foreign Ministry grants are not currently aimed at Russia: according to IULM, the "Invest Your Talent in Italy" master's scholarship is open to citizens of 15 countries, including Kazakhstan and Azerbaijan, and Russia is not on the list.

Recognition of an Italian degree in Russia
Russia and Italy signed an agreement on mutual recognition of education documents on 3 December 2009; it entered into force on 1 April 2016. Documents covered by the agreement are recognised on its terms; whether a separate recognition certificate is still needed depends on the level of the document and the purpose (study or work), so check the Glavexpertcentre guidance before applying. Italy also appears in the Russian government list of foreign institutions (order No. 186-r), and on 19 February 2026 the University of Verona was added for doctoral degrees and academic titles only.
The recognition decision belongs to Rosobrnadzor, with applications handled by the Glavexpertcentre. For regulated professions such as medicine or law, a recognised diploma is not enough: Russian rules on professional admission also apply.

Common mistakes
- Filing at the wrong centre. VMS Moscow only accepts applicants registered in Moscow and Moscow Region; other regions use Almaviva or the Saint Petersburg district.
- Leaving the Declaration of Value to the end. In Moscow it is issued only after Universitaly validation showing enrolment, and it takes about a month.
- Using a notarised translation for the declaration. It requires a translator accredited with the Moscow consulate.
- Depositing the money a week before filing. The consulate looks at three months of activity and at family income.
- Paying the university through an unofficial intermediary. Such payments are hard to trace and almost impossible to recover.
- Counting on low state-university fees without an ISEE parificato. Without it, the maximum fee applies.
