Non-EU students who enrol in an Italian degree for longer than 90 days need a national Type D visa, "Studio – Immatricolazione Università". You can apply only after your university validates your pre-enrolment on the Universitaly portal. For the 2026/27 academic year, consulates expect proof of at least $11,616 (€10,179.85) per year, a sharp rise from $7,930 (€6,947.33) the year before. The final visa deadline for bachelor's and master's programmes is 30 November 2026, and your university may set an earlier one.
Euro amounts come from official documents; dollar figures are approximate, at the ECB rate of 23 September 2026 (€1 = $1.1411).

What changed for the 2026/27 and 2027/28 intakes
Italy's Ministry of University and Research (MUR), together with the Foreign and Interior Ministries, published one set of rules covering two academic years. Six points matter most:
- Minimum funds are now $11,616 (€10,179.85) per year. In 2025/26 the rule was $610 (€534.41) per month of the academic year, or $7,930 (€6,947.33).
- Fixed visa deadlines: 30 November 2026 for 2026/27 and 31 October 2027 for 2027/28. They apply to Laurea (bachelor's), Laurea Magistrale (master's, including single-cycle degrees) and AFAM art and music diplomas. Each university may require an earlier date.
- A cap on validations. A university may validate no more pre-enrolments than its places for visa-requiring students plus 20%. Once the cap is reached, the portal blocks further validations, so late applicants can miss out regardless of profile.
- English-taught programmes need B2 in all four skills. Consulates accept an internationally recognised certificate at B2 or above, or an equivalent certificate issued by the university itself, and it must cover listening, reading, writing and speaking.
- Fingerprints have been collected for national visas since 11 January 2025.
- An enrolment cut-off. If a visa holder is not recorded as enrolled on Universitaly by 31 January, the visa is revoked and the police headquarters (Questura) is notified.

The enrolment visa is issued once, for your first registration. From the second year you stay on a renewed residence permit, not a new visa. Switching to another degree inside Italy is possible when you renew the permit, provided the university approves the change. A formal withdrawal (rinuncia agli studi), however, ends your basis for staying, and the old visa and permit cannot be reused for a new programme.
Universitaly: what has to happen before the visa
Universitaly is the Ministry's free, official portal and the only channel for visa-related pre-enrolment. Nobody needs to pay an intermediary for "access".
- Choose one programme. With a standard foreign school certificate or degree (Annex 1 of the MUR rules), you list a single course at a single university. The university's own admission procedure (tests, portfolio, ranking) runs separately.
- The university reviews your documents. It may ask for statements from CIMEA, Italy's recognition centre, or a Declaration of Value from an Italian embassy. Both are explained in our guide to documents for university admission in Italy. For the visa itself, your school certificate (at least 12 years of schooling) must come with either the two CIMEA statements, comparability and verification, or a Declaration of Value.
- Validation. The university confirms the application and records which documents it has verified. You print the validated summary for your visa file.
Validation is not a visa, and a visa is not enrolment. The university decides on admission, the consulate on the visa and the Questura on the residence permit.
How much money you must show in 2026/27
The minimum is $11,616 (€10,179.85) per academic year. Treat it as a subsistence threshold, not a full budget: rent, tuition and flights are extra.
- Funds must be lawful and traceable, ideally in the student's own name, or provided by family members up to the fourth degree of kinship.
- The consulate looks at the whole family finances. The MUR rules tell consulates to compare funds with account activity, income and assets, so they can be confident the money will last for the rest of the degree.
- Cash does not count. The Astana embassy says so explicitly and adds that it judges the family's overall finances, not the balance on the day or a one-off deposit.
- Scholarships count only once awarded. An application for a regional DSU grant, or being eligible for one, does not count.
Evidence rules differ by consulate. Two examples:

What the visa costs
- Consular fee for a Type D study visa: $57 (€50), as stated in the Moscow consular checklist.
- Visa centre service fee (VMS, VFS) is charged separately.
- Document preparation: translations, apostilles, CIMEA or a Declaration of Value, insurance. Budget from real quotes.

Why student visas for Italy are refused
Beyond the paperwork, consulates assess "migration risk". The MUR rules name three factors: the socio-economic situation of the student and family, the type and quality of previous studies, and how coherent the chosen programme is. Typical grounds for refusal:
- pre-enrolment not validated, or a condition never lifted: the refusal is then automatic;
- money that appeared shortly before filing and does not match family income;
- only an application for a residence hall as proof of housing;
- a language certificate that does not show B2 in all four skills;
- a programme unrelated to previous studies with no explanation in the cover letter;
- missing or expired documents.
A refused national visa can be appealed to the Regional Administrative Court of Lazio (TAR Lazio) within 60 days of notification. If the problem is technical, fixing the file and reapplying before your university's deadline is usually faster.
After you get the visa
- Check the visa sticker at the centre: name, dates and the "Studio" purpose.
- You then have 8 working days after arrival to file for your residence permit through the post office kit, as explained in our permesso di soggiorno guide.
- Get a codice fiscale, the Italian tax number you need for a lease, enrolment and a bank account. Before you travel, you can request one from the Italian consulate in your country of residence; in Italy the Questura assigns it when you apply for the permit, or you can book an Agenzia delle Entrate office.
- Complete enrolment (immatricolazione) and pay the fees. Under the MUR rules, payment normally precedes final enrolment and is possible only after the visa is issued.

Common mistakes
- Applying to the university late. With the "places + 20%" cap, a late application can cost you validation, and there is no visa without it.
- Showing a single large transfer. Consulates read account history and income, not the balance on the day.
- Relying on a random two-night booking. Astana, for example, accepts a hotel booking only for the first period and only with your full details, dates and price.
- Using a test report without skill-level scores at B2. All four skills are checked.
- Buying a non-refundable ticket too early. A reservation is enough.
- Forgetting the residence permit. The visa lets you enter; you live in Italy legally on the permesso or its filing receipt.
