Utrecht University (UU), founded in 1636, is one of the largest public research universities in the Netherlands. For non-EEA students, 2027/28 tuition starts at $17,150 (€15,100) a year for a bachelor's and $24,980 (€22,000) for a master's, while Medicine, Pharmacy and Veterinary Medicine cost $33,380–38,040 (€29,400–33,500). The Russian school certificate is not on Utrecht's list of diplomas equivalent to the Dutch VWO, so bachelor's applications are assessed case by case. The Utrecht Excellence Scholarship is no longer awarded from 2026/27, and students arrange their own housing.

Who Utrecht suits
UU is strong in the natural sciences, geosciences and sustainability, medicine and biomedical sciences, veterinary medicine, psychology, social sciences and law. It works closely with the UMC Utrecht medical centre at Utrecht Science Park. Its veterinary degree is the only one in the country, but it is taught in Dutch with capped places, so it is out of reach without Dutch.
The name causes confusion: Utrecht also has HU University of Applied Sciences Utrecht, a practice-oriented HBO institution, and HKU, an arts school. Bachelor's entry: which certificates qualify
A bachelor's at UU requires a Dutch VWO diploma or a foreign equivalent. Utrecht publishes a list of diplomas it treats as VWO-equivalent, and neither the Russian nor the Kazakh certificate is on it. The university states that an unlisted diploma can still qualify, but it will be assessed individually and may come with subject and grade conditions.
Utrecht publishes no Russia-specific rule. The nearest indicator is Nuffic, the Dutch credential-evaluation body, which rates the Russian certificate as "at least a HAVO diploma", one level below VWO. That is our reading rather than a UU rule, but it matches what neighbouring universities do: Groningen and the University of Amsterdam both want a year of university on top of the Russian certificate. So prepare a fallback, such as a first year at a university at home or A-levels, and still submit a complete application: UU only gives a definite answer on a full file and lists any missing conditions in its decision.
Subject requirements depend on the programme. Economics and Business Economics, for example, needs mathematics at VWO Mathematics A level. Applicants who lack it are directed to an exam with Boswell-Bèta or CCVX, or the online OMPT-A test (75% minimum, up to three attempts).
The steps:
- Choose a programme and read its Application and admission page.
- Register in Studielink, the national application system; applicants abroad create an account without DigiD. You can hold four active applications per academic year.
- Use the OSIRIS Online Application login to upload your passport, certificate with translation and English test.
- Pay $110 (€100) or request an exemption; the application cannot be submitted otherwise.
- Receive a decision within three weeks of the file being complete.
If you have not graduated yet, your school can issue UU's Diploma Statement form. Documents in languages other than English, Dutch, French, German or Spanish need a sworn translation.
Deadlines: bachelor's applicants with a non-Dutch diploma must apply by 1 April if they are non-EU nationals, or by 1 May if they hold EU citizenship. Applications open on 1 October. Capped and selective programmes close earlier, so check the programme page.
University College Utrecht
UCU is an English-taught residential Liberal Arts and Sciences college. It receives more than 1,000 applications a year and enrols around 250 students. The file includes a statement of academic motivation, an activities form and a recommendation, possibly followed by an online interview.
For 2027/28 a non-EEA student pays $24,530 (€21,600) in tuition and $9,350 (€8,231) in campus fees for a single room ($5,610, €4,939 for a shared room), plus $114 (€100) for the student association. UCU puts the total at $34,310 (€30,217) a year with a single room.
English requirements
UU uses its own three-level EMI scale; each programme page names the level it needs.

IELTS Online and IELTS One Skill Retake are not accepted, and scores must be no more than two years old.
Master's programmes
Every UU master's sets its own deadline, background requirements and English level. Applied Data Science, a selective programme, is a typical example:

Documents: passport scan, degree certificate and transcript (or proof of anticipated graduation), English test, CV, motivation letter and, if requested, references. Translations must come from a sworn translator; UU rejects translations made by lawyers or notaries. Most offers are conditional and become final once you send certified copies. If your bachelor's does not match, some faculties offer a pre-master's bridging programme. National rules are in master's in the Netherlands.
Tuition fees
For students from Russia, Kazakhstan and other non-EEA countries, UU sets a fee per programme; the reduced statutory fee ($3,150, €2,771 in 2027/28) does not apply to them.

Non-EEA fees for 2027/28 rose by roughly 3–13% over 2026/27 depending on the programme. They are reset every year, so budget for increases on multi-year degrees.
The IND's visa minimum is not a realistic budget: Utrecht rents are among the highest in the country, so plan for more. City comparisons are in cost of studying in the Netherlands.
Scholarships after the end of UES
The Utrecht Excellence Scholarship (UES), still cited by many guides, has been withdrawn for programmes starting in 2026/27 because of budget cuts, and no new applications are accepted. What remains:
- NL Scholarship: a one-off $5,680 (€5,000) towards the first year for non-EEA students; UU is on the 2026/27 participant list and names eligible programmes itself.
- Law, Economics and Governance International Talent Scholarship, for master's programmes in that faculty.
- Utrecht Sylff Scholarships, only for graduates of UCU and UU's Economics and Business Economics bachelor's.
Options for February starts are limited. Each award is decided by the university or the funding body. See scholarships abroad 2026 for external sources.
Housing
UU is blunt about it: housing in Utrecht is scarce, students must arrange it themselves, and if you have nothing by the start of the year the university advises you to reconsider coming. Dutch universities do not own student housing. SSH, the city's largest student landlord, allocates long-term rooms by waiting time, currently 24 to 30 months. If you plan to stay more than a year, join the SSH list immediately and find a temporary option for year one. Many students live in nearby towns and commute by train.
Visa, residence permit and paying from Russia
Once you accept your offer, UU's Visa Office sends you a document checklist and the sum to transfer; UU then lodges your permit request with the Dutch immigration service (IND) on your behalf. Budget $290 (€254) for the permit fee and proof of €13,569 ($15,410) in living funds, the IND's 2026 annual norm, on top of whatever tuition is still unpaid. If your admission depends on an extra maths exam, take it early: UU states the deadline for meeting the condition in your admission decision, and it may fall well before term starts. Russian citizenship is not a barrier at UU; the real hurdle for Russian school-leavers is a certificate that is not on the VWO list. Dutch knowledge-security screening does not apply to students: the law has not passed, and the draft targets researchers and PhD candidates. Timeline for September 2027
- September–October 2026: choose a programme, check the maths requirement and EMI level, book IELTS or TOEFL at a test centre.
- From 1 October: apply in Studielink and OSIRIS; scholarship candidates for a master's apply by 1 February.
- By 1 April 2027: submit a complete application as a non-EU national.
- April–May: decision, acceptance and contact with the Visa Office.
- May–June: meet admission conditions by the date in UU's decision while searching for housing.
- Summer: pay tuition, book the embassy appointment for the MVV, register your address on arrival.
Common mistakes
- Planning around the Utrecht Excellence Scholarship. It no longer exists from 2026/27.
- Treating 1 May as your deadline. Non-EU bachelor's applicants must apply by 1 April.
- Confusing UU with HU University of Applied Sciences Utrecht, a different institution with different degrees.
- Taking IELTS Online or One Skill Retake, which Utrecht rejects.
- Using a notary's translation. Master's applications need a sworn translator.
- Arriving without housing. The university advises reconsidering enrolment in that case.
FAQ
Can I enter Utrecht University straight after Russian school?
There is no published answer: the Russian certificate is not on UU's VWO-equivalence list, so the admissions office assesses it individually. Nuffic rates the Russian certificate at HAVO level, one step below VWO, so keep a fallback such as a year of university at home or A-levels.
