Applying to Spanish Universities: A Step-by-Step Plan for Non-EU Applicants in 2027

Getting into a Spanish university is not one application but a chain of four separate procedures: recognition of your school certificate by the Ministry of Education, accreditation and PCE exams with UNEDasiss, pre-registration (preinscripción) for a place in each region, and a study visa. Each is decided by a different body on its own timetable. For a September 2027 start, document work should begin in autumn 2026: PCE take place in May–June, and international applicants submit public-university applications until early July. Master's and private-university routes are shorter, but even there 8–10 months pass between choosing a programme and getting a visa.

Step 1. Shortlist programmes and write down the rules

In Spain the university sets admission criteria, while the autonomous community sets prices and parts of the procedure. Start with a table for each programme:

  • degree type: official grado in the RUCT register or the university's own programme;
  • language of instruction and required level — UCM and UC3M, for instance, ask applicants from non-Spanish-speaking countries for Spanish B2;
  • which PCE and how many, and whether a track certification (modalidad de bachillerato) is required;
  • the ponderaciones table — the weights with which exams add points for that specific degree;
  • previous years' cut-off scores (nota de corte) — a guide, not a guarantee;
  • pre-registration dates in that region and the fee for non-resident non-EU students.

University requirements are collected in UNEDasiss's "Información de universidades" tool, but UNEDasiss itself advises checking them with the university, as changes are not always reported. If the website does not answer your question, email the admissions office with your country, the name of your certificate, your graduation year and the programme.

Step 2. Get your certificate recognised (homologación)

Spanish law lets applicants from non-EU systems enter a grado with a certificate recognised as equivalent to the Título de Bachiller plus the entrance exam. According to the Ministry of Education's reference sheet, a Russian 11-year school-leaving certificate is recognised as exactly that.

Who handles it. Russia is not among the systems with approved equivalence tables, so the Ministry of Education, Vocational Training and Sports handles the file itself. Residents of Catalonia, Galicia or the Basque Country apply to their regional education department. You fill in the application in the Ministry's electronic office and register it at any official registry, including a Spanish consulate.

What to attach. Passport, school-leaving certificate and transcripts for the last three school years, and proof of payment of fee 790-079. Documents need an apostille (or diplomatic legalisation for non-Hague countries) and an official Spanish translation by a sworn translator, a Spanish consulate, your country's consulate in Spain or an official translator abroad whose signature is legalised.

How long it takes. The Ministry has three months from the date the file is complete. Silence after that legally counts as refusal, although the Ministry must still issue a decision. While the file is pending you use the volante de inscripción condicional, which lets you apply and sit exams conditionally. The volante is issued on your own responsibility: if recognition is refused, the conditional enrolment and any exam results obtained with it are cancelled. Step 3. UNEDasiss accreditation and PCE

Most public universities have delegated the conversion of foreign grades and the entrance exams for international students to UNEDasiss. For non-EU applicants UNEDasiss states plainly: public universities require the accreditation with an access score and PCE, preferably in at least four subjects.

Which exams. It depends on what the university requires:

  • PAU configuration — four compulsory subjects: Spanish language and literature, history of Spain or history of philosophy, a foreign language and a core track subject, plus up to two optional ones;
  • track certification (modalidad) — pass at least three track PCE or average 5 across four subjects;
  • access score only — free choice, with an eye on the ponderaciones.

You can sit at most six subjects per session. Papers are provided in Spanish and English, but answers must be written in Spanish, except in the foreign-language exam.

Where. In Spain and at UNED centres abroad. The September 2026 list included Moscow, Ankara, Warsaw, Berlin and more than 30 other cities. Seats are limited and chosen at registration. If there is no centre in your country, UNEDasiss asks you to write before 31 March.

Cost. Access score $79 (€70); exams from $40 (€35) for one subject to $160 (€140) for six; track certification $28 (€25); file opening and administration $52 (€45.45). Four exams plus the access score cost $245 (€215.45). You pay for every service you order even if UNEDasiss later rejects it, and refunds are limited to the cases set out in Spain's fees law, so Step 1 matters more than Step 3.

How universities calculate your score

Russian grades are converted with the Ministry's formula for scales with three passing marks: 5.75 + (average − 3) × 1.75, rounded to two decimals. The maximum for a straight-A student is 9.25.

The access score in the table uses the UNEDasiss formula applied, for example, by UC3M and other Madrid universities: 0.2 × NMB + 4 + 0.1 for each of your four best passed PCE (5 or higher). The university then adds up to 4 points for two relevant exams according to its ponderaciones, taking the final score up to 14. The table shows the key point: exams outweigh the school certificate. Moving from a 4.0 to a 5.0 average adds 0.35; four good PCE add about three points.

Catalonia calculates differently. The average of the four compulsory exams must be at least 4, the access score is 0.4 × that average + 0.6 × NMB and must reach 5. Track subjects add further points.

Step 4. Apply for a place (preinscripción)

You apply to universities, not to UNEDasiss: each region has its own system, and one application can list several programmes in order of preference. You do not need the official accreditation certificate — the information document from your UNEDasiss account is enough, and universities verify the data themselves.

Deadlines. For 2026–27 the university policy conference required public universities to keep applications open for international applicants until 7 July 2026. Accreditations issued between 8 and 31 July were also taken into account for applications submitted on time, and admission lists were published by 15 July. Dates for 2027 are set in spring.

Regional differences that change your strategy:

  • Madrid. At UCM, applicants with a recognised certificate and a certified track compete in the main round. Without PCE they can only apply in the extraordinary round and are ranked last, with the grade from the recognition credential or 5.00 if it shows none. UC3M warns that no places are likely to remain after that round's allocation.
  • Catalonia. The June round requires a passed PAU or PCE and final homologación; a volante does not replace it. If you have passed the exams but the Ministry has not yet decided, you apply on time and upload the credential when it arrives: with a complete file before pre-registration closes (usually late October) you are placed by score, but that is too late for a September start. With a volante or without exams you are left with the September round, where such applications come last.

Early admission for international students

Some Madrid universities run a separate selection for international applicants living outside Spain. UCM's 2026–27 round worked like this:

  • applications from 22 January to 1 April 2026, up to three programmes in order of preference;
  • required: homologación or volante, grades for the last two years (current grades accepted), a motivation letter, a Spanish B2 certificate or a commitment to provide it by 15 September;
  • the school average makes up at least 60% of the final score; UCM may add a written test and an interview;
  • priority goes to native speakers of Spanish, English or Portuguese, then to International Foundation Program students;
  • few places: five each in law, psychology and economics, 40 in tourism.

UC3M runs its own admisión anticipada for applicants with strong grades. Universities publish 2027 dates in winter.

Private universities and master's

Private universities select students themselves. IE University admits for 2027–28 in rounds: the early round closed on 18 September 2026, and the next deadlines are 6 November 2026, 15 January and 5 March 2027, with applications considered from May while places remain. Decisions arrive no later than five to seven weeks after each deadline; conditional offers pending final grades are possible. IE expects the documents for official enrolment, including homologación, by 15 October of the starting year.

Transferring from a university at home

If you are already at university, Spanish law lets you bypass the school-leaver route when a Spanish university recognises at least 30 ECTS of your courses. The university decides on this partial recognition (convalidación parcial) based on your curriculum, course syllabi and an apostilled, translated transcript. With fewer than 30 recognised credits you apply as a school leaver.

Step 5. Enrolment and visa

After admission you pay the matrícula and receive an enrolment document with start and end dates, which the consulate requires. In Russia, study-visa applications go through BLS visa centres in your consular district, and the consulate asks for them about two months before classes start. You need proof of funds (100% of IPREM — $680 (€600) a month, $8,180 (€7,200) a year), insurance, an apostilled criminal-record certificate, a medical certificate and, for Russian citizens, the internal passport. Students under 18 travelling without their parents also need consent from both parents and documents from a guardian in Spain. Once the study permit is approved, the visa is issued within a month. If you do not get a place

  • Extraordinary rounds. Universities allocate remaining places in summer and autumn. The September PCE session can raise your score, but results come out in mid-September, leaving almost no time for a visa.
  • A private university. Some keep accepting applications after the main rounds while places remain.
  • A preparation year. With final homologación, language and PCE done in advance, you enter the main round next year, including Catalonia's June round. UCM counts PCE results for three academic years and a UNEDasiss accreditation for two.

Common mistakes

  • Paying UNEDasiss before checking university requirements. Unneeded services are not refunded, and missing ones must be bought later.
  • Applying in one region only. Madrid, Catalonia and other communities take separate applications, each with its own rules.
  • Waiting for homologación before doing anything else. The volante lets you sit PCE and apply while the Ministry decides — except for Catalonia's June round.
  • Assuming the certificate is enough. Without PCE you are at the back of the queue, where popular programmes have no places.
  • Missing PCE registration. Registration for the May–June session closes at the end of April.
  • Starting the visa after all the lists. The criminal-record and medical certificates with translations can be ordered in advance.

For the main round at a public university, yes: school leavers from non-EU systems sit PCE through UNEDasiss. Without exams you are left with early admission for international students, which has small quotas, and the extraordinary round, where such applications come last. Private universities use their own tests or interviews.

For a public university, 9–12 months: programmes and language in autumn, documents and UNEDasiss in winter, exams in spring, applications and visa in summer. Private universities and master's can take 6–8 months if you use the first rounds.

There is no limit on the number of regions. Within a region, one application lists several programmes in order of preference. UCM early admission allows up to three programmes. Private universities and master's take separate applications.

Yes. UNEDasiss accepts your latest available grades and issues a provisional accreditation, and missing documents can be sent until 31 October. File for homologación as soon as you receive the certificate. Early-admission universities accept current final-year grades.

Not for the programme itself — UC3M, for example, requires Spanish B2 only for Spanish-taught programmes. But PCE are answered in Spanish, so a public university still requires working academic Spanish.
