The University of Waterloo assesses the Russian school certificate directly and publishes Russia-specific requirements for every programme. Computer Science, Mathematics and Data Science require 5s in algebra and geometry and an overall average of at least 4; Engineering adds physics and chemistry, the Admission Information Form (AIF) and an online interview. Applications for September 2027 go through OUAC by 1 February 2027, or by 15 January for Engineering. For international students starting in 2026, first-year tuition and fees range from $35,970 (CAD 51,000) to $52,890 (CAD 75,000), and every new international first-year student automatically receives a $7,050 (CAD 10,000) scholarship. Waterloo's defining feature is co-op: students alternate study terms with paid work terms and pay no tuition while working.

Can you get in with a school certificate from Russia?
Yes. For Russia, Waterloo requires the Attestat o Srednem Obrazovanii with passes in at least six senior-level (Grade 11) subjects including the programme prerequisites, official translations and an English test. It publishes unusually precise programme requirements:

Engineering applicants are considered individually, and Waterloo may request course descriptions for maths and science. Prerequisites completed more than three years ago (two to three years for Software Engineering) may need updating.
Contests. CEMC contests (Euclid, Canadian Senior Mathematics Contest) are not required for admission but are needed for some Faculty of Mathematics scholarships. Faculty of Science admits who wrote the Sir Isaac Newton, Chem 13 News or Euclid contests automatically receive a $705 (CAD 1,000) award. Your school must register you in advance.

How to apply: 2027 timeline
You apply through OUAC. Waterloo allows up to three programmes, only one of them in Engineering; tick the co-op box if you want a co-op programme. Within 24–48 hours of receiving your OUAC data, Waterloo emails instructions for its applicant portal.

If you apply to Engineering and a Faculty of Mathematics programme, submit everything by the Engineering deadline of 1 February. Late forms are not reviewed. First-year entry is in September only; deadlines may be extended for programmes that are not full, but do not count on it.
AIF and interview. In Engineering, grades alone rarely separate applicants. The AIF and video interview show time management, teamwork, leadership and why you chose the programme; engineering students take programme-specific courses from day one. Part-time or volunteer work helps, since all Waterloo Engineering students do co-op. You can request an alternate Engineering programme, except Software and Biomedical Engineering.
English requirements
You need a test unless your four most recent years of full-time education were in an English-language school system. Only scores from 1 May 2025 onwards count, sent directly by the testing agency.

Waterloo sets higher writing and speaking minimums than Toronto or UBC.
BASE. If your English falls short, Waterloo may offer a place in Bridge to Academic Success in English: a conditional admission with four or eight months of academic English plus one or two degree-credit courses, or a seven-week iBASE intensive in July–August, after which you continue in your programme.
How much does Waterloo cost?
Waterloo publishes first-year estimates (two terms, eight months, full course load) including incidental fees such as health and dental plans, transit pass, recreation, clubs and career services. International students starting in September 2026:

- You pay term by term; exact amounts appear in your student account about a month before each term.
- Co-op reduces net cost. No tuition is charged in work terms; the co-op fee is $590 (CAD 836) per school term, charged a programme-specific number of times. Waterloo reports that students earn $6,770–16,500 (CAD 9,600–23,400) per four-month work term in Canada, and most have five or six work terms.
- Co-op degrees take about five years, typically alternating study and work from second year. Budget by study terms, not calendar years.

The $7,050 (CAD 10,000) award stacks with President's, Merit and faculty awards. It excludes Medical Sciences, Social Work, Optometry, Pharmacy, transfer students with credits and 2+2 programmes, and requires full-time enrolment and international fee status in both first-year terms. Most scholarships are confirmed in mid-May. After first year, international students can apply for need-based bursaries of up to $1,410 (CAD 2,000), and the international work-study programme pays up to $1,410 (CAD 2,000) per term on campus. Residence
First-year students are guaranteed residence if they accept their offer by 1 June 2027, create their WatIAM username (activation takes up to 72 hours) and complete the residence application with a non-refundable $355 (CAD 500) deposit by 11:55 p.m. Eastern Time on 8 June 2027. Grades and offer timing do not affect residence options. The guarantee lapses after 8 June.

Study permit, co-op and work
Study permit. After accepting, request a PAL from Waterloo; undergraduates need it for the study permit. IRCC fees are $105 (CAD 150) plus $60 (CAD 85) biometrics. For applications from 1 September 2026, show first-year tuition, travel and $16,540 (CAD 23,448) for living costs, with six months of statements. Since 28 January 2026, Canadian visa application centres in Russia no longer accept passports or documents; submit your passport at a VAC in another country when IRCC asks.
Co-op without a separate permit. Since 1 April 2026, post-secondary students no longer need a co-op work permit for required work placements, provided the study permit allows on-campus work, the placement is required and makes up no more than 50% of the programme, and the institution confirms it in a letter. Existing co-op permits remain valid.
Other work and after graduation. Up to 24 hours a week off campus during study terms and full time in scheduled breaks. Bachelor's, master's and PhD graduates can apply for a PGWP with no field-of-study restriction and CLB 7 English; programmes of two years or more can lead to up to three years. IRCC decides. Master's and PhD
Waterloo's minimum for international credentials is a 75% overall standing in a four-year Honours bachelor's or equivalent; doctoral applicants need 75% in their previous degree plus evidence of research ability. Programmes may require more.
Accepted English tests are TOEFL iBT, IELTS Academic, Cambridge C1/C2, CAEL, PTE Academic and EFAS, with programme-specific scores; results are valid for two years, and a letter confirming English-medium instruction does not replace a test. Take the test at least two months before the deadline, as scores take 4–6 weeks to arrive.
Funding. Full-time research master's students often receive a minimum of $8,460 (CAD 12,000) in their first year. Doctoral students, domestic and international, receive at least $20,550 (CAD 29,145) a year (from 1 May 2026) for up to four years, and international PhD students receive the International Doctoral Student Award, roughly covering the gap between international and domestic tuition.
