James Cook University (JCU) is a public university in tropical Queensland with two main campuses, in Townsville and Cairns, close to the Great Barrier Reef and the Wet Tropics rainforest. It ranks joint 438th in the QS World University Rankings 2027. Both cities are Category 3 regional areas, so a graduate who then lives in a similar area for two years can receive a second 485 visa for two more years. International fees for 2026 range from $24,080 (A$34,649) a year for arts to $30,340 (A$43,647) for marine science, and JCU automatically takes 25% off for new students whose grades meet the threshold.

Other campuses also carry the JCU name. The Brisbane campus is run by Russo Higher Education under an agreement with the university, and JCU Singapore is a separate campus with its own fees and a Singapore visa. Entry after Year 11
For a bachelor's degree, JCU requires completed secondary education equivalent to Australian Year 12 plus the English level set for the program. Russian schooling ends after Year 11 rather than Year 12, and JCU publishes no specific row for the Russian certificate, so the university reviews each such application individually.
JCU has no foundation year for international students in Townsville or Cairns. The Diploma of Higher Education, a one-year program leading into JCU bachelor's degrees, is open to international students only at JCU Singapore. JCU Brisbane has its own pathway, the Preliminary Qualification Program (PQP). Realistic options with a Russian certificate:

Bachelor's fees
JCU publishes annual international fees in its international study guide. As at 1 October 2026 the current guide covers 2026; fees are reviewed every year and based on 24 credit points a year.

Master's degrees
JCU admits coursework master's students with an AQF level 7 bachelor's degree or equivalent, and Russian degrees are assessed individually. Programs open to international students include the Master of Business Administration, Master of Information Technology (Cairns, Brisbane and online), Master of Public Health, Master of Marine Biology and Master of Engineering (Professional). JCU lists the annual fee on each program page (International tab); check the campus too, because only Townsville and Cairns carry the regional 485 benefit. JCU scholarships
International Excellence Scholarship: 25% of tuition for the whole course, provided you keep the required grade average. There is no application: eligibility is checked when JCU assesses your course application. The threshold is an ATAR 65 equivalent for bachelor's study or 65% for master's study. The discount does not cover diplomas, medicine, dentistry, graduate certificates and diplomas, online programs, or students with government sponsorships.
JCU also runs separate competitive scholarships for research degrees. JCU sets the equivalent of a Russian certificate for the discount and makes the decision. For other funding, see scholarships in Australia.

Trimesters apply to programs with three intakes a year (business, commerce and law, for example), and study periods to programs with two. The dates are set early to leave time for the visa, so apply well before them.

Visa, JCU's allocation and the second 485 visa
The subclass 500 visa is lodged online in ImmiAccount after you receive the CoE, and Home Affairs (the Department of Home Affairs) decides. Conditions as at 1 October 2026:
- the charge starts at $1,740 (A$2,500);
- living costs of $20,650 (A$29,710) a year, plus the first 12 months of tuition and $1,390 (A$2,000) for travel, or parents' annual income of at least $61,060 (A$87,856);
- Genuine Student answers in English, up to 150 words each;
- biometrics on request in six Russian cities including Moscow and Saint Petersburg, and in Almaty.
JCU's indicative allocation for 2026 is 2,200 new international students. In the Department of Education report with data as at 25 September 2026, JCU held Priority 1 status: Home Affairs aims to start processing such applications within 1–4 weeks of lodgement (Priority 2: 5–8 weeks; Priority 3: 9–12 weeks; benchmarks based on 2025 lodgements). You can work up to 48 hours a fortnight during teaching periods. After a bachelor's or coursework master's degree, a graduate aged 35 or under can receive a two-year 485 visa. Townsville and Cairns are Category 3 regional areas, so what happens next depends on where you live on the first 485 visa:

Application plan
- Ten to twelve months ahead. Choose a campus, check your program's English band and take IELTS Academic at a test centre.
- Six to eight months ahead. Apply with a translated certificate or degree; with an 11-year certificate, ask JCU straight away which route you are being considered for.
- Before the closing date. Use the table of dates above and apply a few weeks early.
- After the offer. Accept it, pay the deposit, receive the CoE and apply for housing.
- Two to three months ahead. Arrange OSHC and lodge the subclass 500 application.

Common mistakes
- Mixing up campuses. Townsville and Cairns, Brisbane and Singapore differ in fees, rules and visa outcomes.
- Looking for a JCU foundation year in Townsville. There is none for international students; the one-year diploma is only in Singapore.
- Missing the closing date. For Trimester 1 2027 it is 21 December 2026, and medicine has already closed.
- Moving to Brisbane after graduating. The second 485 visa requires two years living only in regional areas.
- Expecting a discount for medicine. The International Excellence Scholarship does not cover the MBBS or dentistry.
FAQ
Can I enter JCU after Year 11?
A direct application is possible, but JCU requires a Year 12 equivalent and assesses Russian certificates individually, and there is no foundation year in Townsville or Cairns. Alternatives are a first year at a university at home, the diploma at JCU Singapore or the PQP in Brisbane. JCU makes the admission decision.
How much does JCU cost?
Under the 2026 international guide, annual bachelor's fees start at A$34,649 for the Bachelor of Arts and reach A$46,111 for engineering; medicine costs $49,610 a year. The university has not yet released 2027 international fees, and it reviews them every year.
What does studying in Townsville or Cairns mean for the 485 visa?
Both are Category 3 areas. If you then live only in Category 3 areas for two years, you may apply for a second 485 visa of two more years; living in a Category 2 area gives one year. Home Affairs decides.
How are JCU Brisbane and JCU Singapore different from Townsville?
In Brisbane, JCU programs are delivered by Russo Higher Education, study follows trimesters and there is no regional visa benefit. JCU Singapore is a separate campus with Singapore fees and a Singapore visa. Each has its own entry conditions.
Are there JCU scholarships for Russian students?
Yes. The International Excellence Scholarship gives 25% for the whole course if your grades match an ATAR 65 equivalent or 65% on a university scale. No application is needed, and JCU decides on the discount when it assesses your application.
How do the international student caps affect a JCU application?
