Hong Kong combines universities and an international business environment. Many degrees are taught in English; check the language and programme conditions. Recognition for further study or a regulated profession depends on the receiving institution or competent body.
For HKU’s 2027/28 non-local cohort, tuition is about $31,900 a year for non-STEM and $35,700 for STEM degrees (excluding MBBS/BDS); a residence place for 285 days costs $2,200–$4,800.
In Hong Kong, distinguish faculty fees and residence terms. HKU illustrates why a single average tuition figure and a room price without its occupancy period can distort the budget.

Using the stated upper allowance for daily expenses and the residence range gives about $8,600–$11,200 beyond tuition, with summer housing still excluded.
Non-STEM tuition, residence and the upper allowance for other expenses total $40,500–$43,100; STEM excluding MBBS/BDS totals $44,300–$46,900. This is an incomplete annual calculation: add summer housing, moving costs and separate fees. The tariff applies to HKU’s 2027/28 intake, not every Hong Kong university.
MBBS and BDS have a separate fee substantially above ordinary STEM. For a master’s degree, check the full programme fee and semester count. HKU tariffs cannot be transferred to CUHK or HKUST.
Compare the faculty, degree length and residence availability for your full stay. If the budget cannot cover study without a scholarship, compare a bachelor’s in Malaysia or China followed by a Hong Kong master’s; eligibility for that later degree is assessed separately.
Specify the faculty, degree level and months you plan to stay. Say whether your budget assumes residence accommodation or a private rental.

After an 11-year school, eligibility depends on the qualification and programme. HKU, for example, publishes specific conditions for Russia’s Unified State Exam alongside subject and language requirements. Minimum scores allow an application to be considered but do not guarantee admission; preparation is not required for everyone and does not replace the university’s decision. More: study-abroad guide.
For master’s admission, the university separately assesses the degree, relevant subjects, grades and language. Duration and fees depend on the programme; an annual undergraduate tariff cannot be applied to a master’s degree. Holding a diploma does not automatically establish admission or a graduate job.
Compare matching periods of tuition and living. Account for preparation, vacations and additional semesters separately; do not add housing or proof of funds again to costs already covered.

The selected programme sets its teaching language, required level and accepted certificates. Preparation and degree entry can have different conditions. Check compulsory subjects and placements too; learning a language after arrival does not waive entry requirements.
For HKU, distinguish the faculty fee and 285-day housing. Summer accommodation, additional charges and moving costs are outside the subtotal. If the scenario without a scholarship is unaffordable, compare another faculty or a lower-cost country over the same duration.

A degree is assessed for its intended purpose: further study, a profession or employment. Eligible graduates can apply under current IANG conditions; recent graduates in the applicable category may apply without a job offer. This is a separate immigration application, not automatic status or a job.
