The SAT cannot currently be taken in Russia; the nearest centres are in Kazakhstan and other CIS countries. The Bank of Russia warns that foreign correspondent banks may delay or return transfers from Russia, so tuition payments must be planned in advance and made only through lawful channels. Where to interview and how to get there
The U.S. Embassy in Russia states plainly that Russian applicants for nonimmigrant visas should book their interviews at the U.S. Embassy in Warsaw or in Astana, and that visa fees are non-refundable and non-transferable. The consulates in Yekaterinburg and Vladivostok remain suspended. The State Department requires applicants to book in their country of nationality or residence; for Russian citizens living in Russia, that means Astana or Warsaw. If you are a documented long-term resident of another country, you can apply there.

Appointment waits change month to month and can run to several months. Book as soon as you have the I-20 and buy tickets only once you hold a confirmed date. A new student visa can be issued up to 365 days before the programme starts, and you may enter no earlier than 30 days before the start date on the I-20.

A 12-month visa: what it means for your studies
Validity for each nationality is set by the State Department's reciprocity table. As of September 2026, Russian citizens receive a multiple-entry F-1 valid for 12 months. Your permitted stay is governed not by the visa but by the I-94 admission record, which for now still shows D/S (duration of status). A DHS final rule of 17 July 2026 replaces it with the programme end date from the I-20, capped at four years, plus 30 days, but on 14 September 2026 a federal district court in Massachusetts issued a nationwide preliminary injunction that delays the rule.
In practice you remain in lawful status inside the U.S. after the visa expires, but you cannot leave for the summer and return on the old visa. You will need a new interview in Astana or Warsaw, a new visa fee and time to book. Decide before enrolling where you will spend the holidays, and budget for a new interview trip if you plan to go home.
Tests: where to sit the SAT and an English test
SAT. According to the College Board test centre search, no SAT centres in Russia or Belarus are listed for the autumn 2026 dates or March 2027. For 7 November 2026 there are centres in Kazakhstan (45), Uzbekistan (34), Azerbaijan (16), Georgia (15), Kyrgyzstan (7) and Armenia (6), and registration costs $111. For a Russian citizen this means a trip abroad, so register as soon as dates open. Many universities accept applications without the SAT, but scores often help with scholarships; SAT and ACT are compared in SAT or ACT.
English. The Duolingo English Test is taken online, Russia is not named among restricted countries, and a Russian international passport is on the list of accepted IDs. Universities Russian citizens should avoid
Several American universities have been added to Russia's register of "undesirable" organisations: Yale University, Stanford University, the University of California, Berkeley, Tufts University and its Fletcher School of Law and Diplomacy, George Washington University and Bard College. Under Russian law, participation in the activities of an organisation on that register carries liability. We do not recommend these institutions to Russian citizens and suggest checking every shortlisted university against the current register of the Russian Ministry of Justice, since the list keeps growing.
Money: proof of funds and paying tuition
The I-20 amount. A university issues the I-20 only after checking financial documents, and the consular officer checks that you hold the I-20 amount and where it came from. According to the College Board, average published tuition and fees for 2025/26 were $31,880 at public four-year universities at the out-of-state rate and $45,000 at private non-profit universities; with housing and meals, roughly $50,920 and $65,470. Ask the university before applying whether it accepts a Russian bank statement for the I-20 and in what form, and keep documents showing where the money came from: several months of statements and parents' income certificates.
Payment. U.S. universities invoice in dollars. The Bank of Russia warns that foreign correspondent banks may delay or return such transfers because of the sanctions requirements that apply to them. A direct payment from Russia to a U.S. university therefore often fails. Only lawful routes work: an account of the student or a relative at a bank in a third country, where that bank and the university accept the payment, or the payment provider named by the university itself. Scholarships and aid. There is no state tuition-free route for international students in the U.S. Some private universities offer need-based aid to international applicants, while public universities more often give merit discounts. Will Russia recognise an American degree?
Russia and the United States have no agreement on mutual recognition of education. Russian Government Order No. 186-r (version of 19 February 2026), the list of foreign institutions whose degrees are recognised in Russia without a procedure, includes 116 American universities. Among them are, for example, the University of Michigan, the University of Texas at Austin, Indiana University Bloomington, the University of Florida, the University of Arizona, Arizona State University and Washington State University. Degrees from other U.S. institutions are recognised by Rosobrnadzor on application via Gosuslugi, with a state fee of RUB 6,500. Doctors and other regulated professionals also need admission to practise under Russian rules.

Common mistakes by Russian applicants
- Booking an interview in Tbilisi, Yerevan or Istanbul without residence there. The State Department warns of much longer waits, and fees cannot be moved.
- Buying tickets to Warsaw without checking on what basis Poland will admit you.
- Planning a summer trip home without realising that the 12-month visa will have expired.
- Leaving the deposit to the last week. A transfer can bounce, and the place will not be held.
- Applying to a university on the undesirable register without knowing the legal consequences in Russia.
- Waiting for an SAT sitting in Russia. There are no centres; you need to register abroad.
