Singapore Student's Pass: How to Apply, What It Costs and What It Allows

Singapore does not issue a "student visa" as such: international students study full-time on a Student's Pass issued by the Immigration & Checkpoints Authority (ICA). Your institution first registers you in ICA's system, then you submit an online application no earlier than three months and no later than two months before the course starts and pay S$45 (≈ $35). ICA processes applications from university students within one week, or two weeks if the applicant needs a visa. Russian and Kazakh citizens do need a visa, but they do not apply for it separately: it is built into the In-Principle Approval (IPA) letter. After arrival you complete a medical check, enrol your biometrics with ICA and pay the S$60 (≈ $47) issuance fee.

This guide sets out the step-by-step process, the documents, how universities and private institutions differ, the rules on working while you study and the options for staying on after graduation. Who needs a Student's Pass

Every foreigner accepted for full-time study needs one. Part-time programmes and courses held in the evenings or at weekends do not qualify for a Student's Pass at all.

There are two exceptions:

• you already hold a valid Dependant's Pass, Long-Term Visit Pass or Immigration Exemption Order, which lets you study full-time on non-religious courses while that pass remains valid;
• you take a short course that fits within your Short-Term Visit Pass and lasts no more than 30 days, consists of one stand-alone module and involves no practical training with walk-in customers (for example in a beauty salon).

If a dependant's pass expires during your studies, you then apply for a Student's Pass under the normal rules.

University or private institution: the rules differ

ICA runs separate procedures for different kinds of institution. Two of them matter for most international applicants.

A private institution without EduTrust may not enrol international students at all: ICA does not issue a Student's Pass to its students. Check the status before paying anything; institutions usually show the certificate on their website, as Curtin Singapore does. For more on the differences, see universities in Singapore.

Do Russian and Kazakh citizens need a visa?

Yes. Russia and Kazakhstan are on ICA's list of countries whose citizens need a visa to enter Singapore (holders of diplomatic and service passports are exempt). For students this is handled automatically: if ICA approves the Student's Pass, a single-entry visa is included in the IPA letter, which you show at immigration. There is no separate visa application.

You need an ordinary entry visa only if you travel before approval, for example for an open day or an interview. It is submitted through a Singapore overseas mission or its authorised visa agent, or online through a local contact in Singapore. You need Form 14A, a photograph taken within the last three months and a copy of a passport valid for at least six months from the date of entry; the fee is S$30 (≈ $23), processing takes three working days, and ICA advises applying within 30 days of travel. CIS nationals may also be eligible for the Visa-Free Transit Facility, but that is designed for transit, not study.

Applying for the Student's Pass: steps and timing

1. Accept the university's offer. A Student's Pass is only issued for a confirmed place on a full-time programme; how to get the offer is covered in applying to Singapore universities.
2. Wait for your institution to register you. The university enters your details into ICA's Student's Pass Online Application and Registration system (SOLAR) and sends a Registration Acknowledgement Letter with your application number and login details. NTU, for example, sends these by email after you confirm the offer.
3. Complete eForm 16. Submit it online no earlier than three months and no later than two months before the course starts. Your institution may set a narrower window, so follow its instructions. Check that the programme name and start date match your offer.
4. Pay the S$45 fee. NTU warns that an application is withdrawn if the fee is not paid within seven days of submission. ICA accepts Visa, Mastercard, American Express and internet banking with Singapore banks.
5. Wait for the decision. You do not need to be in Singapore; ICA recommends applying before arrival because you cannot extend a visit pass while the application is being processed.
6. Receive the IPA. The letter lists the conditions for issuing the pass and the documents to bring. For Russian and Kazakh citizens it already includes a single-entry visa.
7. Have the medical examination. Courses of six months or longer require a medical report on ICA's form, covering a chest X-ray for tuberculosis and an HIV test. First-time applicants may have it done by a registered doctor at home or in Singapore, but ICA accepts the report only within three months of issue. Some universities send students to a designated clinic, so check your university's instructions first.
8. Arrive and complete formalities. Biometrics are taken by appointment at the ICA Services Centre (2 Crawford Street, Level 3) or at an off-site session arranged by your institution. This must happen while your visit pass or IPA letter is still valid, whichever expires first.
9. Pay the issuance fee and receive the pass. The issuance fee is S$60 (≈ $47), plus S$30 (≈ $23) for a multiple-journey visa if needed. Since 27 February 2023 the Student's Pass has been issued in digital form only: a FileSG link arrives by email, and the pass appears in the Singpass app after three working days.

ICA's processing times apply to complete applications, and ICA notes that some take longer.

Documents and information for the form

ICA asks you to have ready:

• the Registration Acknowledgement Letter from your institution;
• the biodata page of your passport and, where applicable, your birth certificate;
• your personal details: countries where you have lived, education, employment history and financial support;
• details of your parents, spouse or siblings, if the form asks for them;
• your address and phone number in Singapore and your email address;
• a recent digital colour photograph, taken within the last three months, that meets ICA's guidelines.

Documents not in English need an official translation. ICA accepts translations by the embassy of the issuing country, translations by a notary public in that country or in Singapore, and private translations attested by the embassy or a notary. ICA does not endorse private translation companies and may reject an incomplete application.

If the application is refused or something changes

You can appeal a refusal through ICA's enquiry form, quoting your application number; NTU puts the usual processing time for appeals at about four weeks, with the outcome sent to both you and the institution. If you decide to move to another institution after approval but before collecting the pass, you need a new application. PEI students changing course or institution must file a new application at least four weeks before the new course starts.

Rules while you study

• Full-time study is mandatory. The pass is tied to a specific programme and institution; withdrawing or transferring removes its basis.
• Work. Students at institutions on MOM's list (all six autonomous universities, the polytechnics, the arts institutions and campuses such as INSEAD and DigiPen) may work without a work pass for up to 16 hours a week in term and without a limit during vacations, with no need to notify MOM. Internships that count towards the degree are also allowed. The exemption does not cover private institutions.
• After graduation. Once the Student's Pass expires, you need a work pass, which your employer applies for.
• Changes of details. New passports and changes of address are reported to ICA through a dedicated e-service.

Staying in Singapore after your studies

Singapore has no automatic post-study work visa. There are two tools instead.

Long-Term Visit Pass for job seekers. Graduates of institutions on ICA's Institutes of Higher Learning list (the autonomous universities, the polytechnics and the listed overseas campuses) can apply without Singpass. Fees are S$45 for processing, S$60 for issuance and S$30 for a multiple-journey visa if needed; decisions are made within six weeks when the documents are complete. You need a photograph, your passport, and your certificates and transcripts. This pass does not allow you to work without a work pass.

Employment Pass (EP). The main work pass for professionals is applied for by the employer. The candidate must earn at least the qualifying salary and score 40 points under the COMPASS framework.

Common mistakes

• Submitting eForm 16 too early or too late. The window is three to two months before the course, and your institution may narrow it.
• Applying for a separate tourist visa for the move. For university students the visa is already in the IPA; an ordinary visa is only needed for a trip before approval.
• Choosing a private institution without EduTrust. It cannot enrol international students on a Student's Pass.
• Arriving without an ICA appointment. Formalities are strictly by appointment or at your institution's off-site session.
• Bringing untranslated documents. Translations must follow ICA's rules, or the application may not be accepted.
• Counting on part-time work at a private institution. PEI students may not work, in term or in vacations.
