A Russian or Kazakh school-leaving certificate on its own will not get you into Singapore's public (autonomous) universities. NTU lists these certificates as requiring an "additional qualification", SMU leaves them off its list of accepted qualifications, and NUS asks every applicant with an "other" high school certificate for standardised tests. The route that works for school students is to take Advanced Placement (AP) exams or British A-levels during the last two school years, apply online between October–December and February–March of the final year, and start in August. If there is no time for those exams, an EduTrust-certified private institution with a foundation programme remains, but its degree is awarded by an overseas partner and its students cannot work during term.

This guide covers what each university asks for, which exams to take and when, the application calendar for the 2027/28 intake, the documents you need and the most common mistakes. Requirements were checked on the universities' official pages on 28 September 2026; fees are converted to US dollars at the ECB reference rate of the same date (1 USD ≈ 1.2777 SGD). Why an 11-year certificate is not enough

Singapore's school system, including pre-university study, takes 12 years, and admissions offices measure foreign applicants against the same benchmark. Each autonomous university puts it differently:

  • NTU publishes a table of foreign certificates. The Russian, Kazakh, Kyrgyz, Tajik, Turkmen, Uzbek and Ukrainian certificates all carry the same note: "No, required additional qualification".
  • SMU only considers qualifications from its own closed list. No Russian, Kazakh or other CIS certificate is on it; the IB, UK A-levels and the American high school diploma are.
  • NUS accepts "other" high school certificates only together with standardised tests — a combination of AP, SAT and ACT.
  • SUTD expects 12 years of general education or a Year 12 national or international examination.
  • SIT considers international applicants with 12 years of education case by case, and only for some programmes.

In practice, students from 11-year systems close the gap not with an extra year of school but with internationally recognised exams taken alongside their final school years.

The first two routes lead to a Singapore degree and access to the MOE Tuition Grant. A private institution is easier to enter but is a different product: its students have no term-time work rights and no access to the job-search Long-Term Visit Pass after graduation, because private institutions are on neither the Ministry of Manpower (MOM) list nor the Immigration & Checkpoints Authority (ICA) list.

What five universities require

SUSS is not in the table: alongside full-time degrees it runs part-time programmes, and a Student's Pass is only issued for full-time study, so check the format of the specific programme first.

Minimum scores are the threshold for applying, not the admission cut-off. NTU states that competition among non-citizens is intense, that the admission point varies by year and programme, and that meeting the minimum does not guarantee a place.

AP, SAT and ACT: what exactly to take

Advanced Placement (AP) exams are College Board subject exams set at first-year university level. For NUS and NTU they replace the missing 12th year.

NUS accepts one of three combinations:

  1. at least 5 AP exams;
  2. the ACT with Writing and at least 3 AP exams;
  3. the SAT and at least 3 AP exams.

Each AP must be scored at least 3. The SAT counts from 600 in Reading and Writing and 650 in Maths, with all sections in one sitting; the ACT from a composite of 29 and a Writing score of 8, also in one sitting. SAT and ACT scores are valid for five years. AP Calculus BC is compulsory for every NUS programme except Law, and the remaining subjects should match your programme's prerequisites. NUS accepts AP results from up to two sittings and requires official scores to be sent via College Board (NUS code 3720), with a copy uploaded to the applicant portal. The May session of the final year still counts: in the 2026 cycle NUS accepted those scores until 9 July.

NTU asks for at least 3 AP exams scored 4 or 5. Calculus BC is compulsory for engineering and most science programmes. In the 2026 cycle NTU accepted AP scores until 15 July, so the May session of the final school year still counted.

A sensible plan for an applicant from an 11-year system is to take two or three AP exams in May of year 10 and the rest in May of year 11, so that everything does not depend on one session. For the choice between the two American tests, see SAT or ACT.

English: which test and which score

You will need an English certificate almost everywhere if your schooling was not in English. The differences are significant:

  • NTU: the general requirement for everyone who learned English as a second language is IELTS 6.5 with 6.5 in writing and speaking, or TOEFL iBT 90 / 4.5 on the new scale; SAT 1250, PTE Academic 55 (speaking 55, writing 59), ACT 30 (English 30, Writing 7) or C1 Advanced 170 are accepted instead. NTU sets these minimums for science, engineering and computing; other programmes may ask for more.
  • SMU: the highest bar — IELTS 7.0 with 7.0 in reading and 6.5 in writing, and 7.5 for Law; SAT from 1,350 with 650 in reading and writing. IELTS and TOEFL scores are valid for two years.
  • SUTD: one of IELTS, TOEFL, SAT, PTE, ACT or C1 Advanced is compulsory, and scores older than two years are not accepted.

Watch the TOEFL scale: tests taken from January 2026 are reported on a new scale, so universities publish two thresholds, one for older and one for newer certificates.

Application calendar for 2027/28

NUS, NTU and SMU start the academic year in August, and applications close in winter or early spring. You apply online to each university separately; there is no central application system for international students.

NTU makes no provisional offers on predicted grades: final school results must be uploaded within 3 days of release or by 31 July, and applicants whose results come out after 31 July must apply the following year. Russian and Kazakh certificates are issued earlier than that, but AP scores and the English test should be ready before the window closes.

Step-by-step plan from year 9 to arrival

  1. Years 9–10: choose a field. The programme determines your AP or A-level subjects: engineering and sciences need Calculus BC or A-level Mathematics, and medicine has its own timetable.
  2. May of year 10: first AP session. Two or three exams, including maths. NUS accepts results from two sittings.
  3. Summer and autumn of year 11: SAT or ACT and English. The SAT is part of the NUS "SAT + 3 AP" combination and can also meet NTU's English requirement.
  4. October 2026 – February 2027: apply. Start with NTU, whose window opens first, then NUS. Indicate interest in the MOE Tuition Grant on the form; for international students the grant is only granted on application.
  5. May 2027: second AP session. Upload scores within 3 days of release.
  6. June 2027: school certificate. Upload final grades and the translation.
  7. Spring–summer 2027: interviews and decisions. SMU interviews only shortlisted applicants; medical programmes run their own selection.
  8. After accepting an offer: Student's Pass and grant. The university registers you in ICA's system and you then submit the online form. See the Singapore Student's Pass guide.
  9. July–August 2027: arrival. Complete formalities at ICA by appointment; classes start in August.

Application documents

Requirements vary by university, but the core set is the same:

  • passport;
  • school certificate and transcript (current grades if you are still at school) with a certified English translation;
  • an explanation of your school's grading system — NUS asks for it explicitly;
  • official AP, SAT, ACT, A-level and English test results; many universities want them sent directly by the test body, for example NUS receives AP and SAT scores via College Board code 3720 and SUTD receives SAT scores under code 6532;
  • a portfolio for creative programmes (NTU's School of Art, Design & Media requires it before the window closes);
  • for NTU Medicine, two referee reports, one from your form teacher, and a criminal records declaration;
  • medical reports if you choose a programme with medical restrictions (NTU publishes these separately).

Universities word their translation rules differently. ICA's rule for immigration documents is uniform: it accepts translations by the issuing country's embassy, translations by a notary public in Singapore or in the issuing country, and private translations attested by that embassy or a notary.

Costs and the Tuition Grant in brief

An international student at an autonomous university pays either the full fee or the subsidised fee with the MOE Tuition Grant. For NUS Computing, for the 2026/27 intake, that is $31,070 (S$39,700) a year without the grant and $16,750 (S$21,400) with it. In return the grant commits you to three years of full-time work for a Singapore entity after graduation; two sureties sign the agreement, and breaking it means repaying the full grant plus 10% interest a year. A private institution as the fallback

If you do not have the AP or A-level results by February of your final year, the realistic alternative is a Private Education Institution (PEI). Only EduTrust-certified institutions may enrol international students: without the certificate ICA will not issue a Student's Pass. The usual path is a foundation or diploma, followed by two or three years of a British or Australian partner university's degree taught in Singapore.

Three limits are worth weighing before you choose. The MOE grant does not apply to courses at private institutions. PEI students may not work during their studies. After the offer: entry and the Student's Pass

Russian and Kazakh citizens need a visa to enter Singapore, but students do not apply for it separately: if ICA approves the Student's Pass, a single-entry visa is included in the In-Principle Approval (IPA) letter, which you present at the border. ICA asks for the Student's Pass application no earlier than three months and no later than two months before the course starts; the processing fee is S$45 (≈ $35) and the issuance fee S$60 (≈ $47). Common mistakes

  • Applying with the school certificate alone. NUS treats the application as incomplete without tests, and at NTU and SMU a Russian certificate is not a standalone qualification.
  • Taking AP exams without Calculus BC. NTU and NUS will not accept the set for engineering and most sciences.
  • Mixing up TOEFL scales. 90 on the old scale and 5.0 on the new one are different certificates; check which threshold applies to your test date.
  • Leaving the English test until spring. NTU's window closes on 20 January, and an application without the test will not be assessed.
  • Treating a private institution as a stepping stone to NUS. There is no default transfer, and PEI students have no work rights at all.
  • Seeing the grant as a discount. It is a contract with the Ministry of Education with a three-year work bond and two sureties.

FAQ

No. For "other" high school certificates NUS lists standardised tests as compulsory: 5 AP, or SAT plus 3 AP, or ACT with Writing plus 3 AP.

Not for NUS, where the SAT only counts together with three AP exams. At NTU a SAT score of 1250 meets the English requirement, but the academic "additional qualification" has to come from AP or A-levels.

NUS, NTU and SMU do not list the EGE among accepted exams. They assess the school certificate together with AP, A-levels, the SAT or the ACT.

Now is the time to choose the programme and your AP subjects. A first May session in year 10 leaves room for a retake in year 11 and lets you apply in winter with scores already in hand.

Russian vocational (SPO) diplomas do not appear in the NUS, NTU or SMU tables, so plan on the same route as school leavers: international exams or a private institution.

You can reapply the following year with stronger AP scores, enrol at an EduTrust-certified private institution, or consider other countries with comparable programmes. If staying on to work in Singapore matters to you, another attempt at an autonomous university usually pays off.
