You can apply to a UAE university directly from an 11-year school system such as Russia's, but not to every university and not always straight into Year 1. Some institutions accept the certificate for first-year entry with strong grades in relevant subjects; others require a foundation year first. In every case you need English at about IELTS 6.0–6.5, a legalised school certificate and an equivalency certificate from the UAE Ministry of Education. Applications go directly to each university, usually 8–12 months before the start: Khalifa University's Fall 2026 intake is already closed, and American University of Sharjah warned that Fall 2026 applications received after 21 May 2026 might not be considered.

Three entry routes for school leavers
UAE schooling lasts 12 years, and universities treat shorter systems differently. The real question is which year you can enter and with what grades.

A fourth option is to complete a year at a university at home and transfer. American University of Sharjah requires at least 12 completed credit hours with an adequate grade point average and decides credit transfer itself.
A foundation year adds time and money. At Middlesex University Dubai the IFP costs $13,700 (AED 50,301) for 2026/27, followed by a three-year bachelor's degree. For how foundation programmes work in general, see our guide to the foundation year in the UK.
Applicants with A-levels, the IB or an American diploma follow separate rules: Khalifa University, for example, sets subject grades for A/AS-levels and requires an IB Diploma score of at least 24.
Grades, English and tests
Grades. Universities look at relevant subjects and recent years, not just the overall average.
- Khalifa University requires maths and one science (physics, chemistry or biology, depending on the programme). For a Russian certificate, these subjects must be taken in grade 11 and the overall result for that final year must be at least 4.0. You must also have finished school within the last two years.
- American University of Sharjah sets a threshold of 4.0 in grade 11, or 4.0 on average across the best two years, for the Russian curriculum, provided the ministry issues the equivalency certificate; for other school systems the general guideline is 85%. Engineering and data science also need maths in the last three years and physics by grade 11 at grade B or above.
- Heriot-Watt Dubai lists subjects by field: maths plus physics or chemistry for engineering, maths for computer science.
English. Khalifa University requires IELTS Academic 6.0 or TOEFL iBT 79; American University of Sharjah accepts IELTS Academic 6.5, TOEFL iBT 80 or TOEFL ITP 550. Middlesex University Dubai accepts IELTS, TOEFL and PTE with programme-specific scores.
SAT and entrance tests. The SAT is rarely mandatory for national school certificates. Khalifa University treats an SAT Math score of 700 as a strength, invites shortlisted applicants to an in-person admission test and replaces the interview with a recorded video. American University of Sharjah requires SAT Math 450 only from American high school graduates. American University in Dubai runs its own maths and English placement tests for $86 (AED 315). Your school certificate: legalisation and equivalency
These two steps take the longest, so plan them first.
Legalisation in the issuing country. The UAE is not listed among the parties to the Hague Apostille Convention, so an apostille is not enough. American University of Sharjah describes the chain: the authorised education authority, the foreign ministry of the issuing country and the UAE embassy. Scans are accepted to start an application, but attested originals must be shown before enrolment. Documents in languages other than Arabic or English need a legal translation.
Attestation by the UAE Ministry of Foreign Affairs. Documents issued abroad are attested through the ministry's e-service and UAE missions; processing with courier delivery takes up to 15 business days.
Ministry of Education equivalency. This certificate confirms that your school leaving certificate matches UAE secondary school completion. The ministry asks for original grade reports for the last three years of school, a legal translation and attestation. Applications are made online or at ministry offices in Dubai and Abu Dhabi, and the government portal states that the applicant must be a UAE resident. In practice, universities let you start before the process ends: American University of Sharjah allows first-semester registration under a conditional admission contract with the ministry receipt. Khalifa University calls equivalency mandatory for all international school systems.
Application documents
- online application and fee: $82 (AED 300) at Heriot-Watt Dubai, $110 (AED 400) plus VAT at American University of Sharjah, $110 (AED 420) at American University in Dubai;
- final certificate or, if not yet issued, first-term grades of the final year and a school letter; Khalifa University only considers applications with at least first-term grades;
- grade reports for the two years before the final year where the university assesses three years;
- IELTS, TOEFL or PTE score report;
- passport photo page and a photograph;
- a good conduct certificate where required (Khalifa University asks for one);
- a personal statement, essay or video for competitive programmes and scholarships.
Timeline for an autumn 2027 start
The main intake is the autumn semester starting in late August or September. Some universities also admit in spring; the programme page says whether yours does.

The seat deposit confirms your place: Heriot-Watt Dubai takes 10% of the annual fee plus a refundable $270 (AED 1,000) deposit, American University of Sharjah $1,360 (AED 5,000) including VAT, and University of Birmingham Dubai a non-returnable $1,360 (AED 5,000) credited to tuition. Scholarships at the admission stage
- Khalifa University has no separate scholarship application: any award appears in the admission offer and may cover tuition fully or partly, plus textbooks and accommodation.
- American University of Sharjah automatically awards merit scholarships of 10–20% to applicants averaging 95% or more in the two years before the final year. The President's Scholarship, for students who completed school outside the UAE, covers tuition and lab fees and adds a monthly stipend, housing and flights; it requires IELTS 7.0 or TOEFL iBT 94, 98% grades and SAT 1400 or three AP exams at grade 5. The Chancellor's Scholarship is only for UAE school graduates.

Common mistakes
- Starting legalisation in July. The consular chain and equivalency take weeks; earlier transcripts can be legalised in advance.
- Taking IELTS General Training. Khalifa University and American University of Sharjah explicitly require IELTS Academic, and the other universities in this guide work with the Academic test too.
- Relying on the overall average. Thresholds apply to relevant subjects: a grade 4 in physics meets Khalifa University's threshold but rules out direct Year 1 engineering entry at Heriot-Watt Dubai, which asks for grade 5s.
- Choosing a university without your route. If Year 1 entry is not possible, budget for a foundation year.

No. The UAE is not a party to the Apostille Convention, so you need consular legalisation (education authority, foreign ministry, UAE embassy) followed by attestation by the UAE Ministry of Foreign Affairs. Then the Ministry of Education issues the equivalency certificate.
Usually 6.0–6.5 in IELTS Academic. Khalifa University requires 6.0 and American University of Sharjah 6.5 or TOEFL iBT 80. The AUS President's Scholarship requires IELTS 7.0. With a lower score, some universities offer an English programme before the degree.
From the autumn of your final school year, once first-term grades and your English score are ready. Deadlines vary: American University of Sharjah warned that Fall 2026 applications received after 21 May might go to a waitlist. Scholarship deadlines come earlier, in March.
Not everywhere. Khalifa University invites shortlisted applicants to an in-person test and asks for a video interview. American University in Dubai runs maths and English placement tests. Most UK branch campuses decide on documents alone.
Not to Khalifa University, which admits only applicants who finished school within the last two years. Other universities may not have this limit but will assess grades and English in the same way. If you have since studied at university, consider applying as a transfer student.
