University of Science and Technology Liaoning (USTL)

The University of Science and Technology Liaoning (USTL) is a provincial engineering-led university in Anshan, a steel city in northeast China. Established in 1948, it was one of China's earliest metallurgical higher education institutions and still builds its identity around steel, materials, chemical and mechanical engineering.

For an international applicant, USTL is a targeted choice, not a brand name: it makes sense when the major fits an industrial career and the budget matters more than a global ranking. Its international admissions information is thinner than at national flagship universities, so key terms must be confirmed in writing.

USTL's own English profile, published in 2023, describes more than 20,000 full-time undergraduates, over 3,100 postgraduates and about 1,236 faculty in 19 colleges and faculties, with 67 undergraduate programmes, 20 master's programmes, 3 doctoral programmes and an MBA.

USTL's case does not rest on global rankings, so judge it by the specific department, laboratory access and industry placements.

The School of International Education sits on the main campus at 189 Qianshan Middle Road, Lishan District. The university describes Anshan as the "Steel Center of China", with Qianshan National Forest Park to the east.

Anshan is an industrial city rather than an international hub, so daily life runs in Chinese; that speeds up language learning but means fewer English services. Liaoning winters are cold, so plan clothing and heating costs.

USTL's catalogue for self-funded international students marks each major by teaching language. It was published in 2020, so confirm that an English class is running in your intake year.

Note the pattern: USTL's signature field, metallurgical engineering, is Chinese-only at bachelor's level but available in English for master's study.

Applications go through the School of International Education's online system for international students. The university has not published a current English-language admission notice with deadlines on its public site, so the calendar and fee schedule should be requested from the international office before paying anything.

1. Nine to twelve months ahead: choose the major and teaching language; confirm the English class runs that year.
2. Six to eight months ahead: ask the School of International Education for the current admission guide, fee list and deadline.
3. Application: submit online with scanned documents; if the university requires the CSCA test that some Chinese universities now demand for bachelor's entry, sit it early.
4. After admission: use the admission notice and JW202 form to apply for the Chinese student visa.

Mistakes to avoid

• Choosing a Chinese-only major without an HSK plan.
• Relying on agency fee lists instead of a written fee confirmation from USTL.
• Assuming the 2020 language catalogue is still current.

Chinese-taught study normally requires an HSK certificate at the level the university sets; English-taught tracks require proof of English. Ask the international office for the exact levels in the current guide.

USTL does not currently publish an international tuition table on its public English or Chinese admissions pages. Before applying, request written figures for tuition per year by major and language, accommodation per month, insurance, the application fee and any refund rules.

For comparison, Harbin Institute of Technology publishes a bachelor's fee of CNY 20,000 ($2,984) a year for Chinese-taught study for 2026/27, but only USTL's own written figures are a basis for planning.

Chinese Government Scholarship and other award schemes are decided by the funding body; ask the international office which schemes USTL takes part in for your intake.

International students generally live in university accommodation managed with the School of International Education; confirm room types and prices together with tuition. After arrival, students register their residence with the local police within the required period and convert the X1 visa into a residence permit for longer study.

USTL suits students who want an engineering degree linked to heavy industry, are comfortable in a smaller city, and are willing to learn Chinese. Master's applicants in metallurgy or materials may find English supervision more readily than bachelor's students.

It is not the right fit for students who need a globally ranked brand, a cosmopolitan city, or complete information online before committing.
