Syracuse University: Admission for International Students

📍 the USA

Syracuse University is a private research university in the city of Syracuse, in Central New York. Students choose it mainly for the Newhouse School of Public Communications, the Maxwell School of Citizenship and Public Affairs, information studies, architecture and business. Four facts matter for an international applicant. The Russian school-leaving certificate with a transcript is listed as an accepted credential. International students are considered for merit scholarships without a separate application, but there is no need-based aid. The 2026–27 international cost of attendance, including insurance, is $100,526. And for autumn 2027 you can apply without the SAT or ACT, with Early Action and Early Decision deadlines on November 1, 2026 and the regular deadline on January 5, 2027.

Syracuse in New York State has nothing to do with Syracuse (Siracusa) in Sicily. Syracuse University's centers in Florence, London, Santiago and Strasbourg are study abroad sites for enrolled students, not separate universities to apply to.

Is Syracuse a good fit?

Strengths Limitations
Strong professional schools in communications, public affairs, information studies and architecture A budget of around $100,000 a year
The Russian certificate appears in the official credentials table No need-based aid for international students
Merit scholarships without a separate application Award amounts are not published in advance
Test-optional admission Newhouse expects IELTS 7.0-level English
Conditional admission when English or proof of funds falls short First- and second-year students must live in university housing
Own study abroad centers in Florence, London, Santiago and Strasbourg Syracuse is a small city in Central New York, not New York City

Syracuse is worth considering if you want a specific school, above all Newhouse or Maxwell, and your family can fund the degree, with a merit scholarship as a bonus. If big-city life matters more, compare it with the options in our guide to universities in New York, such as NYU. If the budget only works with need-based aid, look at universities that offer it to international students, such as Brown University.

Schools and colleges

You apply to a program in a specific school or college, and your choice sets the English level and any extra requirements.

  • S.I. Newhouse School of Public Communications: journalism, advertising, public relations, film, television and media management.
  • Maxwell School of Citizenship and Public Affairs: political science, economics, international relations and public policy.
  • Martin J. Whitman School of Management: business.
  • School of Information Studies (iSchool): information technology and data analysis.
  • College of Engineering and Computer Science.
  • School of Architecture: a five-year professional degree with a portfolio requirement.
  • College of Visual and Performing Arts: design, film, music and drama, with portfolios or auditions.
  • College of Arts and Sciences, School of Education, Falk College of Sport: sciences and humanities, education, sport and health.

How to apply

Application file

  • Common App or Coalition Application (powered by Scoir).
  • Certificate and transcript. For Russia, the credentials table lists the Attestat o srednem (polnom) obschem obrazovanii and the school transcript. If only one original exists, notarized or certified copies are accepted. You arrange the English translation through a reputable translation service; the university does not translate documents. Include a key to the grading scale if the transcript does not show one.
  • English test, with scores sent directly by the testing agency.
  • Program-specific materials, such as portfolios for architecture and the arts or audition recordings for music and drama.
  • Financial documents if you will need an F-1 visa (see below).

Interviews are optional. You can book a virtual interview with the admissions office or submit an InitialView interview as a way to show your English and present yourself.

SAT and ACT

Scores are not required for autumn 2026, spring 2027, autumn 2027 or spring 2028 entry. If you share them, you may self-report through the Common App or Coalition; official reports are needed only if you are admitted and choose to enrol. Syracuse superscores. Our SAT or ACT comparison helps you decide whether testing is worth it.

English requirements

School or college TOEFL iBT (before Jan 21, 2026) TOEFL from Jan 21, 2026 IELTS Cambridge Duolingo SAT EBRW
Arts and Sciences, Maxwell, VPA, Education, Engineering and Computer Science, Falk, iSchool 85+ 4.5 6.5+ 176+ 125+ 600
Whitman and the School of Architecture 90+ n/a 7.0+ 185+ 125+ 600
Newhouse 102+ n/a 7.0+ 185+ 130+ 600

These are preferred scores, and meeting them does not mean admission: the university considers your English together with the rest of the file. Syracuse does not accept TOEFL Essentials, TOEFL ITP, TOEFL MyBest or IELTS Indicator. The admissions committee may waive the test at its discretion; waivers are processed automatically for students who attended high school in person in the US for at least three full years. Syracuse recommends taking a test even if you hope for a waiver. Our Duolingo English Test guide covers one accepted option.

Conditional admission

If you meet the academic requirements but lack sufficient English or proof of funds, Syracuse may admit you conditionally. This is possible only with an official TOEFL, IELTS, Cambridge or PTE Academic score; a Duolingo result alone does not qualify. Until the condition is met, the I-20 is not issued, and a place may no longer be available by then.

Autumn 2027 timeline

Plan Application deadline Notification (by email) Reply
Early Action November 1, 2026 early February 2027 by May 1
Early Decision November 1, 2026 late December 2026 by February 15 if admitted to first choice
Early Decision II January 5, 2027 mid-January 2027 by March 1 if admitted to first choice
Regular Decision January 5, 2027 from mid-March 2027 by May 1

Early Decision and Early Decision II are binding if you are admitted to your first-choice program; if admitted to an alternate program, the reply date is May 1. Acting and musical theater are separate: the application and prescreen recording are due December 1, and those programs do not take part in early plans. For architecture, the last portfolio interview day is November 1 in the early rounds and December 15 in the later ones.

A plan:

  1. By October 2026: take the English test and decide whether the SAT is worth it.
  2. September–October: choose the school and program, and prepare essays, portfolio and translated documents.
  3. By November 1: apply Early Action (or Early Decision if Syracuse is your first choice and the budget is settled).
  4. In parallel: complete the visa and financial form in the applicant portal and upload the bank document.
  5. After the decision: reply, pay the deposit and receive the I-20.

Cost for 2026–27

International undergraduate On campus Off campus
Tuition $69,180 $69,180
Housing and food $20,580 $18,762
Miscellaneous fees $1,869 $1,409
Books and course materials $1,847 $1,847
Transportation and travel $1,888 $1,888
Personal expenses $1,294 $1,294
Health insurance $2,868 $2,868
Program and technology fees $1,000 $1,000
Total $100,526 $98,248

Health insurance can be waived with adequate private coverage. The international budget includes a higher travel allowance than the domestic one. If you stay over the summer, Syracuse suggests adding about $7,291 for housing, meals and personal costs. Costs are estimates until the Board of Trustees approves them each May. Our guide to the cost of studying in the USA shows how to plan for all four years.

Scholarships for international students

International undergraduate applicants are considered for merit scholarships automatically, based on the application for admission. The Office of Admissions selects recipients on academic credentials and announces awards with the admission decision. Amounts for international students are not published in advance. Need-based aid, including university grants and federal programs, is available only to students who meet FAFSA eligibility rules, so international applicants do not need to file the FAFSA or the CSS Profile.

If you cannot enrol without need-based aid, compare Syracuse with the options in our overview of financial aid for international students in the USA. Our guide to paying for studies abroad from Russia covers lawful payment routes.

Proof of funds for the visa

International applicants who need an F-1 visa complete the Visa/Financial Support Information Form in the applicant portal and upload proof of liquid funds for the full first year, together with a passport copy.

  • Amount. Applicants for autumn 2026 had to show $96,747, the 2025–26 estimate. For autumn 2027, plan around the 2026–27 estimate of $100,526.
  • Bank document. A bank statement or signed bank letter; any currency is acceptable if clearly indicated, and the document must be in English. The print date must be within a year of the start of your term. Screenshots are not accepted.
  • Not accepted as proof. Income statements and tax returns.
  • Sponsors. Government sponsors send a certified award letter stating the annual US dollar amount, duration and covered expenses; company sponsors send a letter stating the US dollar amount.

Syracuse also reminds students to budget for winter break and the summer months.

Housing

First-year students must live in university housing for their first two years unless their immediate family lives in the Syracuse area. The on-campus budget allows $20,580 a year for housing and food. A mandatory residential technology fee for everyone with a housing contract is included in the miscellaneous fees. For later years, see our guide to student housing in the USA.

F-1 visa

The Center for International Services issues the I-20 after admission and review of your financial documents. Then come the SEVIS fee ($350), the visa fee ($185) and the interview. Russian citizens book interviews at the US Embassy in Warsaw or in Astana, because the embassy in Moscow does not issue routine visas. Kazakh citizens apply in Astana or Almaty. F-1 applicants must set their social media profiles to public. The immigrant-visa pause announced from January 21, 2026 did not affect student visas. The consular officer decides on the visa. Our F-1 visa guide and the guide to working while studying and OPT cover the details.

Notes for applicants from Russia and Kazakhstan

  • Your certificate qualifies. Syracuse's credentials table lists the Russian certificate of secondary general education with a transcript for first-year admission.
  • You arrange translations. The university does not translate; use a reputable service and add a grading key.
  • Your school choice sets the English level. Newhouse expects IELTS 7.0, most colleges 6.5.
  • Financial documents in English. Ask your bank for an English version or have it translated.
  • Syracuse, not Sicily. Russian-language searches for this university also return material about the Italian city.

Common mistakes

  • Applying ED without a settled budget. ED is binding if you are admitted to your first-choice program.
  • Counting on conditional admission with Duolingo. It requires TOEFL, IELTS, Cambridge or PTE.
  • Uploading a banking app screenshot. Syracuse needs a statement or bank letter.
  • Planning an off-campus flat in year one. The first two years are spent in university housing.
  • Treating the overseas centers as separate universities. Study there is a semester within your Syracuse degree.

Syracuse in the rankings

Ranking Position
THE World University Rankings 2027 451–500
ARWU 2026 801–900

Global rankings built on research volume understate Syracuse's strength in communications and public affairs. When choosing a program, look at the specific school.
