SMU is Singapore's city-centre university for business, accountancy, economics, computing and information systems, law and social sciences, taught in seminars capped at 45 students. It does not consider Russian, Kazakh or other CIS school certificates: SMU accepts only the international qualifications on its published list, none of which are from the CIS, and requires 12 years of schooling. Realistic routes are the IB, UK A-levels or an American high school diploma plus a test such as the SAT, ACT, IELTS or TOEFL. For 2026/27 freshmen, a non-ASEAN international student paid $20,510 (SGD 26,200) a year with the MOE Tuition Grant and $37,330 (SGD 47,700) without it, and the first-year rate holds for all four years.

SMU next to NUS and NTU: format, programmes, employer links
SMU is smaller and narrower: no engineering, medicine or natural sciences. Teaching is seminar-based, with classes capped at 45 and an emphasis on discussion and close contact with faculty — often the biggest adjustment for students from lecture-and-exam systems.
The curriculum is flexible: SMU guarantees every undergraduate a second major and allows double degrees across different disciplines.
It is also close to employers. The campus sits in downtown Singapore, a 10-week internship is a degree requirement, and every student completes at least 80 hours of community service before graduating.

Can you apply after an 11-year school system?
Not with the school certificate alone. SMU sets two conditions, and a Russian certificate fails both:
- At least 12 years of formal education with good passes in a recognised national or international examination.
- A listed qualification. SMU states that only the international qualifications it lists can be considered. The list covers 26 systems — from UK A-levels and the US diploma to the German Abitur and Turkish and Vietnamese certificates — but no CIS country.
Realistic listed options for applicants from Russia or Kazakhstan:

A-level candidates can apply with school-issued predicted grades, Grade 11 results and at least three AS-level subjects.
Minimum scores
SMU calls these thresholds minimally sufficient for a competitive application; meeting them guarantees neither an interview nor an offer. All sections must come from one sitting.

SAT and ACT scores are valid for 5 years, English tests for 2. Testing agencies send official scores directly to SMU, and you also upload copies. For test choice, see SAT or ACT.
Selection and application
- Apply online under "International/Other qualifications" (or the IB category). SMU publishes 2027/28 dates on its Important Dates page; last cycle's window ran from 17 November 2025 to 19 March 2026.
- Pay the non-refundable SGD 15 ($12) fee in Applicant's Self Service after submitting. Russian-issued cards do not work abroad — see how to pay for studies abroad from Russia.
- Upload documents: passport, secondary and high school results (actual or predicted), test scores, any university results, testimonials and achievement records. Do not post originals.
- Scholarships have no separate form; indicate interest in the admission application.
- Interviews are for shortlisted applicants only. Applicants living outside Singapore are interviewed online for Accountancy, Business Management, Computer Science, Computing & Law, Economics, Information Systems, Law and Social Science. Law candidates also sit a writing test, held in person at SMU in the last cycle.
- Outcomes arrive by email — February to July in the last cycle. Classes began on 17 August 2026.
SMU decides on admission and describes selection as highly competitive.
SMU tuition fees
SMU fixes fees for each intake for the normal four years, so the 2026/27 cohort pays the same rate every year. New rates will be announced for 2027/28.

International fees include 9% GST; ASEAN citizens pay a lower subsidised rate. International students also pay SGD 367 ($287) a year in compulsory fees, including SGD 268 for insurance covering hospitalisation, medical costs, personal accident and travel.
Living costs. SMU says the average international student can live on SGD 2,000 ($1,570) a month. Its monthly guide: accommodation SGD 250–800, utilities SGD 40–100, transport SGD 200, phone SGD 50, food SGD 300–450, personal expenses SGD 100–300; books about SGD 200 per term. The MOE Tuition Grant at SMU
International students can apply only for a Tier C grant. The number is limited, and awards are competitive and merit-based. You apply in the admission form; if the grant is offered with your place, you accept both together, then register on MOE's portal after matriculation and sign the agreement with two sureties.
Before you sign:
- Obligation: three years of full-time work with a Singapore entity on a work pass, starting right after graduation; employers can change and the years add up.
- Sureties: two people of any nationality aged 21 to under 65, jointly responsible with you.
- Cost of walking away: on withdrawal, buy-out or failure to serve, you and your sureties repay the full grant, the GST subsidy and 10% annual compound interest. At SMU the gap between full and subsidised fees is SGD 21,500 ($16,830) a year — SGD 86,000 ($67,310) over four years, before interest.
- Deferral: postgraduate study straight after the degree needs MOE approval at least 8 weeks in advance.
- No grant, no bond: SMU states that students who pay non-subsidised fees throughout do not serve the three-year obligation.

Scholarships for international students
Lee Kong Chian Scholars' Programme is SMU's flagship award, open to first-year students of any nationality. It waives subsidised tuition for up to four years, pays SGD 5,000 ($3,910) a year in living allowance and SGD 1,800 ($1,410) for a computer, plus up to SGD 16,000 ($12,520) of Global Opportunities funding for an overseas exchange or summer programme, an overseas community service project or international case competitions. It carries no bond of its own, but international scholars sign the MOE grant agreement and serve three years.
The ASEAN Undergraduate Scholarship and the Science & Technology Undergraduate Scholarship are for ASEAN and Asian citizens respectively, the latter only in Information Systems, Computer Science and Software Engineering. Many donor-funded awards are limited by nationality (for example the Philippines or Thailand) or financial need. SMU makes all scholarship decisions.
Housing
SMU's own residence is Prinsep Street Residences: 23 furnished apartments in three blocks for up to 255 students, each with 12 bedrooms, air-conditioning and 24-hour security. Most students rent privately, so budget generously. For arrival, SMU advises carrying a letter or email confirming your accommodation.
Student's Pass, work and after graduation
Entry and Student's Pass. Russian and Kazakh citizens need a visa for Singapore; when the Student's Pass is approved, a single-entry visa is included in the In-Principle Approval (IPA) letter, and SMU asks students not to travel without it. SMU recommends applying from early May: the IPA is valid for 4 months, and in June–July processing can take two weeks or longer. ICA's SGD 45 ($35) processing fee is non-refundable, so check eForm 16 before submitting. All students take a compulsory medical examination at a The Clinic Group clinic before classes. Part-time work. SMU is on MOM's list: Student's Pass holders may work up to 16 hours a week in term and without limit in vacations, without a work pass. The compulsory internship is outside the cap.
After graduation. Graduates can apply for a one-year Long-Term Visit Pass to look for work. An Employment Pass needs a salary of at least SGD 5,600 ($4,380) a month — SGD 6,000 ($4,700) for applications from 1 January 2027 — and 40 COMPASS points.
Postgraduate study

Common mistakes
- Applying with a CIS school certificate. SMU considers only listed qualifications.
- Taking A-levels across sittings. At least three subjects must come from the same sitting.
- Aiming for IELTS 6.5. SMU's minimum is 7.0 (7.5 for law), with Reading at 7.0.
- Ignoring the seminar format. Classes are built around discussion; practise before you arrive.
- Forgetting the internship and 80 service hours. Both are graduation requirements.
- Counting on university housing. The residence has about 255 places.
