Studying in Cyprus as a Russian Citizen: Entry Permit via the University, the Republic and the North, Payments and Recognition

A Russian citizen applies to a university in the Republic of Cyprus on the same terms as any student from outside the EU and does not visit a consulate for a student visa. The university itself files the entry permit application (form M70) with the Civil Registry and Migration Department, a complete application is examined within one month, and the fee is $79 (€70). With the permit and a passport the student flies to Cyprus, then registers and applies for residence within 7 days of arrival. After grade 11 the Russian school certificate (attestat) is accepted without a foundation year if English is at least IELTS 5.0. Study is fee-paying: a bachelor's at a private university costs $10,134–13,354 (€8,970–11,820) a year. A degree from a university in the Republic of Cyprus is recognised in Russia under a 2016 agreement. Universities in the north of the island operate outside the system of the Republic of Cyprus and the EU: that is a separate route with different entry and recognition rules.

The Republic of Cyprus or the north: two different routes

The island has been divided since 1974. The south and centre are controlled by the Republic of Cyprus, an EU member since 2004. In the north, an administration proclaimed the "Turkish Republic of Northern Cyprus" (TRNC) in 1983; only Turkey recognises it as a state, and Protocol No. 10 to Cyprus's EU accession treaty suspends EU law there. For a Russian student these are two different choices, not a cheaper and a pricier version of the same country.

Public universities teach bachelor's degrees in Greek and admit foreign students through a small quota that requires the language, so a Russian school leaver will more realistically choose a private university.

Entry without a consulate: what it means for a Russian citizen

The rules for non-EU students are the same for every nationality. The university gathers your documents and files the application with the Migration Department, and the Cyprus government explicitly lists holders of entry permits issued by the department among those who do not need a visa. Changes at visa centres in Russia therefore affect the student only indirectly: since 6 July 2026 the Cypriot embassy and consulates general also accept short-stay visa applications through BLS International centres, which matters for parents who want to visit. Short-stay visas for Russian citizens follow general EU restrictions, including limits on multiple-entry visas since November 2025.

What to plan for:

  • Documents from Russia. The criminal record certificate, bank letter and medical tests (hepatitis B and C, HIV, syphilis, chest X-ray) have short validity: at UNIC, for example, tests are valid for 4 months and the criminal record certificate for 6. Documents need an apostille, and translations are made into English or Greek.
  • Travel. EU airspace has been closed to Russian airlines since February 2022, so students fly to Cyprus with a connection in a third country; build this into your timing and budget.
  • Schengen. Cyprus does not yet fully apply the Schengen rules: a Cypriot residence permit is valid only in Cyprus. A Russian student needs a Schengen visa to travel from Cyprus to Schengen countries.
  • No change of status on the spot. A student permit application cannot be filed while you are in Cyprus on a tourist visa.

Money: prepayment, proof of funds and paying from Russia

Before the permit application, the Ministry of Education requires at least $3,389 (€3,000) to be paid towards tuition, and UNIC requires the full first semester. Universities set their own proof-of-funds thresholds: Frederick University and European University Cyprus ask for a statement showing at least $7,909 (€7,000), UNIC for at least the first year's tuition. After arrival, the residence application needs a letter from a Cypriot bank confirming that the student has transferred enough money to a personal account to cover living and study costs.

For a Russian citizen the bottleneck is the payment route. The Bank of Russia confirms that residents may pay for study abroad but warns that foreign correspondent banks may delay or return transfers. Ask the university to confirm in writing its bank details, currency and acceptable payers, ask your bank to confirm that a transfer to this recipient will go through, and send the prepayment well before the permit filing deadline. Will Russia recognise a Cypriot degree?

Republic of Cyprus. The agreement between the governments of Russia and Cyprus on mutual recognition of education, qualifications and academic degrees was signed in Moscow on 21 October 2016 and has been in force since 30 October 2017. A document covered by the agreement is recognised on its terms without a Rosobrnadzor procedure. Whether a given degree is covered depends on the status of the university and programme in the Republic of Cyprus, so choose a university registered by the Ministry of Education with an accredited programme, and check the document with the Russian national information centre's tool before enrolling. If a document is not covered, recognition goes through Gosuslugi with a state fee of RUB 6,500.

The north. There is no agreement, and Russia does not recognise the TRNC. The degree goes through Rosobrnadzor's recognition procedure, and its outcome cannot be known in advance. In both cases, doctors and other regulated professionals also need admission to practise under Russian rules.

Common mistakes by Russian applicants

  • Looking for a "student visa" at a consulate. The university obtains the entry permit through the Migration Department.
  • Travelling to Cyprus as a tourist and filing on the spot. This is not allowed.
  • Getting medical tests and certificates too early: their validity is short.
  • Choosing a university in the north as "budget Europe" without checking recognition where you plan to work.
  • Assuming a Cypriot residence permit opens Schengen travel.
  • Sending the prepayment at the last moment without checking that the transfer will go through.
