You can apply to a bachelor's degree at a private Cypriot university straight after finishing secondary school: a national school-leaving certificate, including an 11-year certificate from Russia, Kazakhstan or other CIS countries, is accepted, and most programmes have no entrance exam. Universities assess your grades and English. The state minimum for a non-EU entry permit is IELTS 5.0, universities usually ask for more, and from IELTS 4.0 you can start with an accredited one-year English foundation programme. Admission has two stages: the university issues an acceptance letter, then submits your entry permit application to the Migration Department. For a September start, universities expect the complete visa file by late June or late July, depending on the institution.

Can you get in with a national school-leaving certificate?
Yes. Private universities require a recognised secondary school leaving certificate, and national certificates such as the Russian attestat meet that requirement; no extra year is needed as it is for UK universities. The University of Nicosia states its minimum simply as a recognised certificate; for the Russian attestat it publishes a separate scale: standard entry from an average of 3.5 out of 5, special admission consideration at 3.0–3.49 and 4.0 or higher for programmes with higher entry requirements. Students with lower grades receive extra academic monitoring in their first year.
Medical schools are the exception: EUC and UNIC expect around 90% of the maximum grade, strong results in biology and one of chemistry, physics or maths, and an interview. See medicine in Cyprus.
Public universities work differently. Their bachelor's degrees are taught in Greek, most students are admitted through the Pancyprian exams, and international applicants compete for a small special-category quota. CUT says very good Greek is a prerequisite for all foreign applicants. Two decisions, two authorities
- The university assesses your application and issues an acceptance letter, often conditional at first. EUC, for example, accepts medical applicants after the first term of their final school year and confirms the place once final grades arrive.
- The entry permit. The university, not the student, submits the application to the Migration Department. It is examined by both the Migration Department and the Ministry of Education, within one month if the file is complete. You cannot apply while in Cyprus on a tourist visa.
The entry permit (form M70) works as your national visa: you travel with it and your passport, and no separate consular visa is needed. Within 7 days of arrival you register in the Aliens Register and apply for a temporary residence permit. Fees, proof of funds and insurance are explained in our guide to the Cyprus student visa.
What English level you need
There are two layers: the state minimum, without which the Migration Department will not issue the permit, and the university's programme requirement, which can be higher.

If your score is short, either retake the test before applying, which is usually cheaper than an extra semester in Cyprus, or enrol on an accredited English Language Foundation programme at a university such as UNIC or Frederick. It adds a full year of fees and living costs. An in-house placement test does not always solve the problem: Frederick warns that without a certificate from the list approved by the Ministry of Education and the Migration Department, the student visa will not be approved.
Documents for admission and for the entry permit
For the university application, scans are enough:
- passport;
- school certificate with grades, or your current transcript if the certificate has not yet been issued;
- English certificate;
- a portfolio for creative programmes; a personal statement and interview for medicine.
For the entry permit (Ministry of Education and Migration Department list, with UNIC's validity rules):
- acceptance letter for a full-time programme, with its description and duration;
- certified copies of your school certificate and English certificate;
- a passport valid for at least two years or the full length of study;
- a police clearance certificate (UNIC: no older than 6 months);
- tests for hepatitis B and C, HIV and syphilis plus a chest X-ray report for tuberculosis (UNIC: no older than 4 months);
- a bank letter confirming that you or your sponsor can cover tuition, living and repatriation costs, with a statement (EUC and Frederick expect at least $7,950 (€7,000) in the account, UNIC at least the first year's tuition);
- a receipt for an advance tuition payment of at least $3,410 (€3,000);
- a bank undertaking covering repatriation costs, arranged by you or by the university;
- the completed Migration Department forms.
Each university adds its own details. EUC, for example, accepts medical certificates only from public hospitals and asks for the visa file at least three months before the semester starts.
Documents from Hague Convention countries, including Russia and Kazakhstan, are certified with an apostille; English translations must also be certified under the rules of the issuing country. Follow the instructions your university sends for your country.
Timeline for a September start
The trap is the date of your school certificate. In Russia it is issued at the end of June and the apostille is added by the regional education authority, which takes time. If your university wants the complete entry permit file by late June, as UNIC does, you will need to apply with interim grades and send the certificate later, or start in February. With a late-July deadline, as at Frederick, September is achievable if you start early.

The February intake suits those who miss the autumn deadlines or want time to improve their English: Frederick accepts spring applications until late November and UNIC until late October.
What you pay before you arrive
- Application fee: $68 (€60) at UNIC and $91 (€80) at EUC, or $230 (€200) at EUC for medicine, dentistry and veterinary medicine.
- Visa processing fee charged by the university: $170 (€150) at UNIC.
- Advance tuition: at least $3,410 (€3,000) under Ministry rules; UNIC requires the full first semester.
- At UNIC, also a refundable $450 (€400) international student deposit and $200 (€175) a year for health insurance; at Frederick, a $62 (€55) application fee, a $230 (€200) visa processing fee and a $120 (€110) semester fee.

Notes for applicants from Russia, Kazakhstan and other CIS countries
The procedure is the same for every non-EU citizen: the university applies and the Migration Department issues the permit, so no consular visit is needed for the student visa. Changes at visa application centres in Russia mainly affect short-stay visas, for example for parents who want to visit. What differs is document certification, payment routes and travel logistics. Russian citizens can also rely on the 2016 Russia–Cyprus agreement on mutual recognition of education when they later need their degree recognised at home.
Common mistakes
- Taking the English test at the last minute; without it the university cannot file the entry permit application.
- Doing medical tests too early; they expire quickly and the file is sent back.
- Choosing a late-June deadline when your school certificate is not yet issued and apostilled.
- Applying without checking the teaching language of the specific programme.
- Travelling as a tourist and hoping to switch status in Cyprus; the law does not allow it.
- Ignoring attendance: universities report students absent more than 30% of the time to the Migration Department, which can cost the residence permit.

FAQ
Sometimes the university itself will test you: UNIC runs a placement test for applicants with IELTS 4.5 or above. For the entry permit, however, the Ministry of Education requires an international certificate of at least IELTS 5.0, TOEFL iBT 71 or PTE Academic 58, and without it the Migration Department will not approve the application.
Not academically: private universities accept national school-leaving certificates directly. A foundation year is only needed if your English is too weak. Accredited English foundation programmes run for two semesters and accept students from IELTS 4.0.
You can send the university application in the winter of your final school year with mid-year grades. UNIC wants the complete entry permit file by late June for September and late October for February; Frederick by late July and late November. At the public CUT, the 2026 master's deadline for non-EU applicants needing an entry permit was 12 June.
Not for most bachelor's programmes at private universities, which decide on your school certificate and English. Medicine adds an interview and creative programmes a portfolio. Public universities admit through the Pancyprian exams in Greek.
The Migration Department examines a complete application within one month; incomplete files take longer. Add time for police and medical certificates, apostilles and courier delivery, so plan two to three months for the whole stage.
Only with fluent Greek. Public bachelor's degrees are taught in Greek, most places go through the Pancyprian exams and international applicants have a small special-category quota. English-taught study after school means a private university.
