Near East University (NEU), Northern Cyprus: Fees, Admission and Recognition

Near East University (NEU; Yakın Doğu Üniversitesi in Turkish) is a private university in Nicosia, in the northern part of Cyprus. Founded in 1988, it has more than 17,000 students according to THE, and 88% of them are international. For 2026/27 a standard bachelor's comes to $3,660 (€3,225) a year once the 50% scholarship is applied; medicine, which carries no scholarship, is $15,350 (€13,515) a year. Because NEU sits in the northern system, its degrees are accepted in Turkey when YÖK's conditions are met, are rejected by the Republic of Cyprus and are judged case by case in other countries.

Who NEU suits, and who should look elsewhere

NEU fits students with a limited budget who want an English-taught degree without entrance exams and whose plans point to Turkey, or to a country where the programme's recognition has already been confirmed. It offers a broad set of engineering and IT programmes, a university hospital for the health programmes and a very international student body.

Look elsewhere if you are aiming for a master's or a job in the EU, a medical licence at home that you have not yet checked, or an EU residence permit. For those goals, the University of Nicosia and the University of Cyprus in the south are better starting points. Recognising an NEU degree: check this before you pay

NEU operates in the northern part of the island, which is not under the effective control of the Government of the Republic of Cyprus. The administration there (the "TRNC") is recognised as a state only by Turkey, so what your degree is worth depends on the country where you use it.

In January 2024 NEU announced that its Faculty of Medicine had been accredited by the World Federation for Medical Education (WFME). That is an assessment of the programme, not state recognition of the degree in any particular country. If you intend to practise at home, ask your health ministry or recognition authority how graduates of this faculty are treated before you enrol. Programmes and fees for 2026/27

NEU publishes three figures: the list fee, the fee after scholarship, and the total including VAT and the administrative fee. International students receive a scholarship of up to 50% in every faculty except medicine and dentistry. Fees are paid by semester, and late payments carry a surcharge.

Details that are easy to miss: Psychology and Law appear in the fee table only in Turkish; the English options are Psychological Counselling and Guidance and International Law. Most programmes of the Faculty of Health Sciences, including physiotherapy, nutrition and midwifery, are also Turkish-taught. Petroleum and Natural Gas Engineering has a higher list fee of $9,770 (€8,600), but after its special scholarship the total is the same $3,660 (€3,225).

Language preparatory school. The preparatory school fee table shows $3,660 (€3,225) for a year of English or Turkish after the scholarship. The scholarship rules, however, state that scholarships do not cover the preparatory programme, so confirm the exact amount in your conditional admission letter.

Master's. For regular master's programmes the 2026/27 table lists $1,440 (€1,272) per semester after a 25% scholarship, including the thesis fee, VAT and the administrative fee. The normal duration is four semesters.

Keeping your scholarship. Under NEU's scholarship rules the discount runs for the standard programme length. If your GPA drops below 2.00 out of 4.00, it is not applied the following semester until the average is back at 2.00. The exact terms of your award are in your admission letter.

Admission for international applicants

NEU admits international students on their secondary school certificate, with no entrance exams for bachelor's programmes. Documents in languages other than English or Turkish need an official translation. Minimum grades for Russian and other CIS certificates are not listed on the public page; the university states them after reviewing the application.

Without a certificate you take the NEU test on arrival, and students who do not pass start in the language preparatory school.

Steps and timing:

  1. Apply through the online form or by email; the application is free.
  2. Conditional acceptance letter with the conditions and the first semester payment.
  3. Payment. The official acceptance letter used for travel is issued only after the first payment and the bank receipt are received. For transfers from Russia, see legal ways to pay a foreign university.
  4. Travel via Turkey, carrying your original documents.
  5. Registration in person at the International Student Office; you receive a student number.
  6. Language test and course registration.
  7. Student permit. After registration you apply online on the government portal. NEU strongly advises not travelling abroad until the permit process is fully complete.

Start about six months before your intended start: documents, payment and the acceptance letter take time, and the autumn intake starts in September.

Housing: NEU dormitories in 2026/27

NEU publishes annual prices in euros. Dormitory places carry a $300 (€264) deposit, campus apartments $700 (€616).

Internet, electricity and water are included everywhere; air conditioning is not listed for the economy blocks. Singles in the newer blocks and campus apartments cost more, up to $19,600 (€17,262) a year. Meals are extra and sold as packages.

A realistic yearly budget

For an English-taught IT student in 2026/27:

  • tuition: $3,660 (€3,225);
  • a place in an economy double room: $2,320 (€2,039), plus a $300 (€264) deposit;
  • food, transport, phone and personal spending, depending on your lifestyle;
  • flights via Turkey and the student permit.

Add a preparatory year if your English is not yet at the required level. For medicine, budget $15,350 a year for six years instead of $3,660.

Common mistakes

  • Assuming Psychology or Law are taught in English. In the fee table they are Turkish-only; the English alternatives are counselling and international law.
  • Expecting a discount on medicine. The 50% scholarship does not apply to medicine or dentistry.
  • Leaving the island before the permit is complete. NEU explicitly warns against it.
  • Skipping the recognition check. Especially if you plan to return home to a regulated profession.
  • Comparing one university's list fee with another's discounted fee. Compare totals including VAT and charges.

FAQ

How much does medicine cost at Near East University?

In 2026/27 it costs $15,350 (€13,515) a year including VAT and the administrative fee, on a list fee of $14,310 (€12,600). The programme lasts six years, is offered in English and Turkish, and the international scholarship does not apply.

Are there entrance exams at NEU?

Not for bachelor's programmes: admission is based on your secondary school certificate. English is shown with a certificate such as IELTS 5.5, TOEFL iBT 72 or PTE 55, or by passing the NEU test on arrival.

Is an NEU degree recognised in Russia?

Only after an individual review. Rosobrnadzor examines each NEU diploma separately because Russia has no recognition arrangement covering universities in the north, and a medical graduate then faces a separate licensing step, so ask about both before enrolling.

Can I study in English without Turkish?

Yes, most engineering, IT, business and medical programmes are available in English. Some fields, including Psychology, Law and many health sciences programmes, are listed only in Turkish.

How much is NEU accommodation?

The cheapest 2026/27 option is a bed in a six-person economy room at $980 (€861) a year; a single in the air-conditioned Girls' Dorm 1 costs $10,850 (€9,556). Every booking adds a $300 (€264) deposit, and meals are extra.

How do I keep the 50% scholarship?

Keep your GPA at 2.00 or higher. Under NEU's rules a lower average suspends the discount for the following semester, and it returns once your GPA is back at 2.00; check the terms in your admission letter.
