Hungary student visa: the residence permit for study in 2026

Hungary has no separate long-stay "student visa". If you need a visa to enter Hungary (as citizens of Russia, Kazakhstan and most of Central Asia do) and you will study for more than 90 days, you apply before travelling, at a Hungarian consulate, for a residence permit for the purpose of study. Approval includes a D visa, which you use to enter; the permit card itself is posted to your university. The fee is $125 (€110), payable in roubles by Russian bank card at the consulates in Russia; Stipendium Hungaricum scholarship holders are exempt. The immigration authority must decide within 60 days, issues the permit for one to three years, and you renew it inside Hungary.

Schengen C visa, D visa or residence permit?

It depends on how long you will study.

• Up to 90 days (summer school, short language course, exchange visit): a standard Schengen C visa. In Moscow these go through VFS Global.
• More than 90 days (bachelor's, master's, medicine, a preparatory year): a residence permit for study, applied for at a consulate before entry. After approval the consulate issues a D visa "for collecting the residence permit": one entry, 30 days' stay, valid for 3 months. If you do not enter within those three months, the approval lapses.

Some websites still say you must apply for the residence permit within 30 days of arrival. If you applied through a consulate, you already have: OIF posts the study permit card to your university's address.

Citizens of visa-exempt countries (for example Georgia and Moldova with biometric passports) may also apply inside Hungary during a lawful stay. Citizens of Russia, Kazakhstan, Uzbekistan, Kyrgyzstan, Armenia, Azerbaijan and Tajikistan apply through a consulate.

Where to apply if you live in Russia

OIF requires the application to be filed at the Hungarian consulate in your country of citizenship or habitual residence. In Russia there are four options:

Kazan accepts applications only from people with permanent registration in its district or proof of long-term lawful stay there. The Moscow embassy asks applicants to fill in the form in advance in Konzinfo Start and bring the printout with the QR code, which speeds up submission.

Residents of Kazakhstan and other countries apply at the Hungarian embassy or consulate in their own country. Where there is none, OIF may exceptionally accept an application in a country where you are lawfully staying, if you document the reason.

Documents for the residence permit

OIF sets the core list; consulates add practical requirements. Documents must be in Hungarian or English or come with a translation into one of these; the Kazan consulate specifies that translations must be certified by OFFI in Hungary or by the consulate itself. Bring originals and copies.

1. Application form on the new template (Appendix 9) plus Appendix 9.13, "residence permit for the purpose of studies". Old forms are rejected.
2. Passport issued within the last 10 years with two blank pages, plus a copy of the data page. The permit cannot outlast your passport, so get one that covers your whole programme.
3. Russian internal passport and a copy (consulates in Russia).
4. Photo taken within the last three months.
5. Proof of purpose: letter of acceptance or certificate of student status.
6. Proof of the language of instruction: a language certificate or evidence that your previous education was in that language.
7. Proof of tuition payment. OIF requires it, which is why universities usually ask for the first semester or year to be paid before issuing visa documents. Semmelweis, for example, requires the first semester (minus the deposit) by 21 August and may ask for a full year if the visa process requires it.
8. Proof of funds for living costs, housing, travel and healthcare: a bank statement in your name, a notarised declaration by a family member who will support you with proof of their means, an income certificate, or a scholarship letter. OIF sets no fixed amount and recommends adding an account history to any balance certificate.
9. Address in Hungary. OIF only needs a real address on the form; consulates ask for evidence such as a dormitory confirmation, rental contract or booking.
10. Health insurance covering the full range of care for your stay.
11. Return ticket or the money for it.
12. For minors: notarised consent of the parent not travelling, with an English or Hungarian translation.

Stipendium Hungaricum holders bring the Letter of Award from Tempus, the university's Letter of Acceptance and dormitory confirmation instead of bank statements and rental contracts, plus a separate annex if they rent privately. They pay no consular fee. See our guide to Stipendium Hungaricum.

How much money to show

OIF's rules set no minimum: the authority checks whether your means cover living costs, housing, travel and healthcare. Three things help in practice:

• an account history, not just a balance certificate, so the money is clearly yours;
• paid tuition, which removes the biggest cost from the equation;
• a realistic budget. Study in Hungary's calculator puts a room in a shared flat at about $435 (HUF 140,000) a month in Budapest and about $250 (HUF 80,000) in Debrecen, Pécs or Szeged. Timing for a September start

The OIF page gives two figures that are easy to mix up. Its general administrative time limit is 15 days, but for a study residence permit it states separately that the decision on the merits is made within 60 days of submission. Time spent supplying documents on request is not counted. Plan on the basis of 60 days. The Stipendium Hungaricum call warns that a visa can take up to 30 days. Semmelweis notes that consular appointments may need booking 4–6 weeks ahead, with one to four more weeks of processing. A workable plan:

Scholarship holders get their results only at the end of June or early July and must arrive by 30 September, so prepare everything you can before the decision.

After arrival

• Address. Report any change of address within three days via Enter Hungary and keep the confirmation with you.
• The card. OIF posts the study permit card to your university; the international office helps you collect it.
• Travel. A valid card lets you visit other Schengen countries under the usual short-stay rules.
• Changing studies. Changing faculty or programme within the same university needs no action. Moving to another university requires a renewal application via Enter Hungary with the new acceptance letter.

Renewing the permit

Renewals are filed only inside Hungary, only via Enter Hungary, no earlier than 90 and no later than 30 days before expiry. The fee is $81 (HUF 26,000). Conditions:

• a valid permit at the time of application;
• at least 90 days spent in Hungary in any 180-day period;
• a certificate from the university showing the programme length and your active semesters.

Renewals run for one to three years. OIF may refuse or withdraw the permit if you have not graduated within one and a half times the nominal programme length: six years for a four-year bachelor's, nine for six-year medicine.

A permit issued for a preparatory course can only be renewed with admission to a degree programme.

Working during and after your studies

The study permit itself allows work: up to 30 hours a week during the study period and full-time for up to 90 days a year outside it. Exceeding this can cost you the permit, and renewal depends on academic progress, so keep work secondary.

After graduation, while your study permit is still valid and at least 15 days before it expires, you can apply via Enter Hungary for a residence permit to look for work or start a business. It lasts at most 9 months, cannot be extended, and the job must match the level of your degree.

Family, refusals and appeals

• Family. Spouses and children of students cannot get family reunification permits, except a child born in Hungary during your studies.
• Refusals. You can appeal within 8 days of notification, through the deciding authority or the consulate where you applied. An appeal filed at a consulate costs $180 (€160). Appeals without reasons, or relying on facts you already knew, are rejected without review.

Common mistakes

• Applying for a Schengen C visa for a degree programme. It does not allow study beyond 90 days.
• A passport expiring before graduation. The permit cannot outlast it, so you will renew more often.
• Untranslated documents. Statements, certificates and sponsor letters must be in English or Hungarian, with certified translations.
• A balance certificate without an account history. OIF recommends submitting both.
• Late renewal. Less than 30 days before expiry is too late.
• Working over the limit. Thirty hours a week in term is a ceiling, not a target.
