# University of Rome Tor Vergata: Admission, English-Taught Degrees and Fees

Tor Vergata (Università degli Studi di Roma "Tor Vergata") is a public university founded in 1982 on a self-contained 600-hectare campus in south-east Rome, with more than 33,000 students. International applicants can choose from 23 English-taught degrees, including Medicine and Surgery through the IMAT test, and a university-run Foundation Course for school leavers with only 11 years of schooling. For 2026/27, a non-EU student whose family earns its income abroad can pay a fixed annual fee instead of declaring income: $1,310 (€1,156) on most programmes, $3,020 (€2,656) on the economics degrees, Pharmacy and Medicine, and $5,290 (€4,656) on Global Governance, with regional tax and stamp duty included.

## Who Tor Vergata suits — and when another Rome university fits better {#section-1}

Tor Vergata's strongest argument is predictable cost. You do not have to document your family's income: a fixed fee by programme is enough, and it is the same whether you hold a Russian, Kazakh, Indian or Brazilian passport. The second argument is a wide choice of English-taught master's degrees in economics, engineering and physics.

## English-taught degrees at Tor Vergata {#section-2}

The university's 2026/27 catalogue lists 23 programmes taught in English.

Bachelor's (3 years): Business Administration and Economics (double-degree option), Global Governance (double-degree option), Engineering Sciences, Innovation Tourism for Made in Italy.

Single-cycle (5–6 years): Medicine and Surgery (IMAT), Pharmacy.

Master's (2 years):

- Economics and business: Business Administration; Finance and Banking; Economics; European Economy and Business Law.
- Engineering: ICT and Internet Engineering; Mechatronics Engineering; Management Engineering; Chemistry for Nano-Engineering.
- Physics and life sciences: Physics of Complex Systems and Big Data; Astrophysics and Space Science; Physics of Fundamental Interactions and Experimental Techniques; Biotechnology for Industry and Health.
- Health: Sport and Health Promotion; Clinical Psychosexology.
- Humanities: Tourism Strategy, Cultural Heritage and Made in Italy; Art History in Rome, from Late Antiquity to the Present; European History (the multiple-degree "Scienze della Storia e del Documento").

## How to apply from abroad {#section-3}

Tor Vergata states that it does not use agencies or recruiters abroad: you submit your own application in the Delphi portal, and the university runs admissions itself. For a non-EU citizen living outside Italy the sequence is:

1. Pick a programme and read its call. Each degree publishes its own requirements, deadlines and selection format. Engineering Sciences, for example, opened 2026/27 applications on 12 January 2026 and gave visa applicants two windows, 12–30 January and 30 March–17 April 2026, of which they could use only one.
2. Apply in Delphi. Upload your diploma or degree, transcript, language certificate and recognition documents. Engineering Sciences deletes applications whose files are not named in its required format.
3. Receive the committee's decision and the acceptance letter.
4. Pre-enrol on Universitaly, naming the programme and the consulate that will issue your visa. The university validates the application and forwards it.
5. Apply for the type D study visa. For 2026/27 the consular deadline is 30 November 2026; programmes may set earlier dates. The consulate looks beyond the bank balance: where the money comes from, your previous studies and how well the chosen programme follows from them.
6. Arrive and enrol. Show the originals of everything uploaded to Delphi at the International Students Office.

An acceptance letter does not mean a visa, and a visa does not mean final enrolment, which follows a check of document authenticity. ### School-leaving requirements

Bachelor's and single-cycle degrees need a secondary diploma earned after 12 years of schooling that gives university access in the issuing country. With an 11-year system you add proof of passed first-year university exams, or an Italian Foundation Year certificate; these supplements allow entry to year one only.

### Recognition documents

Tor Vergata checks eligibility and authenticity separately. For qualifications from Lisbon Recognition Convention countries it accepts:

- for eligibility: the free ARDI statement of correspondence or the Dichiarazione di valore from the Italian consulate;
- for authenticity: a CIMEA certificate (Italy's ENIC-NARIC centre) or a consular translation and legalisation; for Hague Convention countries such as Russia and Kazakhstan, an apostille replaces legalisation.

## What Tor Vergata costs in 2026/27 {#section-4}

Non-EU students whose families have no Italian income choose between two regimes.

Fixed fee (flat tax), no income documents. Amounts come from the 2026/27 Student Guide. Regional tax and stamp duty add $180 (€156) to each.

Income-based fee. With an ISEE parificato — an Italian-style calculation of family income and assets based on documents from your country — the fee follows a scale starting at $180 (€156). It pays off for lower-income families willing to gather translated, legalised certificates; see our explainer on [ISEE parificato](https://www.studyu.org/en/blog-isee-parificato-international-students).

A Lazio DiSCo grant winner who stays on the fixed fee still pays it; the grant only waives the $160 (€140) regional tax.

Housing, food, insurance and travel come on top. For a 2026/27 visa the consulate expects proof of at least $11,560 (€10,179.85) a year for living costs.

## Lazio DiSCo regional grant {#section-5}

Lazio DiSCo, the regional right-to-study agency, awards grants and residence places to Tor Vergata students. An international student whose household lives at least half abroad is automatically classed as off-site (fuori sede), the highest grant category.

Two free meals a day come on top, valued at $680 (€600) a year, and women in STEM degrees get 20% more. Eligibility caps are an ISEE of $32,180 (€28,339.88) and an ISPE (assets indicator) of $69,960 (€61,608.48).

Key 2026/27 dates: online application from 10 June to 22 July 2026 (noon), and the ISEE for families abroad filed at a DiSCo-approved tax centre (CAF) by 10 December 2026. Certificates of family composition, 2024 income and assets at 31 December 2024 must come from the competent authorities in your country, translated into Italian and certified by the Italian diplomatic mission. Self-declarations and affidavits are not accepted, and a household income of zero disqualifies the application. First-year non-EU students are ranked separately. DiSCo, not the university, decides. ## The Foundation Course {#section-6}

The first two instalments are non-refundable, even after a visa refusal. Completion certifies the minimum entry requirement for bachelor's and single-cycle degrees and exempts you from placement tests on Tor Vergata's open-access programmes; restricted-entry degrees still need their admission test, and other universities decide for themselves. Under-18 applicants need a legal guardian resident in Italy.

## English-taught Medicine: IMAT and places {#section-7}

Medicine and Surgery in English is filled through the national IMAT; Italy's open-semester reform applies only to Italian-taught medicine. Ministerial Decree No. 1005 of 6 August 2026 set these 2026/27 places:

The Tirana course is Tor Vergata's, but you live and study in Albania, so treat it as a separate decision. The fixed Medicine fee is $3,020 (€2,656) a year with taxes. ## Housing near the campus {#section-8}

- Lazio DiSCo residences — for grant-competition winners, through the same application.
- CampusX Roma, a private residence next to the university, has around 1,200 beds in 718 units according to the Student Guide; prices are set by the residence.
- Private rentals — either near the campus or along a convenient transport line.

## Common mistakes {#section-10}

- Waiting for one university-wide deadline: there isn't one.
- Submitting an incomplete file: the Foundation Course and several degrees reject incomplete applications outright.
- Assuming a DiSCo grant cancels the fixed fee: only the regional tax is waived.
- Confusing Rome Medicine with the Tirana course.
- Paying an intermediary for a "reserved place": Tor Vergata does not work through overseas agents, and only its committees admit students.

For 2026/27, 20 places in Rome for non-EU applicants living abroad and 65 for Italian, EU and equivalent applicants, plus 320 non-EU places on Tor Vergata's course in Tirana, Albania.

### Do I need an agency to apply?

No. Applications go straight into Delphi, and the university says it does not use overseas recruiters. An adviser can help you prepare, but the application is yours to submit.
