# Studying in the Czech Republic as a Russian Citizen in 2026: Why the Student Visa Route Is Closed and What Remains

A Russian citizen cannot currently obtain a first Czech student visa or long-term residence permit. Czech Government Regulation No. 55/2024 declares such applications inadmissible at every Czech embassy and consulate worldwide, and it also covers people who hold a second citizenship or a residence permit in a third country. The Czech Ministry of Foreign Affairs lists no study exception for Russian citizens: as of 2 October 2026 its list of exceptions was last updated on 9 February 2026, and the regulation itself has no end date. A Czech university may still admit you, but without a visa you cannot come for on-campus study, so paying now for a preparatory course, nostrification or certified translations makes little sense. Russian students who already live in Czechia on a residence permit renew it inside the country under the general rules. If you chose Czechia for tuition-free study in a Slavic language, Slovakia is the closest option; if low fees and simple entry matter most, look at Serbia.

This page answers the question that comes before choosing a university: what is open to a Russian citizen right now. ## What exactly is barred and how the rule developed {#section-2}

The restriction was introduced in stages, and each step widened it.

| 1 April 2024 | Regulation No. 55/2024 took effect: the current version, with no end date |

All these regulations rest on Act No. 175/2022, which allows the government to declare certain applications filed at Czech missions inadmissible. That word matters. It is not a refusal after the documents have been assessed; the mission simply does not open the case, however complete the file or strong the applicant.

The Czech Embassy in Moscow states on its page about long-term study visas (updated 17 December 2025) that, because of Regulation No. 55/2024, such applications from Russian citizens are currently not accepted.

## Who the rule does not affect: the list of exceptions {#section-3}

The Czech Ministry of Foreign Affairs publishes an exhaustive list of cases in which an application from a Russian or Belarusian citizen is still accepted. It concerns family ties, specific state interests and Belarusian scholarship holders:

- family members of an EU citizen (spouse, children under 21, dependent relatives) for a short-stay Schengen visa;
- family members of a foreigner with Czech residence, or of a person with subsidiary protection, for family reunification;
- minor children of long-term residents and holders of a confirmation of belonging to the Czech expatriate community, for permanent residence;
- people whose stay the Minister of Foreign Affairs certifies as being in the Czech interest, for example under proven threat of persecution;
- participants in the Czech "Civil Society" programme;
- Belarusian citizens holding a scholarship under intergovernmental agreements, programmes of the Czech Ministry of Education or the EU, or a Czech government decision;
- holders of a Czech visa or residence permit who are abroad and whose card has expired or been lost, for a transfer of the visa label.

In all other cases, the ministry says, Czech missions do not accept visa applications from Russian or Belarusian citizens. Russian students, including those already admitted to a degree or a preparatory course, are not on the list.

## What does not help {#section-4}

A second citizenship. Regulation No. 55/2024 expressly extends the bar to Russian citizens who also hold another citizenship; the rule was first introduced in spring 2023. Applying on a Kazakh, Israeli or other passport changes nothing.

Residence in a third country. The Czech Foreigners Act lets people apply in a country where they have lived legally for at least two years. That only decides where you may file; the nationality bar sits on top of it, so a Russian citizen resident in Serbia or Kazakhstan gets the same answer at the Czech embassy there.

Applying from inside Czechia. A first student residence application inside the country is only accepted from people who are already there on a lawful long-term basis. Russian citizens have no visa-free entry to Czechia, and a tourist trip cannot be converted into student status.

"Special channels". An offer to obtain a Czech student visa for a Russian citizen "through contacts" sells something the law does not provide. Czech legislation has no quota for study.

## If you are already studying in Czechia {#section-5}

The regulation covers applications at missions only. Applications filed with the Ministry of the Interior inside the country by people with a valid permit follow the general rules of Act No. 326/1999. What matters for a Russian citizen:

- renew no earlier than 120 days and no later than the last day of validity; on the last day the application can be posted;
- keep a valid biometric passport: since 3 July 2024 Czechia recognises only biometric Russian passports, and the transition period for existing residents ended on 31 March 2025;
- avoid long trips without a plan to return: if your card expires or is lost abroad, you need a label transfer, one of the few permitted exceptions;
- remember that after withdrawing from studies and leaving, you cannot come back on a new student visa.

## Can you study at a Czech university without moving? {#section-6}

The regulation does not prohibit admission as such. However, full-time degrees, whether tuition-free in Czech or fee-paying in English, require presence in Czechia. Part-time and combined formats usually include on-campus sessions, and distance study gives no right of residence. Before paying a university or language school, ask in writing whether the whole programme and its exams can be completed without travelling, and what the institution will do if you cannot arrive. Without such an answer, application fees, course fees and translation costs may be lost.

## Will Russia recognise a Czech degree? {#section-7}

Russia and the Czech Republic have no intergovernmental agreement on mutual recognition of education. Russian Government Order No. 186-r (version of 19 February 2026), the list of foreign institutions whose degrees are recognised in Russia without a procedure, includes two Czech universities: [Charles University](https://www.studyu.org/en/university-karlov-universitet) and [Masaryk University](https://www.studyu.org/en/university-masaryk). Degrees from other Czech institutions go through recognition by Rosobrnadzor: the application is filed via the Gosuslugi portal and the state fee is RUB 6,500. This matters to Russians already studying in Czechia who plan to work in Russia, and to anyone comparing alternatives: Slovakia and Serbia both have recognition agreements with Russia.

## Alternatives for Russian citizens {#section-8}

If Czechia appealed to you for tuition-free study in a related language, moderate costs or a European degree, compare countries that do accept study applications from Russian citizens.

## What to do if you were already preparing for Czechia {#section-9}

1. Stop payments that only make sense if you relocate: preparatory courses, dormitory deposits, insurance, notarised translations.
2. Check refund terms for money already paid to the university, language school or dormitory. There may be no grounds for a refund if you paid knowing about the restriction.
3. Keep what transfers to another country: the apostille on your school certificate, language test results, a portfolio.
4. If a Slavic language and a tuition-free degree are the priority, check Slovak deadlines for the next academic year: many faculties close their first round between February and April.
5. Watch the Czech ministry's page on restrictions for Russian citizens. Any change appears there before it reaches third-party guides.

## Common mistakes {#section-10}

- Paying for a year-long language course in Prague in the hope that "the visa will work out somehow". The application will not even be opened.
- Counting on a second passport. Since March 2023 the rule covers dual nationals.
- Filing at the Czech embassy in Astana, Yerevan or Belgrade on the strength of local residence. The place of filing does not lift the nationality bar.
- Relying on guides written before 2022. They describe a standard procedure that no longer works for Russian citizens.
- Paying intermediaries for a "special channel" to a visa. The law provides no such channel.
- For students already in Czechia: leaving the permit renewal or the switch to a biometric passport until the last day.

## FAQ {#faq}

### Can Russian citizens study in the Czech Republic in 2026?

A Czech university may admit a Russian citizen, but a first student visa or residence permit for moving there cannot be obtained: Regulation No. 55/2024 makes such applications inadmissible at all Czech missions. The Czech Ministry of the Interior decides on visas and permits, and the missions do not accept these applications.

### Does a second passport or residence in Kazakhstan help?

No. The text of Regulation No. 55/2024 expressly covers Russian citizens who hold a second citizenship. Residence in a third country only determines which embassy you may approach; it does not remove the nationality bar.

### What should a Russian student already in Czechia do?

Renew the residence permit with the Czech Ministry of the Interior, no earlier than 120 days and no later than the last day of validity, and keep a biometric passport. The restriction on mission applications does not apply to renewals inside the country; the ministry decides on each renewal.

### Can I study at a Czech university remotely?

Full-time programmes require presence, and distance study confers no right of residence. If a university offers a format without travel, get written confirmation that all classes and exams can be completed remotely before you pay anything.

### Does Russia recognise Czech degrees?

Degrees from Charles University and Masaryk University are on list No. 186-r and are recognised without a procedure. For other Czech institutions, Rosobrnadzor decides on recognition after an application through Gosuslugi; the state fee is RUB 6,500.

### Which country is closest to Czechia in terms of conditions?

Slovakia: the language is close to Czech, study in Slovak at public universities is tuition-free, and Russian citizens file for the student permit at the Slovak Embassy in Moscow. The faculty decides on admission and the Slovak police on the permit.

### When will the restriction end?

Regulation No. 55/2024 sets no end date. Follow the Czech Ministry of Foreign Affairs page on visa services for Russian and Belarusian citizens, where changes to the list of exceptions are published. Only the Czech government can amend or revoke the regulation.
