# Studying in Northern Cyprus: Universities, Fees and Degree Recognition

Northern Cyprus is the part of the island that the Government of the Republic of Cyprus does not control. The "Turkish Republic of Northern Cyprus" (TRNC) declared there in 1983 is recognised only by Turkey, so its universities operate outside the Republic of Cyprus education system and outside EU law. Tuition is low: at Near East University most bachelor's programmes cost $3,660 (€3,225) a year in 2026/27 after a 50% scholarship. The real question is recognition. Turkey accepts these degrees under YÖK conditions, the Republic of Cyprus does not recognise them, and every other country decides case by case.

## Why the north is a separate route, not a cheaper version of Cyprus {#section-1}

The island has been divided since 1974. The Republic of Cyprus, an EU member since 2004, governs the south and centre. The authorities in the north are recognised as a state only by Turkey, and UN Security Council resolutions 541 (1983) and 550 (1984) called on other states not to recognise them. Three practical consequences follow for students.

No EU law. Protocol No 10 suspends the EU acquis in the areas where the Government of the Republic of Cyprus does not exercise effective control. A student permit in the north is a local permit, not an EU residence permit.

Two separate education systems. Programmes at universities in the Republic of Cyprus go through programme evaluation by CYQAA (DIPAE in Greek), the national quality agency. Northern universities are supervised by YÖDAK under local rules, and the Republic of Cyprus Ministry of Education states that it recognises neither the institutions nor their awards.

Turkey is the gateway. Flights to Ercan leave only from Turkish airports, universities often take payment into Turkish bank accounts (EMU, for example, uses İş Bankası), and recognition in Turkey is handled by the Turkish Council of Higher Education (YÖK).

## Where a northern degree is recognised {#section-2}

Recognition depends on where you plan to work or continue studying. The table separates what official sources confirm from what remains an individual decision.

Before paying a deposit, ask the recognition authority of the country where you will work for a written view on the specific university and programme, especially for medicine and dentistry. If Turkey matters to you, check that the programme is listed in the ÖSYS guide for your year of entry, because YÖK treats this as the main criterion. Programme accreditations such as ABET for engineering, FIBAA for business or TEPDAD for medicine, and rankings, say something about teaching quality. They are not a substitute for state recognition.

## Which universities operate in the north {#section-3}

YÖDAK lists 23 universities in its inter-university academic coordination council. A few of the universities on that list:

The list also includes institutions linked to universities in Turkey, such as Bahçeşehir Kıbrıs and Altınbaş Kıbrıs. Check that any university you consider appears on the YÖDAK list, and look up the programme in the ÖSYM guide if Turkish recognition matters.

## What it costs: list price versus actual price {#section-4}

Most universities publish a list price and a discounted price. For most programmes the discount for international students is standard and printed in the fee table, so compare the final amount including charges. Medicine and dentistry usually carry little or no discount.

EMU sets the scholarship percentage at admission, based on your academic record and programme, and states it in the admission decision. At NEU the award stays in place for the standard programme length provided the student keeps a GPA of at least 2.00 on a 4-point scale.

Other costs to budget for:

- Housing. EMU's own dormitories: $1,420–4,725 for the academic year with upfront payment ($1,540–5,100 in instalments), and private dormitories on campus $2,500–9,450. At NEU a bed in a six-person room is $980 (€861) a year, a single room up to $12,550 (€11,054) and a campus apartment up to $19,600 (€17,262); the deposit is $300 (€264), or $700 (€616) for apartments.
- Meals, transport and phone are extra; universities sell meal plans.
- Flights via Turkey and the costs of the student residence permit.

## How international applicants are admitted {#section-5}

Admission is normally without entrance exams: the university looks at your school certificate (or current grades for an early decision) and your English. EMU publishes minimum averages by country. For the school certificates of Russia, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan and Belarus it asks for 85% for medicine and dentistry, 75% for pharmacy, 65% for engineering, architecture and health sciences, and 60% for other programmes.

English. Applicants with no certificate sit an in-house English exam after arrival. EMU and NEU both exempt students with IELTS 5.5; for medicine EMU asks for IELTS 6.0. If your level is too low, you start with the English preparatory school, which adds one or two semesters.

Steps:

1. Choose the programme and teaching language; check the university on the YÖDAK list and, if Turkey matters, the programme in the ÖSYM guide.
2. Apply online with your school certificate, passport and English translations.
3. Receive a conditional admission letter stating the first payment.
4. Pay the first instalment; only then does the university issue the final acceptance letter used for travel.
5. Fly in via Turkey, register at the international office with original documents and sit the English test.
6. Apply online for the student residence permit.

Intakes run in autumn and spring. EMU considers full scholarships only for the September intake and evaluates them in advance, so apply in the winter and spring before the academic year.

## Entry and the student residence permit {#section-6}

Travel via Turkey. Direct flights to Ercan operate only from Turkey. Russian citizens with ordinary passports may enter Turkey visa-free for up to 60 days, citizens of Kazakhstan and Uzbekistan for up to 90 days in 180, Kyrgyzstan up to 90 days and Belarus up to 30 days per trip. Ordinary passport holders from Tajikistan and Turkmenistan need a Turkish visa; check transit rules with a Turkish consulate. Other nationalities should check the Turkish Ministry of Foreign Affairs list.

Entering the north. For most nationalities the immigration officer issues the visa at the port of arrival. Nationals of Syria, Nigeria and Armenia must obtain a visa in advance from a TRNC representative office. Students coming to apply for a student residence permit can receive a 60-day entry visa on presenting a registration or pre-registration letter.

Student residence permit. Every foreign student at associate, bachelor's, master's or doctoral level must hold one. You apply online on the Immigration Department (Muhaceret Dairesi) website after registering at the university, which tells you which documents to upload.

The south of the island. The Republic of Cyprus treats only Larnaca and Paphos airports and the ports of Larnaca, Limassol, Latsi and Paphos as legal points of entry. Entering through an airport or port in the north breaches its national law. If you arrive via Ercan, check the consequences with a Republic of Cyprus consulate before planning any trip south.

Work. The TRNC Ministry of Foreign Affairs treats working on a tourist or student visa as a visa violation; legal work requires a separate work permit. Universities offer a limited number of paid on-campus student assistant posts.

The north makes sense if you plan a career in Turkey, or in a country whose recognition body has already confirmed your programme in writing, and budget is the main constraint. ## Common mistakes {#section-8}

- Treating it as "Cyprus, only cheaper". The degree, your student status and recognition follow a different system.
- Believing "recognised worldwide" claims. Rankings and association memberships do not replace a recognition decision in the country where you will work.
- Choosing medicine without checking licensing. A doctor needs a licence to practise, and each country sets its own procedure.
- Paying before checking YÖDAK and the ÖSYM guide. If the programme is missing from the guide, recognition in Turkey is uncertain.
- Planning part-time work on a student visa. Without a work permit it is a violation.
- Flying into Ercan while planning trips to the south. The Republic of Cyprus treats that entry as unlawful.

## FAQ {#faq}

### Is a Northern Cyprus degree recognised in Russia?

There is no automatic route. With no Russian recognition of the TRNC and no bilateral agreement, each diploma is assessed individually by Rosobrnadzor. Doctors and other regulated professionals then also need a licence to practise.

### Can I transfer later to a university in the Republic of Cyprus or elsewhere in the EU?

The Republic of Cyprus does not recognise these universities, so a transfer there with credits is unlikely. In other EU countries the receiving university decides whether to accept credits, and some refuse. Ask in writing before you enrol.

### Do I need to take entrance exams?

International applicants are normally admitted on school grades without entrance exams. English is shown with a certificate, for example IELTS 5.5 at EMU and NEU, or an internal test; a weak result adds an English preparatory year.

### What does a year of bachelor's study actually cost?

For 2026/27, a typical NEU programme totals $3,660 (€3,225) a year with VAT and charges included, while EMU asks $4,450–6,400 depending on the scholarship tier you are given. Housing starts at $980 a year for a six-bed room at NEU and runs to several thousand dollars for a single room.

### Can I work while studying?

Under TRNC visa rules, working on a student visa without a separate work permit is a violation. Universities announce a limited number of paid on-campus student assistant posts at the start of each semester.

### How do I get there?

Through Turkey: flights to Ercan depart from Turkish airports. Russian citizens enter Turkey visa-free for up to 60 days; in the north most nationals get a visa at the border and then apply online for the student residence permit.
