# Studying in Greece as a Russian Citizen: D Visa Only at the Moscow Embassy, the Free Greek-Taught Quota and Degree Recognition

A Russian citizen can study at a Greek public university free of charge by applying through the Ministry of Education's quota for foreign applicants: selection is based on the school certificate average with no exams, teaching is in Greek, and a B2 Greek certificate is required to register. The second route is fee-paying English-taught programmes: a bachelor's costs $5,084–19,207 (€4,500–17,000) a year. Study for longer than 90 days requires a national D visa, which Russian citizens file in person at the consular section of the Greek Embassy in Moscow; visa centres handle Schengen visas only. After entry, students apply for a student residence permit: proof of at least $734 (€650) a month is required, the state fee is $169 (€150), and since 2026 the permit is issued for the full length of the programme. Russia has no recognition agreement with Greece, but the University of Athens is on list No. 186-r.

## Routes after grade 9, grade 11, college or a degree {#section-2}

## The ministry quota: what a Russian school leaver must know {#section-3}

Quota admission for applicants of non-Greek origin happens once a year: in 2026 the online form was open from 2 to 9 July, and the paper file had to be sent to the ministry by courier with a postmark no later than 10 July. There are no exams; the outcome depends on the certificate average converted to the Greek 20-point scale. Russian citizens apply in category A.2 if neither the applicant nor the parents are of Greek origin.

What this means for a Russian applicant:

1. In-person school is mandatory. If grades 10 and 11 were completed through family education, external exams or distance learning, the quota is closed. Ask your school early for a letter confirming in-person study, with the school years and grades.
2. Apostille on the certificate. Russia is party to the Hague Convention, so consular legalisation is not needed: the regional education authority adds the apostille.
3. Translation into Greek, made in Greece. A translation from an agency in Russia is not on the accepted list. It must come from the Greek Foreign Ministry's translation service, your country's embassy or consulate in Greece, a Greek lawyer who knows both languages, or certified translators of the Ionian University.
4. Certificate of equivalence and recalculated grade. It is issued on the Greek side: by the Ministry of Education, a regional education directorate or the education coordinator at a Greek embassy. This grade decides the competition.
5. Greek B2 for registration. Without the certificate, an admitted student can register only the following year and only after passing the exam. For quota admits, the University of Athens runs a course from 5 October 2026 to 14 May 2027 for $1,113 (€985); it also requires a national D visa, and the law adds a year for language study to the permit.

You do not need to travel to Greece to apply: the form is completed online and the file goes by courier. But the chain "certificate in late June, apostille, translation in Greece, equivalence certificate with recalculated grade" barely fits the early-July window, so anything that can be prepared early should be started in spring.

## The D visa from Russia: steps and timing {#section-4}

National D visa applications are accepted by the consular section of the Greek Embassy in Moscow, with appointments by the phone number on the embassy page. The Greek Foreign Ministry's accredited visa centre in Russia deals only with Schengen visas and plays no part in D visa decisions. Applicants attend in person and are interviewed. The consular section gives the D visa fee and how to pay it when you book by phone.

The core file: the national visa form, a passport issued within the last 10 years and valid for at least three months beyond the planned departure, a criminal record certificate, a medical certificate confirming no diseases dangerous to public health, insurance for the visa period, proof of enrolment and proof of funds of at least $734 (€650) a month. You can only apply once you have proof of enrolment.

Timing is the main challenge. Quota results usually appear at the end of August, and in September the ministry sends the lists of admitted students to consulates. The Greek Foreign Ministry does not publish processing times for national visas in Moscow, so book as soon as you receive proof of enrolment. English-taught programmes send admission letters earlier, in spring or summer, which leaves more margin.

EU restrictions of recent years for Russian citizens, the suspension of the visa facilitation agreement since 2022 and the limits on multiple-entry visas since November 2025, concern short-stay Schengen visas. The national D visa for study is issued under Greek law and is not directly governed by those decisions. If you travel to an exam or open day on a Schengen visa, remember that each trip now generally needs a new visa.

## After entry: a permit for the whole programme {#section-5}

The D visa is only an entry document. The "Η.1" permit application is filed online through the Ministry of Migration and Asylum system while the visa is valid, with attachments in Greek and a receipt for the $169 (€150) state fee. The decision comes within 60 days of a complete file. Under Law 5275/2026 the permit is issued for the whole programme, and every two years the student proves continued study with a registration and exam record. Part-time work of up to 20 hours a week is allowed. After graduation, an "Η.11" permit for one year of job search is available.

## Money: proof of funds and payments {#section-6}

The amount for the visa and permit is set by joint ministerial decision 225679/2024: at least $734 (€650) a month, i.e. $8,812 (€7,800) per academic year. Tuition is not included: for fee-paying programmes the consulate also looks at proof of payment. Funds can be proven with a bank account, a transfer, a grant or a scholarship.

For a Russian citizen the priority is to test the payment route early. The Bank of Russia confirms that residents may pay for study abroad but warns of delays and returns by foreign correspondent banks. Ask the university to confirm its bank details and acceptable payers in writing and your bank to confirm a transfer to that recipient; send the deposit and the first year's fee well before your visa appointment. ## Will Russia recognise a Greek degree? {#section-7}

Russia and Greece have no intergovernmental agreement on mutual recognition of education. Since 2024 (Government Order No. 103-r of 22 January 2024), list No. 186-r includes the [National and Kapodistrian University of Athens](https://www.studyu.org/en/university-athens), whose degrees are recognised in Russia without a procedure. Degrees from other Greek universities are recognised by Rosobrnadzor on application via Gosuslugi, with a state fee of RUB 6,500.

A separate risk is private colleges operating in Greece under franchise from foreign, mostly British, universities. Under the Greek Constitution they are not universities, and the degree is awarded by the foreign university whose franchise the college runs, so recognition in Russia depends on that university rather than on Greece. ## Common mistakes by Russian applicants {#section-9}

- Booking the D visa at a visa centre. Centres only accept Schengen visas.
- Travelling on a Schengen visa hoping to change status in Greece. The student permit is issued on the basis of a D visa.
- Applying to the quota with a certificate from family education or external exams. The quota does not accept it.
- Ordering the translation from a Russian agency. The ministry accepts translations only from the Greek list.
- Choosing a private college as if it awarded a Greek state degree. The degree there is issued by a British or other foreign university.
- Delaying the consulate booking until every paper is ready. Processing times are not published, and classes start in October.

## FAQ {#faq}

### Can Russian citizens study for free in Greece after grade 11?

Yes, through the Ministry of Education's quota for foreign applicants: Greek-taught study is free, and selection is based on the certificate average. The Minister of Education decides on admission by ministerial decision, and registration at the faculty requires a B2 Greek certificate.

### Where does a Russian citizen apply for a Greek student visa?
