# Studying in Cyprus as a Russian Citizen: Entry Permit via the University, the Republic and the North, Payments and Recognition

- [Home](https://www.studyu.org/en/)

- [Blog](https://www.studyu.org/en/blog)

A Russian citizen applies to a university in the Republic of Cyprus on the same terms as any student from outside the EU and does not visit a consulate for a student visa. The university itself files the entry permit application (form M70) with the Civil Registry and Migration Department, a complete application is examined within one month, and the fee is $79 (€70). With the permit and a passport the student flies to Cyprus, then registers and applies for residence within 7 days of arrival. After grade 11 the Russian school certificate (attestat) is accepted without a foundation year if English is at least IELTS 5.0. Study is fee-paying: a bachelor's at a private university costs $10,134–13,354 (€8,970–11,820) a year. A degree from a university in the Republic of Cyprus is recognised in Russia under a 2016 agreement. Universities in the north of the island operate outside the system of the Republic of Cyprus and the EU: that is a separate route with different entry and recognition rules.

| At a glance | Position in October 2026 |
| --- | --- |
| Study document | Entry permit (M70), then a temporary student residence permit renewed every year |
| Who files | The university, registered with the Cyprus Ministry of Education |
| Who decides and how fast | The Migration Department together with the Ministry of Education, within one month for a complete file |
| Government fees | $79 (€70) for the entry and residence permit, $158 (€140) including the registration card; $79 (€70) for first registration |
| English | At least IELTS 5.0, TOEFL iBT 71 or PTE Academic 58 |
| Prepayment before the permit | At least $3,389 (€3,000) towards tuition |
| Schengen | A Cypriot residence permit is valid only in Cyprus |
| Recognition in Russia | 2016 agreement, in force since 30 October 2017 |

## What this guide covers and where the rest lives {#section-1}

This page covers what is different for a Russian citizen: entry without a consulate, how the Republic of Cyprus differs from the north for a Russian student, preparing documents from Russia, paying, and recognition of the degree. Step-by-step admission, grade requirements and the application calendar are in [applying to Cypriot universities](https://www.studyu.org/en/blog-applying-to-cypriot-universities), the entry and residence permits in [the Cyprus student visa guide](https://www.studyu.org/en/blog-cyprus-student-visa), and choosing a university in [universities in Cyprus](https://www.studyu.org/en/blog-universities-in-cyprus). The country overview is on [Study in Cyprus](https://www.studyu.org/en/country-cyprus).

## The Republic of Cyprus or the north: two different routes {#section-2}

The island has been divided since 1974. The south and centre are controlled by the Republic of Cyprus, an EU member since 2004. In the north, an administration proclaimed the "Turkish Republic of Northern Cyprus" (TRNC) in 1983; only Turkey recognises it as a state, and Protocol No. 10 to Cyprus's EU accession treaty suspends EU law there. For a Russian student these are two different choices, not a cheaper and a pricier version of the same country.

| | Republic of Cyprus | North of the island |
| --- | --- | --- |
| Education system | Universities registered by the Ministry of Education, programmes accredited by the Cypriot quality agency | Universities supervised by the local council YÖDAK |
| How a student enters | M70 permit via the university, then residence | A local student permit; direct flights to Ercan airport only from Turkey |
| Bachelor's fees | Private universities: $10,134–13,354 (€8,970–11,820) a year (2026/27) | For example, Near East University: $3,644 (€3,225) a year after a 50% discount |
| Recognition in the Republic of Cyprus and the EU | A degree from a recognised EU institution | The Ministry of Education of the Republic of Cyprus does not recognise these institutions or their degrees; other EU states decide case by case |
| Recognition in Russia | Russia–Cyprus agreement of 2016 | No agreement, and Russia does not recognise the TRNC; the degree goes through a Rosobrnadzor procedure with an uncertain outcome |

If you plan to work in your field in Russia or the EU, especially in medicine, the conclusion is simple: obtain the recognition authority's written position on the specific university and programme before paying a deposit. A detailed comparison of prices, universities and recognition in the north is in [studying in Northern Cyprus](https://www.studyu.org/en/blog-studying-in-northern-cyprus).

## Routes after grade 9, grade 11, college or a degree {#section-3}

| Starting point | Realistic route | What to keep in mind |
| --- | --- | --- |
| Grades 9–10 | A private English-medium school, usually with the family relocating | The M70 student permit is designed for higher-education programmes, not school |
| Grade 11 certificate, IELTS 5.0+ | Bachelor's at a private university | At the [University of Nicosia](https://www.studyu.org/en/university-nicosia), standard admission requires a certificate average of 3.5 out of 5 |
| Grade 11 certificate, IELTS 4.0–4.5 | A year-long English course at the university, then the bachelor's | The government minimum for the course is IELTS 4.0; the degree takes a year longer |
| College diploma (Russian SPO) | Bachelor's; credit transfer is decided by the university | The qualification is assessed individually |
| Bachelor's or specialist degree | Master's at a private or public university | After a master's you can obtain residence for up to 12 months to look for work |

Public universities teach bachelor's degrees in Greek and admit foreign students through a small quota that requires the language, so a Russian school leaver will more realistically choose a private university.

## Entry without a consulate: what it means for a Russian citizen {#section-4}

The rules for non-EU students are the same for every nationality. The university gathers your documents and files the application with the Migration Department, and the Cyprus government explicitly lists holders of entry permits issued by the department among those who do not need a visa. Changes at visa centres in Russia therefore affect the student only indirectly: since 6 July 2026 the Cypriot embassy and consulates general also accept short-stay visa applications through BLS International centres, which matters for parents who want to visit. Short-stay visas for Russian citizens follow general EU restrictions, including limits on multiple-entry visas since November 2025.

What to plan for:

- Documents from Russia. The criminal record certificate, bank letter and medical tests (hepatitis B and C, HIV, syphilis, chest X-ray) have short validity: at UNIC, for example, tests are valid for 4 months and the criminal record certificate for 6. Documents need an apostille, and translations are made into English or Greek.
- Travel. EU airspace has been closed to Russian airlines since February 2022, so students fly to Cyprus with a connection in a third country; build this into your timing and budget.
- Schengen. Cyprus does not yet fully apply the Schengen rules: a Cypriot residence permit is valid only in Cyprus. A Russian student needs a Schengen visa to travel from Cyprus to Schengen countries.
- No change of status on the spot. A student permit application cannot be filed while you are in Cyprus on a tourist visa.

## Money: prepayment, proof of funds and paying from Russia {#section-5}

Before the permit application, the Ministry of Education requires at least $3,389 (€3,000) to be paid towards tuition, and UNIC requires the full first semester. Universities set their own proof-of-funds thresholds: Frederick University and European University Cyprus ask for a statement showing at least $7,909 (€7,000), UNIC for at least the first year's tuition. After arrival, the residence application needs a letter from a Cypriot bank confirming that the student has transferred enough money to a personal account to cover living and study costs.

For a Russian citizen the bottleneck is the payment route. The Bank of Russia confirms that residents may pay for study abroad but warns that foreign correspondent banks may delay or return transfers. Ask the university to confirm in writing its bank details, currency and acceptable payers, ask your bank to confirm that a transfer to this recipient will go through, and send the prepayment well before the permit filing deadline. Options are compared in [how to pay for studies abroad from Russia](https://www.studyu.org/en/blog-how-to-pay-for-studies-abroad-from-russia), and the full annual budget is in [the cost of studying in Cyprus](https://www.studyu.org/en/blog-cost-of-studying-in-cyprus).

## Will Russia recognise a Cypriot degree? {#section-6}

Republic of Cyprus. The agreement between the governments of Russia and Cyprus on mutual recognition of education, qualifications and academic degrees was signed in Moscow on 21 October 2016 and has been in force since 30 October 2017. A document covered by the agreement is recognised on its terms without a Rosobrnadzor procedure. Whether a given degree is covered depends on the status of the university and programme in the Republic of Cyprus, so choose a university registered by the Ministry of Education with an accredited programme, and check the document with the Russian national information centre's tool before enrolling. If a document is not covered, recognition goes through Gosuslugi with a state fee of RUB 6,500.

The north. There is no agreement, and Russia does not recognise the TRNC. The degree goes through Rosobrnadzor's recognition procedure, and its outcome cannot be known in advance. In both cases, doctors and other regulated professionals also need admission to practise under Russian rules.

## Timeline for a September start {#section-7}

| When | What a Russian citizen does |
| --- | --- |
| September to December (grade 11) | Choose two or three programmes at universities in the Republic of Cyprus, take IELTS or TOEFL |
| January to March | Apply with mid-year grades, receive conditional offers |
| March to May | Criminal record certificate, medical tests within their validity, bank letter; test the payment route |
| April to June | Prepayment, document file to the university for the entry permit |
| Late June to July | School certificate, apostille, final file |
| August to September | M70 permit, flight with a connection, registration within 7 days, residence application |

## Common mistakes by Russian applicants {#section-8}

- Looking for a "student visa" at a consulate. The university obtains the entry permit through the Migration Department.
- Travelling to Cyprus as a tourist and filing on the spot. This is not allowed.
- Getting medical tests and certificates too early: their validity is short.
- Choosing a university in the north as "budget Europe" without checking recognition where you plan to work.
- Assuming a Cypriot residence permit opens Schengen travel.
- Sending the prepayment at the last moment without checking that the transfer will go through.

## FAQ {#faq}

### Does a Russian citizen need a visa to study in Cyprus?

No separate consular visa is needed. The university files for the M70 entry permit, and the Migration Department together with the Ministry of Education decides within a month for a complete file. With the permit and a passport, the student flies to Cyprus.

### Can I enter a Cypriot university after grade 11?

Yes. Private universities accept the Russian attestat without a foundation year if English is at least IELTS 5.0 or equivalent. The university decides on admission, and weaker English can be addressed with a year-long language course at the university.

### Is study in Cyprus free for Russian citizens?

No. Non-EU students pay at both private and public universities; a bachelor's at a private university costs $10,134–13,354 (€8,970–11,820) a year. Discounts and scholarships are awarded by each university under its own rules.

### Does Russia recognise a Cypriot degree?

A degree from a university in the Republic of Cyprus is recognised under the 2016 agreement if the document falls within it. Degrees from universities in the north are not covered by any agreement: Rosobrnadzor decides on application, with a state fee of RUB 6,500.

### How does a university in Northern Cyprus differ for a Russian student?

It operates outside the education system of the Republic of Cyprus and outside EU law, and the Ministry of Education of the Republic of Cyprus does not recognise its degrees. Study is cheaper, but travel goes through Turkey and recognition in Russia and the EU is decided case by case.

### Can I travel around Europe with a Cypriot student residence permit?

No. Cyprus does not yet fully apply the Schengen rules, and a Cypriot residence permit is valid only in Cyprus. Travel to Schengen countries requires a Schengen visa, decided by the consulate of the country concerned.
