# Colleges in Canada for International Students: Programmes, Costs and Post-Graduation Work Rights

A Canadian college offers applied education lasting one to three years: certificates, diplomas, advanced diplomas and graduate certificates for degree holders. It costs less than university — a first-year diploma at Seneca Polytechnic in 2026/27 starts at $11,130 (CAD 15,783) — and you can enter after an 11-year school system with IELTS 6.0. But since November 2024, a college graduate qualifies for a post-graduation work permit (PGWP) only if the programme is in an eligible field: healthcare, STEM, education, trades, transport or agriculture. General business, marketing and hospitality management are not on the list, although some related codes are, such as digital marketing (CIP 52.1404). The programme code decides, not its name.

So choose a college by the combination of field, post-graduation work rights and transfer options, not by price alone. Here is how to check each.

## College vs university {#section-1}

The university average comes from Statistics Canada: $29,660 (CAD 42,062) for international undergraduates in 2026/27. Some large colleges call themselves polytechnics and grant applied bachelor's degrees, for example Seneca, Humber, Sheridan and George Brown.

## Programme types {#section-2}

- Certificate — about one year of basic vocational training. Programmes under 8 months do not qualify for a PGWP, and programmes under 6 months do not allow off-campus work.
- Diploma — two years, the most common choice after school.
- Advanced diploma — three years of deeper technical training, sometimes with co-op.
- Graduate certificate — 1–2 years for holders of a college diploma or university degree. It is not a master's degree, and it requires a PAL.
- Applied bachelor's degree — a four-year degree at a college. For the PGWP, graduates follow the bachelor's rules: no field requirement, CLB 7.

Seneca's 2026/27 fee table even includes a master's programme, the Master of Artificial Intelligence Design and Development at $14,100 (CAD 20,000) for the first year — an exception rather than the rule for colleges.

Codes and PGWP status come from the programme availability list Seneca publishes for international students. Before applying, check your programme's code against IRCC's list: the same title can carry different codes at different colleges.

Seneca's international health insurance for 2026/27 costs $660 (CAD 934.72) for a September start, covering the period to August 31, 2027. For the study permit you must also show $16,540 (CAD 23,448) a year for living costs on top of tuition.

## Checking post-graduation work rights before you enrol {#section-4}

1. Institution. The college must be on IRCC's list of designated learning institutions (DLIs) and marked as offering PGWP-eligible programmes. Seneca, for example, lists more than 85 such programmes.
2. Field of study. If you apply for your study permit after November 1, 2024, your college programme must have a CIP code on IRCC's list. The categories are healthcare and social services, STEM, agriculture and agri-food, trades, transport, and education. The list is frozen for 2026. Colleges usually state the CIP code on the programme page.
3. Language. College graduates need CLB 5 in all four skills, proven with CELPIP General, IELTS General Training, PTE Core, TEF Canada or TCF Canada.

A one-year programme gives a PGWP of up to one year; a programme of two years or more gives up to three years. That is why a two-year diploma in an eligible field is usually better value than a one-year certificate. Programmes that a private college delivers on behalf of a public college under a curriculum-licensing agreement are not PGWP-eligible for students who started after May 15, 2024.

## Requirements and documents {#section-5}

- After secondary school: school certificate or grades for the last two years, translated into English.
- For graduate certificates: a college diploma or university degree with transcript.
- English at Seneca: certificates and diplomas — IELTS Academic 6.0 with no band below 5.5, TOEFL iBT with no skill below 20 of 30 (4 of 6 on the new scale), or Duolingo 105–110; graduate certificates and degrees — IELTS 6.5 with no band below 6.0. Meeting the minimum does not guarantee a seat.
- Application: in Ontario, through ontariocolleges.ca or directly with the college. The ontariocolleges.ca fee is $105 (CAD 150) for up to five programme choices, no more than three at one college.

## Application deadlines {#section-6}

Colleges start programmes in September, January and May, and applications for each intake close about three months before. Douglas College (British Columbia) for international students:

Limited-enrolment programmes fill earlier. Apply 9–12 months ahead: after the offer you still need a PAL, a study permit and, for Russian citizens, a trip to a visa application centre outside Russia to submit the passport, since VACs in Russia stopped accepting passports on January 28, 2026.

## Transferring from college to university {#section-7}

- the university decides which courses to credit; after a two-year diploma students usually enter second or third year, not the final year;
- choose a college whose programmes are built for transfer and check in advance which courses your target university accepts;
- changing institutions means a new study permit with a new PAL, and PAL allocations are limited: 180,000 nationally in 2026, 70,074 of them for Ontario;
- a PGWP is issued only once, so do not take it after college if you plan to continue to a degree.

## Working while you study {#section-8}

College students with a study permit may work off campus up to 24 hours a week during terms and without an hourly limit during scheduled breaks, if the programme lasts at least 6 months and leads to a credential. Students enrolled only in English courses or only in courses required for admission to another programme cannot work off campus. A mandatory co-op placement needs a separate co-op work permit, usually requested together with the study permit.

## Common mistakes {#section-9}

- Choosing a business programme for the PGWP. General business, marketing, hospitality management and project management are not on the list. Exceptions such as digital marketing exist, so check the CIP code of the specific programme.
- Taking a one-year certificate instead of a two-year diploma. One extra year of tuition can mean up to two extra years of work permit.
- Enrolling in a private college delivering a public college's programme. Not PGWP-eligible for starts after May 15, 2024.
- Applying a month before the start. The PAL, the study permit and the passport step take months.
- Relying on IELTS Academic for the PGWP. IRCC requires CELPIP General, IELTS General Training, PTE Core, TEF Canada or TCF Canada.

### Can I go to a Canadian college after 11 years of school?

Yes. Colleges admit secondary school graduates to certificates and diplomas; Seneca requires IELTS 6.0 with no band below 5.5 for these programmes.

### How much does a Canadian college cost for international students?

At Seneca Polytechnic, first-year diploma tuition in 2026/27 ranges from $11,130 (CAD 15,783) to $16,020 (CAD 22,715), and graduate certificates from $11,370 (CAD 16,121) to $18,120 (CAD 25,688). You also need to show $16,540 (CAD 23,448) a year for living costs.

### Does college give the right to work in Canada after graduation?

Yes, if the programme lasts at least 8 months, the institution and programme are PGWP-eligible, the field is on IRCC's list and you have CLB 5. The permit matches the programme length, up to three years after programmes of two years or more.

### Which college fields qualify for the PGWP?

Healthcare and social services, STEM, agriculture, trades, transport and education. Computer programming (CIP 11.0201) and cybersecurity (11.1003) are listed; general business (52.0201), marketing (52.1401) and hospitality management (52.0901) are not, while digital marketing (52.1404) is.
