# Studying in Canada After 11 Years of School: Five Routes, Requirements and Budget

Students who finish an 11-year school system, as in Russia or Kazakhstan, can go straight to university in Canada: the University of Toronto, UBC and McGill accept the Russian school certificate (attestat) without a foundation year. If your English is not yet strong enough, programmes such as UBC Vantage One combine the first year with language support; if your grades or budget are more modest, a two- or three-year college diploma is an option; and some families choose a final year in a Canadian high school first. First-year tuition ranges from about $12,000 (a Toronto public school) to $47,900 (UBC Vantage One), plus at least $16,540 (CAD 23,448) a year for living costs to qualify for a study permit.

## Five routes compared {#section-1}

These are tuition figures only. For the study permit you also need to show $16,540 (CAD 23,448) a year for living costs, plus insurance and travel.

## Route 1: straight to university {#section-2}

This is the main option for strong graduates. Outside Quebec, Canadian bachelor's degrees take four years, so an 11-year school certificate is not a barrier. U of T lists the Russian attestat as its minimum requirement, UBC reports that an average of about 4 out of 5 was required in past years, and McGill's minimum is a B+ equivalent. For Kazakhstan, U of T lists the Certificate of Completed Secondary Education.

You apply during your final school year: the deadline at U of T, UBC and McGill is January 15, 2027, and U of T recommends applying by November 7, 2026. Decisions are usually based on grades from the previous year and the first half of the final year, with the final certificate sent after graduation. ## Route 2: university with language support {#section-3}

UBC Vantage One is an 11-month programme for academically strong international students who do not yet meet UBC's English requirement. It is the first year of a UBC degree in Arts, Science or Engineering with added academic English, after which students move into second year. English requirement: IELTS 5.5 overall with 5.0 in speaking and listening and 5.5 in reading and writing, or TOEFL iBT 70 with no section below 16. The 2026/27 programme fee is $47,680 (CAD 67,614) for Arts and $49,850 (CAD 70,687) for Science and Applied Science — more than a regular UBC first year, but without losing a year.

The University of Toronto International Foundation Program is selected when applying to Arts & Science, Architecture or Music, with the same January 15, 2027 deadline. Check U of T's current page for conditions and fees.

Do not confuse these with stand-alone preparatory or language courses. Students enrolled only in language courses or only in courses required for admission to a full-time programme cannot work off campus, and such courses do not guarantee a university place.

## Route 3: college {#section-4}

Canadian colleges offer applied programmes: certificates (about one year), diplomas (two years), advanced diplomas (three years) and some applied bachelor's degrees. After 11 years of school you can enter a diploma, then work or transfer to university.

Costs and entry requirements are lower. At Seneca Polytechnic in Toronto, first-year diploma tuition in 2026/27 ranges from $11,130 (CAD 15,783) to $16,020 (CAD 22,715); Computer Programming costs $11,980 (CAD 16,989). English for certificates and diplomas: IELTS 6.0 with no band below 5.5.

Know the limits in advance:

- The post-graduation work permit (PGWP) for college graduates matches the programme length, reaching three years only for programmes of two years or more. It requires CLB 5 English and, for study permits applied for from November 2024, an eligible field of study: healthcare and social services, STEM, agriculture and agri-food, trades, transport, or education. General business, marketing (apart from specific codes such as digital marketing) and hospitality management are not on the list, which is frozen for 2026.
- Transfer to university is not guaranteed, and not all credits count. Changing schools requires extending your study permit with a new PAL.
- Private colleges may not lead to a PGWP; programmes delivered by a private college under a curriculum-licensing agreement with a public college are not eligible for students who started after May 15, 2024.

## Route 4: Grade 12 in a Canadian high school {#section-5}

Some families choose a final year in a Canadian high school: the student earns a local diploma, such as the Ontario Secondary School Diploma, adapts to the language and system, and then applies to university as a Canadian high school graduate.

- School students do not need a PAL; in 2026, IRCC planned 115,000 study permits for primary and secondary students, separate from the post-secondary allocation.
- At Toronto District School Board schools, international tuition for 2026/27 and 2027/28 is $11,990 (CAD 17,000) per school year, the application fee is $280 (CAD 400), and mandatory emergency medical insurance is $355 (CAD 500) a year.
- From October 1, 2026, TDSB takes new applications through True North and payments through Flywire.

The drawbacks are an extra year and the cost of homestay or custodian arrangements. High school students cannot work off campus, and the PGWP does not apply.

## Route 5: Quebec and CÉGEP {#section-6}

Quebec students finish secondary school after 11 years, attend a two-year pre-university CÉGEP, then a three-year university programme. For French-language universities, this can be the more natural route for graduates of an 11-year system. It requires French and a Quebec Acceptance Certificate (CAQ) instead of a PAL. McGill, which teaches in English, accepts the Russian attestat directly.

## If you are 16 or 17 {#section-7}

IRCC rules for minors:

- students under 17 must come with a parent or legal guardian or have a custodian in Canada who is a Canadian citizen or permanent resident; the Custodianship Declaration is notarised by the custodian in Canada and by the parents in their home country;
- from 17, a custodian is optional, but an officer may request one;
- the age of majority is 18 in Alberta, Manitoba, Ontario, Prince Edward Island, Quebec and Saskatchewan, and 19 in British Columbia, New Brunswick, Newfoundland and Labrador, Nova Scotia and the territories.

## School documents you will need {#section-8}

- your school certificate or, if you are still studying, grades for the previous year and the first half of the final year;
- an English translation; certification rules vary — UBC accepts copies certified by the school principal or counsellor but not notarised copies;
- a school letter confirming you are in your final year, if you have not graduated;
- an English test accepted by your chosen institution;
- a passport valid for your whole programme.

No separate recognition procedure for the school certificate is needed; admissions offices evaluate it themselves.

Travel, study permit fees ($105 (CAD 150) + $60 (CAD 85) for biometrics) and a trip to submit your passport come on top.

## Final-year plan for a September 2027 start {#section-10}

| June–August 2027 | Send the final certificate, find housing, arrive for the start of classes |

## A note for Russian citizens {#section-11}

Since January 28, 2026, the Embassy of Canada in Moscow no longer provides visa services, and visa application centres in Russia only collect biometrics. Applications are submitted online, and when IRCC requests the passport it must be submitted at a VAC in another country. For a minor, plan the trip with a parent. ## Common mistakes {#section-12}

- Waiting for graduation to start. University deadlines fall in January of the final school year.
- Choosing a college on price alone. If the field is not eligible for the PGWP, you cannot stay to work on that permit.
- Ignoring age rules. Students under 17 without a parent need a custodian in Canada.
- Confusing language schools with university pathways. Vantage One is the first year of a UBC degree; a stand-alone language school is not.
- Not checking the DLI list. Study permits are issued only for designated learning institutions.

## FAQ {#faq}

### Can I enter a Canadian university right after 11 years of school?

Yes, in most provinces. U of T, UBC and McGill accept the Russian attestat without a foundation year. The exception is French-language universities in Quebec, where the local route runs through CÉGEP.

### What if my English is below IELTS 6.5?

Look at pathway programmes: UBC Vantage One accepts IELTS 5.5 and counts as the first year of a degree. Colleges such as Seneca accept IELTS 6.0 for diplomas. Or retake the test before the January deadline.

### How much does it cost to study in Canada after school?

First-year tuition is from $36,500 at a leading university (UBC Arts), from $11,180 for a Seneca diploma and $12,040 at a Toronto public high school. Add at least $16,610 a year for living costs, insurance and travel.

### Can I study in Canada at 16?

Yes, but under 17 you need a parent with you or a custodian in Canada. At that age, high school is the more common choice.

### Do I need my school certificate recognised?

No. Canadian institutions evaluate it themselves; you need a translation and copies certified according to each institution's rules.

### College or university after school?

University if your grades are strong and your field is clear; college if you want an applied programme, lower fees and softer entry. Check the programme's CIP code: general business and hospitality management are not PGWP-eligible.

### When should I apply to start in 2027?

In the autumn of your final school year: U of T, UBC and McGill close on January 15, 2027, and U of T recommends applying by November 7, 2026.
